Scope of work
Overseas AST Company LLC (Contractor) has been appointed
for the execution of the Bay Marina and Pier Structures
project which forms a part of the overall Dubai Harbour
Masterplan, a high-end waterfront Development being
constructed to the west of Palm Jumeirah, between Skydive
Dubai and Mina Seyahi.
The project is comprised of 2 discrete works packages.
 The Zone 4B Bay Marina includes the design and
construction of a berthing system with associated
services/utilities for a 192 berth marina, for vessels ranging
from 14m to 160m in length.
 The Pier Structures element of the works includes the
construction of 2 fixed piers, both of which are comprised
of precast/in situ concrete deck structures founded on
tubular steel piles. The Central Pier is to be constructed to
the west of the Zone 4A quay wall, while the Zone 4B Pier
Extension is the second phase of an existing pier
constructed by AST under a separate package.

Working near / over water area

Working around / near equipment
• Always be aware of where the construction equipment is and which
direction it is traveling.
• Stay out of the equipment’s blind spots. Make eye contact with the
equipment operator before you approach the machine.
• Never stand near a working machine and don’t talk to an operator / others
or use phone unnecessarily.
• Never work under a suspended or overhead load
• Use a “SPOTTER” when heavy equipment is in motion.
• Never ride on equipment or allow others to
• Wear high-visibility vest, hardhat and other appropriate personal
protective equipment (PPE).

Piling
• Vibro pack shall be operated by trained and competent person
• Never lift over personnel, when pile is in operation ensure all
personnel are safely positioned
• All hydraulic hose shall be checked by a competent mechanic.
• Third party certificate to be available for lifting gears
• Adequate hearing protection shall be used.
• Additional securing point ,Secondary sling to be connected to
auxiliary hook to prevent fall of pile
• Provision for spill control measures readily available at site.

Working on Barges
• Ensure barge stability is checked prior positioning
• Always use safe access , ramps to be provided
• Avoid jumping across voids
• Always wear life jacket when working on barges
• Ensure all open edges are protected, prevent man overboard
incident
• Ensure deck is kept clean, Beware of slippery surfaces
• Keep away from exclusion zone, whilst crane is in operation
• Beware of coils/bights in tag line while handling anchor ropes
• Ensure all moving parts and running ropes are guarded / grated
• Ensure all bouys are clearly marked

NEVER PUT YOURSELF IN THE LINE OF FIRE, REMEMBER YOU ARE IN A CONJESTED WORK ENVIRONMENT. BE CAUTIOUS

Work at height
• Before carry out any work at height the following decision
hierarchy must be followed beginning with the first Control,
assess each in turn to select a Control that is reasonably
practicable for the task:
o First: Eliminate the work at height.
o Second: Work from a permanent work platform with
guardrails and toe boards.
• Third: Work from a temporary work platform (scaffold) or
mobile fabricated platforms or any other platform that
provides a working area and is designed to prevent a fall.
Fourth: Use personal fall-protection equipment.
• Ensure all LSA are inspected and certified for its fit for purpose
• Ensure personnel are trained on use of LSA / rescue
arrangements Refuse, If your not trained or not
equipped to do the task safely

Loading / Offloading materials from barges
• Positioning of barge with in range of lifting radius
• Be aware of weather , tide and sea state
• Provide suitable, clear mooring and anchor marking to notify near by vessel
movement
• Ensure such task is controlled by lift plan
• When stacking on barges ensure the pile is not stacked more than 3 layer with
a honeycomb sequence.
• Ensure suitable wedges are provided to prevent from any roll over
• Ensure lift and crane team are trained and competent
• When crane is in motion, NO personnel are allowed to be within the swing
area
• Provide suitable gangway access, NEVER allow personnel to jump within
barges

Access / Egress – Marine vessel
• Ensure availability of adequate walkways ( I.e. Gangways |
Ladders | Jetty access) for marine access
• Embankment / Dismemberment is only at designated areas,
Never launch the boats on shallow water or undesignated
area which can cause damage to property or hindrance to
personnel health
• Never jump from barge to barge or fenders , this would put
your life at risk.
• Watch out for swell movement prior accessing the marine
vessel, keep your footing at a reasonable rungs ( your feet can
come in-between pinch points).

• Operator / Master has the ultimate responsibility for the


safety of vessel and crew.
• Always wear life jacket at all time

Working in heat / humid condition
• Adhere summer time break as per local law - Summer break (Jun 15 - Sep 15 ) -
Break Time - 12 30 - 15 00 Hrs.
• Job rotation wherever possible
• Take periodic rest in cool sheltered areas.
• Take plenty of water ( 2-3 ltr for every 2Hrs)
• To be report immediately to supervisor, if you found symptoms to be like
o Nauseas, exhaustion, dizziness
o Urine level indication, disorientation, eye pain
o Loss of consciousness, Headache
• Check urine color frequently
• Emergency preparedness to be in place and ready to approach at all the time
• Ensure continuous monitoring of temperature / humidity level. When mercury
exceeds the allowable limit, discuss with PMT and stop work notice to be issued.

HAZMAT – Handling / Storage
• Ensure personnel involved in handling chemicals are aware of the properties & precautions, required (as in MSDS).
• Store chemicals in designated containers in well ventilated areas
• Do not store incompatible chemicals together in the same store to avoid dangerous reactions
• Identification details of chemicals shall be available on the containers
• Never leave the containers open.
• Do not allow smoking or naked flames in the vicinity.
• Restrict access to authorized personnel only.
• Provide necessary warning signs in storage / handling areas.
• Use appropriate PPE for handling.
• Ensure availability of suitable Foam / CO2 Fire Extinguishers.

Noise – Health Impact

• Regular monitoring of noise level.


• Provide ear plug / defenders to all workers exposed to excessive
noise.
• Job rotation of personnel, NEVER allow continuous exposure
• Posting of warning signs and labeling of noisy equipment.
• Periodic maintenance for all equipment
• Arranging for annual audiometric examinations for workers
exposed to excessive noise.

Traffic Management
• Always follow the speed limit & other traffic signs boards

Hot works
• Implement Hot works permit system
o Remove all flammable and combustible materials from the area

o Fire blanket used as required to cover combustibles that cannot be
removed
o Use of flash back arrestors
o Welding equipment to be inspected regularly for defects
o Gas bottles to be used in trolleys and stored as per legal requirements
o Presence of fire watcher monitoring
o Use appropriate PPE wear.( face shield, welding apron / gloves, long
sleeve coverall , if working over water fire resistant life jacket)
• Only trained and competent person shall carry out hot works

Lifting
• Prior to lifting, crane to be setup properly and barricade lifting area with sign board to restrict the
access.
• 3rd party certification for all lifting equipment rigger and crane operator by approved EIAC / DAC as
per DM requirements.
• Visual inspection by lift team - Daily
• Color coded as per site plan
• Lifting plan developed by appointed person.
• Do not lift the load over people. Barricade the load swing area.
• Use tag line for control of swing and alignment.
• Riggers are only allowed to communicate with crane operator.
• Never exceed crane planned radius , move crane as required.
• Ensure SWL to be operational before any lift commence by operator.
• No lifting activity to be performed in adverse weather condition(max wind speed 10.5 m/s)

Pile Storage

• Never Stack the pipe layers more than 3-4 layers – depending of pipe size
• Provide soil/sand bunds to secure pipes
• Use of sand bags as chocks around pipes
• Provide suitable wedge protection to prevent roll over
• If doubt, discuss with quality engineers on storage arrangement
• Where possible understand the weights involved and prepare temporary
supports that will sustain that weight, refer to engineering if necessary.

Use of power tool
• Only trained operatives are allowed to handle such tools
• Operators shall carry out daily inspection of such tools prior to put in operation
• Do not leave power tools unattended during tea/ lunch breaks to avoid potential misuse.
• Disconnect the plug from power source before making any adjustments, changing
accessories
• Use only disc for the tool with correct rated RPM, changing of disc shall be done only by
trained personnel
• Avoid over draw currents from multi socket pins.
• Never remove, tamper or alter safety guards installed within the tools

Vessel navigation / movement
• All marine vessels must have valid UAE Navigational license / certification
• Weather and sea condition to be monitored prior to start of navigation, If sea is in rough state operator
has the right to terminate his navigation
• When on wheel ensure they stick to the designated route and safe maneuvering process
• Always pay attention to dive flag, anchor boys, mooring system, dredging lines etc when moving close
ensure adequate information is fed to interface group
• Ensure required amount of LSA ( Life jackets), spill prevention kit, and fire suppression items ( Fire
extinguisher) are available within their vessel
• All vessel are subject to pre-inspection for its fit for purpose and as per SMS system
• DONOT overload with personnel, always follow manning system requirements when transporting
personnel
• Ensure all crew / personnel who engage in working over water or transfer within marine vessel adhere to
100% wear of life jacket.

Temporary works / platform
• All temporary design to be reviewed by competent engineer.
• Monthly inspection of all temporary work structure by
temporary work inspector.
• All temporary work shall be controlled by a permit issued by
TWC.
• Any TW ,where load / personnel to placed shall be subjected
to 3 rd. party inspection.
• Clear SWL making shall be provide to notify personal, never
over load.
• Ensure suitable edge protection system (hand rails) are in
place
• Suitable access provided for work platform

Environmental - Aspects
• Ensure a system in place for segregation of waste

• Reduce wastage of construction materials, consumables and energy


• Reuse / Recycle wastes from paper, plastic timber, plywood, excess concrete etc.
• Wastes stored on site shall be kept safe and contained
• Waste generated on board of vessels will be shipped onshore
• Waste transfer process of tracking quantity of waste shall be monitored internally
• Dispose waste as per DM requirement ( Licensed operator)
• Training and awareness of all personnel on waste management.
• Periodic noise monitoring and measures to reduce / job planning – community
management
