1 PURPOSE

As part of the Contract requirements, trial pits are to be excavated to locate/identify position of existing
utilities before coordinated utilities drawings are produced for existing/new service systems.

The trial pits are also required to confirm the location of existing utilities before adjacent works start.

2 DEFINITIONS

 Trial pit: investigations pit, usually manual made, used for locating / identifying of existing
utilities location
 Utilities/Services: all installations positioned within overall project area comprising electricity
cables, telecommunication cables, water network, storm water drainage, foul sewage system
and TSE system
 DCC : Dhaka City Corporation
 Road cutting: is when cutting of road / footpath / walkway surfaces

3 EXISTING UTILITIES

Contract drawings and the drawings of existing utilities supplied by Client and Consultant have been
used to consider where to locate trial pits. These drawings show the assumed location of services.
According to latest services drawings and road condition available to us Road Cut Program is prepared
to establish best suitable location of Trial Pits to be executed to gain best overview to underground
services.

4 RELEVANT DOCUMENTS AND STANDARDS

Contract Agreement ICB 02-6, Contract Drawings, Obtained Drawings of Existing Services (As Built
Documentation), approved Layout of Excavation of Trial Pits.

Contractor shall collect and Client/Consultant shall provide all available data of existing Services as
follows:

 Collection of drawings and documentation available from other utility service providers for
possible identification and determination to their existing utility location,
 Collection of GIS based data of the approximate alignment / location of existing water lines and
appurtenances, updated up to 2008 as available with DWASA (Planning & Design Division), PMU
and DMC (GIS Section).
 Collection of relevant information on the pipelines installed after 2008 as available with the
executive engineers of respective MODS zones.
 Collection of relevant information as to number and location of existing service connection (not
available in GIS) from the registers (MIS) as may be available with DWASA (Billing section) for
their identification etc.

the Executive Engineers of respective MODS zones.

5 NECESSARY PERMITS

Most of the roads are owned and maintained by Dhaka City Corporation (DCC). Some narrow roads
having width even less than 2 m are privately owned. Prior to cutting any road or part thereof a
permission must be obtained from the competent authority (herein the DCC). Obtaining of the Road
cutting permission will be done by the Employer, who will apply for an overall permit. Contractor shall in
advance prepare road cuttings plans and forward to the Project Manager for approval.

6 RESPONSIBILITIES / SUPERVISION

 Design Manager,
 Design Engineer,
 Manager GIS and Survey,
 and Personnel Supervising Work.

7 SURVEYING / RECORDING FINDINGS

We will produced co-ordinated services drawings for the site based on received existing services
drawings, with positions of trial pits marked. Proposed position of Trial Pits is based on detailed study of
data available to Contractor, locations are proposed rationally to avoid any unnecessary Road
Cutting/Closuring and with single pit to provide as much information as possible. Locations are usually
defined on junctions to get multiple line information or at the ends of branches. Drawings showing
proposed locations of Trial Pits will be attached to each Road Cut Program for separate package.

Proposed location may be re-positioned according to site findings and existing pipe / water network
state establishment based on survey, investigations carried out already and site conditions, therefore
are not limited to our proposal. New locations while implementing site investigations after suitable
permissions have been obtained can only be defined based on prior consultation and approval of
Project Manager and competent Authority (DCC).

Data collected from trial pits such as each service’s plan location/elevation, service type/number/size,
service surround/protection will be collected by our survey staff after excavation of each trial pit has
been completed. The DMC Consulting staff are given the opportunity to verify this data at the point of
collection. This data is to be placed upon our combined services drawings to confirm/amend the
previously indicated services locations. Based upon the new data input, the re-alignment of existing
services and the alignment of new services can be co-ordinated before the updated co-ordinated
services drawings are submitted by us for approval.

8 SITE WORKS DESCRIPTION

8.1 PREPARATION WORKS


Prior final proposal of Trial Pit location is made, ground investigation works shall be applied to establish
appropriate position and prior excavation location of existing services:

 Ground survey for locating the different utilities present on the road and concerned area.
 Ascertaining the exact location of existing underground pipeline and other utility services using
Ground Penetrating Radar (GPR), this will depend on Soil Conditions of surveyed areas. In some
areas in Dhaka GPR survey will not be applicable. )

8.2 ACTIVITIES
Where GPR method is not applicable, trial pits shall be used. Location for trial pits shall be estimated
using layout plans with existing pipelines, where most probably location for trial pits will be that one
which will provide the most information. That means that location for trial pits will include mostly spots
with junctions, where two or more water lines joins into single point.

 Underground survey / sub-surface survey to locate other utility lines in the proximity of water
pipes to be re-habilitated or in the line of proposed alignment.
 Verification of drawings scheduling the affected services like water pipes, sewers, oil pipes,
cables, gas ducts, etc. owned by various authorities involving public undertakings and local
authorities.
 Verification and updating the above noted information / data with physical investigation as may
be required for authentication.
 Studying and compilation of the authenticated information / data for making them available for
design, implementation and documentation works.

8.3 GENERAL DESCRIPTION


The following is a list of other goals that should be utilized while execution of Trial Pits:

 Maximize protection of the public and work force during execution;


 Minimize inconvenience and disruption to adjacent landowners;
 Provide quality pavement replacements on pavement cuts;
 Minimize future maintenance cost to the City;
 Minimize time of lane closures or restrictions and interruption of traffic flow.

Based upon the trial pits locations that will be indicated on the co-ordinated utilities drawings, our
survey teams physically mark on site the position/outer limits of each trial pit. Liaison with utilities and
agencies such as DESCO, DESA, BTCL, TITAS GAS, DCC, and others is to be maintained to carry on with
the job smoothly.

The area of each trial pit is then cordoned off with traffic cones/warning lattice fencing sheets so as to
protect pedestrians from the works to be carried out. The cutting shall be carried out using a road-

cutting machine in the full thickness of the surface before careful removal of the road surface and start
of the excavation. Surface construction is removed over the area of the trial pit after cutting, and if
reusable, is laid to one side. Excavation of the trial pit takes place by manual means (compressed air
breakers being used where man-made obstructions are encountered). The excavated material is placed
at the side of the excavation for reuse.

Utilities found are carefully uncovered. The utility details are then collected by our survey teams (usually
with the attendance of the Clients Consultants’ inspector). Following collection of all data, the services
are carefully surrounded with the appropriate material, any protection materials being replaced, and
the trial pit backfilled to existing ground surface. The Dhaka City Corporation is responsible for the
restoration of the roads and the Contractor shall incorporate all expenses related to the Road cutting
permissions. Any excess excavated materials/debris is taken away for disposal, and the warning
cones/lattice fencing removed.

8.4 ROAD CUTTING


The removal and replacement of portions of existing pavement, drives, slabs, sidewalks, etc., shall
require breakout grooves to be sawed by the use of an approved power driven concrete saw in
accordance with this specification and details shown on the plans or as directed by Consultant. Sawed
breakout grooves shall be cut perpendicular to the surface of the pavement and shall be sawed full-
depth to form a neat breakout line in the concrete pavement when the pavement is removed.

8.5 TRIAL PITS EXECUTION


8.5.1 Excavation
All excavations shall be done to the minimum dimension as required for safety and working facility,
furthermore fulfil the minimum space in the pipe zone.

The excavation must be carried out in the most expeditious and efficient manner.

Excavation shall be taken out to such widths, lengths, depths and profiles as may be required per site
condition and purpose. All excavations shall be done to the minimum dimension as required for safety
and working facility. This shall also include, where required, proper shoring to maintain excavations and
also the furnishing, erecting and maintaining of substantial barricades around excavated areas and
warning lamps at night for ensuring safety.

All excavation work shall be carried out with such tools, tackles and equipment which are required as
per site condition unless, adequately justified to - and approved by the Project Manager, the work
involved and time schedule permit manual work. Suitable method of excavation shall be adopted at
location near existing pipe lines, underground cables and narrow streets.

The excavation shall be executed in such manner, that the Contractor does not damage or interfere with
existing services or structures. If damage or interference is so caused the Contractor shall make
arrangements with the supply and/or building owner to execute the repairs at the Contractor’s own
cost.

All pit excavations and other work shall be carried out during night time and within the limits of any
existing road area shall be completed as rapidly as possible and, in the case of roads capable of carrying
two or more lanes of traffic, not more than one half of the width of the carriage way shall be obstructed
at any one time. In single lane roads, the Contractor shall programme his work in such a manner that
the minimum inconvenience is caused to those persons who have reasonable grounds for using the
road. Road drains and channels shall be kept free from obstructions at all times.

In case of excavation in VIP and other large roads, the pits maybe need to be covered by steel plates to
allow traffic to pass during non-working periods. The Contractor must liaise with the DCC and the
responsible police to familiarize themselves and adhere to such rules. All costs involved to adhere to
such rules shall be borne by the Contractor.

Pits not backfilled at end of a night shift, the excavation must be covered with steel plates and in alleys
with wooden plates.

It is preferable that pits excavation along roads be located in footpaths or verges adjacent to the road
rather than in the carriage way itself. Pits excavation shall wherever practicable be carried out in such a
way that every part of the excavation is at least 0.5m clear of existing edges of the carriage way.

Where pit excavation or any other part of the works obstructs any footpath or right-of-way, the
Contractor shall provide, at his own cost, a temporary footpath around the obstruction to the
satisfaction of the Project Manager. The Contractor shall have particular regard to the safety of
pedestrian, livestock, and shall ensure that all open excavation, access routes and steep or loose slopes
arising from the Contractor's operations are adequately fenced and protected (2.7.2 Excavation).

Trial Pits will be excavated to required depths by manually and will typically be 0.6 m wide and
approximately 1.2 m long.

Excavation in city street or alley pavements should begin with an air-hammer shovel, a pavement
breaker, or other equipment that will not damage the pavement outside an approximate width of the
ditch prior to beginning pit operations. After pavement and sub-grade is removed with tools manual
excavation must follow in order to avoid sustaining damages to underground utilities. If the excavation
is to pass under an existing curb in which there is no dummy/expansion joint, the utility/contractor may
saw cut a smooth line beyond each side of the disturbed base. If no damage to curb is evident, the
utility/contractor may pump concrete under curb and gutter. Consultant, prior to concrete being placed
under existing curb and gutter, will make this determination. Spoil will be stacked at a suitable distance
from the pit to ensure that the surface load does not endanger the stability of the pit sides. During very
wet weather conditions this distance may need to be increased. The pit will be excavated to a depth of
approximately 1.0 m to 1.5 m and inspected. The pit will remain open only for the duration of
excavation, to the scheduled depth or shallower and to obtain descriptions of the existing utilities.
Backfilling will be carried out immediately after this exercise.

8.5.2 Inspection
After manual excavation and exposure of existing utilities, thorough inspection must be conducted by
Contractors representatives (Surveyor, Design Manager), Contractors and PMU competent Engineers
and other utilities agencies Engineers if required. All findings/observations and facts must be recorded
and photographed. Only after inspection is confirmed as concluded by Consultant Trial Pit backfilling can
commence.

8.5.3 Backfilling
Filling and back filling must not be started before obtaining directive of the Project Manager. Schedule
for back filling including materials, compaction, equipment, timing etc. should be submitted to the
Project Manager for approval prior to start backfilling.

All excavations shall be backfilled to the level of the original ground surfaces unless otherwise
mentioned or in accordance with the requirements of the specification. The material used for backfill,
the amount thereof, and the manner of depositing and compacting shall be subject to the approval of
the Project Manager, but the Contractor will be held responsible for any displacement of pipe or other
structures, any damage to their surfaces, or any instability of pipes and structures caused by improper
depositing of backfill materials (2.8.1 Backfilling).

8.5.3.1 Backfilling of excavated Trial Pits


Back filling of Trial Pit shall consist of sand bedding restoration if damaged, back fill in the pipe zone and
back fill over the pipe zone as specified and duly approved by the Project Manager.

After pipes inspection, the Pit shall be back filled and compacted to the top of the pipe with sand of
specified thickness.

For back filling over the pipe zone in open areas / non traffic pathways and traffic ways excavated
materials from the pit shall be placed and compacted.

Back filling in the road crossing shall immediately be executed for restoration of movement of vehicular
traffic in easy manner. Until the pavement is restored, the Contractor shall be responsible to maintain
the road in a manner which will allow easy traffic movement. For the road crossings back filling by sand
(FM >1.00) should be done.

Volumes of back fill which fail to meet the specified compaction, as tested by the Project Manager, shall
be reworked and re-compacted as directed by the Project Manager.

The Contractor shall not use backfilling for disposal of refuse or unsuitable soil (2.8.1 Backfilling).

8.5.3.2 Material
To the extent available, selected surplus spoils from excavated materials shall be used as backfill.

If any selected fill material is required to be borrowed, Contractor shall make arrangements at his own
expense for bringing such material from outside borrow pits. The material and source shall be subject to
prior approval of Project Manager.

All fill material will be subject to Project Manager's approval. If any material is rejected by Project
Manager, Contractor shall remove the same forthwith from the site at no extra cost to the Owner.
Surplus fill material shall be deposited / disposed off as directed by Project Manager after the fill work is
completed.

The Contractor shall at his own expense make good any settlement of the pit back fill occurring after
back filling and until the expiry of the defects liability period (2.8.1 Backfilling).

8.5.3.3 Top layers in roads and footpaths


The top layer of the pits shall be back filled with the existing top layers and sub-base. The existing hard
surface shall be the crushed before back filling (2.8.1 Backfilling).

8.5.3.4 Compacting
The backfilling material shall be properly consolidated by watering and ramming, taking due care that
no damage is caused to the pipes. The Contractor shall submit to the Project Manager for approval the
procedure for compaction, use of equipment and involvement of skilled labours prior to backfilling any
pits.

Filling of the pits shall be carried out simultaneously on both sides of the pipe to avoid unequal pressure
on the pipe. Filling of pits shall be placed in layers not exceeding 225 mm and levelled uniformly and
compacted before the next layer is deposited. The fill shall be carried out to such dimensions and levels
required after the stipulated compaction. The fill will be considered as incomplete if the desired
compaction has not been obtained.

Compacted fill shall consist of approved material, spread and compacted in layers approximately
horizontal and of uniform thickness with a slight outward slope and of a compacted depth not
exceeding 200 mm after compaction.

Soil lumps larger than 100 mm in size shall be broken before compaction. The moisture content of the
soil shall be carefully controlled either by natural drying or wetting with a fine spray before filling.

Compaction shall be carried out by mechanical rollers, power rammers, vibro-tampers, vibrating plate
compactors or other approved plant so as to produce a dry density not less than 97% (Standard Proctor)
of the maximum dry density determined in accordance with DIN 18126 or such other minimum dry
density as may be otherwise specified or ordered by the Project Manager (2.8.2 Compacting).

8.5.4 Sub-Base construction


Suitable materials would be employed in the preparation of sub grade as those materials have been
classified to use as sub grade materials by the all preliminary tests done on it and approved by Project
Manager. Sampling of these materials would be made in a manner to identify easily their status of test
and all the necessary details would be entered to the sample register. In case of placing these materials,
the specified layer thickness and degree of compaction for each layer would be achieved. Field density
test would be carried out in case of checking the degree of compaction according to the method
stipulated in the relevant standards.

Preparation of sub grade would be carried out according to the designed cross sections. The required
depth and length of the excavation would be properly maintained during construction and those
requirements would be checked with the inspection check list.

Methodology:

 Backfill layer of soil must be suitable for sub grade.


 Selected suitable material would be placed and compacted in successive layers by using
rammers or vibrating rollers to a minimum depth of 150 mm.
 If the backfill layer of soil is suitable for the sub grade, the layer would be thoroughly compacted
by using vibrator rollers or rammers until reach the required compaction.
 The top 150mm sub grade layer in cut areas would be compacted to not less than 97%
(Standard Proctor) of the maximum dry density of the material at moisture content within 2% of
the optimum moisture content. Water would be sprayed while compacting for achieving a
better compaction.

 The surface of the finished sub grade would be neat and workmanlike and would have the form,
super elevation, levels, grades and cross section.

The following additional requirements shall govern installation:

 All excavations shall be backfilled with acceptable materials in the required lifts and to the
required densities.
 All subgrades and pavements excavated or damaged by the repair activity shall be restored.
 The responsible person shall repair or replace all damaged or removed traffic control devices in
accordance with DCC standard to the pre-construction condition and extent as required by the
engineer.
 In the event that it is necessary to place a temporary surface on any cut opening, the temporary
surface shall be composed of hot mix asphalt or cold mix paving materials. Gravel or flex base
surface material shall not be used as a temporary surface on any cut unless the pre-existing
street surface was gravel or flex base. Temporary surfaces shall be adequately compacted to
prevent deterioration of repair during the temporary period.
 Pits not backfilled at end of a night shift, the excavation must be covered with steel plates and
in alleys with wooden plates (2.7.2 Excavation). If the cut is to be covered, the contractor shall
use steel plates or wooden plates of sufficient strength and thickness to support all traffic. The
plates must be sufficiently secured in place so as not to become dislodged or in any way cause a
hazard to traffic. Asphalt transitions shall be placed as required to provide an acceptably
smooth riding surface. Pits covered in such manner should be suitably marked with traffic cones
and traffic signs.
 When a cut to a street with an asphalt overlay is left open to traffic after the base repairs are
complete and while waiting to be “topped out” with a permanent asphalt surface, the edges of
the cut overlay shall be ramped with asphalt in the direction of traffic at an angle that provides
a smooth transition through the cut and shall be maintained in place until the permanent
asphalt surface is placed (see Figure 2). This shall apply only to non-residential streets.
 Any temporary surface that fails to provide a non-deteriorating riding surface or fails to meet
the requirements of these specifications shall be removed and replaced.

On completion, the pit and surrounding area will be left in a condition that is acceptable to the Project
Manager. The Contractor, when working along carriage ways where it is not possible to stack excavated
materials at the pit, shall be required to remove such materials required for backfill to temporary sites
to be provided by the Contractor and to return these materials on completion of pipe laying or pit
refilling (2.7.4 Handling of excavated soil). Any remains of consumables, waste and excess materials
associated with the excavation will be bagged, removed from the trial pit location and returned to the
site compound for disposal. Instructions regarding the methods to be used to minimise environmental
impacts will be issued in general terms to on-site personnel by the Contractor, unless there is a specific
technical variation on one or more pits.

8.5.5 Road Restoration


Categories of roads as per surface types are important for road restoration purposes. The pavement
restoration, where required, will be carried out by Dhaka City Cooperation (DCC) when proper backfill
including compaction has been carried out by the pipeline Contractor as per preceding clause and has
been settled for 6 weeks. For this purpose DCC will have to be paid as per surface types of the roads.
The Employer will apply for the Road cutting permission and the Contractor must pay therefore.
Temporary road restoration with the salvage materials/crick chips to be done by the Contractor for
smooth traffic movement.

8.6 MATERIAL TESTING


The Contractor shall arrange testing of all materials (structural materials, bedding materials, backfilling
materials around pipes and testing of backfilling) complying too the specifications and all testing shall be
conducted at BUET or BCSIR laboratory and the test results shall be submitted to the Project Manager
for record.

Excavation tools, cable detection equipment is used to determine the routing of cable utilities /ferrous
pipes.

It is not permitted to use mechanical excavation equipment to excavate trial pits. In some cases we use
compressed air powered breakers to cut through surface layers/man-made obstructions in trial pits. All
excavation is however carried out by manual means.

9 HEALTH AND SAFETY REQUIREMENTS

The works will generally be carried out in accordance with our Safety Manual. Of particular concern for
the safe completion of these works is the need for care in the uncovering of the utilities. With manual
excavation being the only permitted method of excavation, and the location of most services through
the use of detection equipment, our workers are instructed to advance the excavations with care.

The protection of the public is ensured by enclosing each trial pit area with continuous fencing prior to
start of excavations, with fencing removal only taking place after each trial pit has been fully backfilled.

Personal safety equipment used for trial pit works include high-visibility over jackets and hand/eye
protection.

Hazards and precautions pertinent to trial pit activities are identified in Table 1.

10 ENVIRONMENTAL PROTECTION

All excess material will be removed after the completion.

11 QUALITY CONTROL PROCEDURES

All works will be full time monitored by the Engineer. To ensure that the all activities being performed
with the expected quality, an inspection check list must be done and to be filled by the person in charge
for this work in case of pre-construction, during construction. The inspection check list shall include the
specific requirements, safety and environmental measures.

In case if any discrepancies from the schedule and/or this MS occur, the non-conformity observation
will be issued by the inspector with the description of the non-conformance, the way of remedy and its
deadline. The actual position of all utilities will be recorded for later use.
