PRB>70 distribution by band : L1800 120 cells 、 L2300 101 cells 、 L2600 21 cells and already affected subscriber experience.
Therefore , 82 cells need to perform MLB action for Co-sector scenarios; 160 cells need to add TDD carrier to satisfy the experience requirement
