experienced an overall decrease in the amount
of split Senate delegations. The number of split
Senate delegations gradually decrease from 27
in the 96th Congress to only 14 in the 115th Jesus Castro

have likely become polarized, with states
tending to side with one specific party over the

(B) The percentage of seats won by
Republicans in 1982 and 2012 changed by
26%. In 1982 the votes they won were the
seats they won. In 2012 the seats they won
was 23% higher than the votes they won.
(c ) The percentage difference in votes and
seats won in Ohio in 2012 can be caused by Arlette Munoz
partisan gerrymandering. Partisan Period 5
gerrymandering is when they redraw district
lines in order to benefit their own political
party. . .
(D) This information could pose a challenge to
participatory democracy because less people
are going to want to vote. They are seeing this
unequal representation in the votes and seats
that interferes with the Equal Protection
Clause. Why would they want to vote if it isn’t
done fairly?’’
