Chapter 1
(Introduction)
1.1 Background of the study
Community-Based Disaster Risk Reduction seeks ways to help
communities effectively use local resources and capacities to better
prepare for disasters, and to adopt measures to reduce their
vulnerability. It also recognizes the fact that in many cases, top down
approaches may fail to address the specific local needs of vulnerable
communities, ignore the potential of local resources and capacities and
may in some cases even increase people’s vulnerability (International
Federation of Red Cross and Red Crescent Societies,2022).
1.2 Review of Related Literature
Communities are the first responders in case of a disaster. Therefore, community-
based disaster risk reduction (CBDRR) should be the core of any risk reduction
approach. Disaster risk reduction focuses more on reducing underlying risk,
encouraging preventive action before a disaster. Disaster risk management, in contrast,
focuses on broader aspects of disaster issues, from prevention and mitigation to relief,
response, and recovery.
Yodmani (2001) defined community-based disaster risk management (CBDRM) as
an approach that reduces vulnerabilities and strengthens people’s capacity to cope with
hazards, which seeks to:
(1) reduce vulnerabilities and increase capacities of vulnerable groups and
communities to cope with, prevent, or minimize loss and damage to life, property,
and the environment,
(2) minimize human suffering, and
(3) hasten recovery
(Shaw,2016)
Gap in the Study
As part of the research, it aims to study about the community-based
disaster risk reduction management department. And Find its Lacking
when it comes to the implementations and service that causes delays
and insufficient response to the community.
1.3 Statement of the Problem
Specifically, this study aimed to answer the following questions:
1. Disaster Prevention and Mitigation Avoid hazards and mitigate
their potential impacts by reducing vulnerabilities and exposure and
enhancing capacities of communities.
2. Disaster Response Provide life preservation and meet the basic
subsistence needs of affected population based on acceptable
standards during or immediately after a disaster.
4. Disaster Rehabilitation and Recovery Restore and improve
facilities, livelihood and living conditions and organizational
capacities of affected communities, and reduced disaster risks in
accordance with the “building back better” principle.

1.5 Significance of the Study
Develop, promote, and implement a comprehensive National
Disaster Risk Reduction and Management Plan (NDRRMP) that aims to
strengthen the capacity of the national government and the local
government units (LGUs), together with partner stakeholders, to build
the disaster resilience of communities, and' to institutionalize
arrangements and measures for reducing disaster risks, including
projected climate risks, and enhancing disaster preparedness and
response capabilities at all levels;

1.6 Scope and Delimitations
The study output of the study are limited only about the topic which
indicate to A Prototype Disaster Risk Reduction Center : A Resilient
Informative and Safe Space for Rural Community Based to Adhere to
and adopt the universal norms, principles and standards of
humanitarian assistance and the global effort on risk reduction as
concrete expression of the country's commitment to overcome human
sufferings due to recurring disasters.

(Methodology)
Research Design
The method that will be used for the research A Prototype Disaster
Risk Reduction Center : A Resilient Informative and Safe Space for
Rural Community Based is Phenomenological or Phenomenology
research method A qualitative research approach that helps in
describing the lived experiences of an individual is known as
phenomenological research. The phenomenological method focuses on
studying the phenomena that have impacted an individual. This
approach highlights the specifics and identifies a phenomenon as
perceived by an individual in a situation. It can also be used to study the
commonality in the behaviors of a group of people.

2.2 Site Selection and Analysis
As part of the research, it aims to study about the community-based
disaster risk reduction management department and find the gap when
it comes to the implementations and service that causes delays and
insufficient response to the community. For this chapter, the researcher
will determine possible location for their proposed project. They will
discuss the features of the given site that will be enough for the
location requirements of the project.
