Policy Recommendations:
1. As early as now, DepED at all levels
(CO,RO,SDO) must prepare recovery plans that
would include strategies for developing resilient
systems that could withstand any recurrence of
pandemic or other crises including ensuring that
remote learning will work equitably for all learners
in case a pandemic may happen again. (God
forbids)
2. To address the learning gaps, systemic
reforms must place greater emphasis on the
early grades and on the foundational skills of
numeracy and literacy.
3. Establish mechanisms to strengthen
partnerships with donors and stakeholders to put
in resources for the education of our children.
4. With this new normal situation, children will be
spending more time at home with remote learning
modalities, it is important that education systems
both public and private schools include training
support not just for teachers but also for parents and
guardians as they would now become facilitators of
learning at home. In the training support to be
provided, it is suggested to include mechanisms
shared and understood by teachers, parents and
guardians to monitor and provide feedback on the
progress of learning done remotely, thus, proper
interventions can be provided.
5. For CO to define the specific roles of the division
in terms of:
A. Materials development
B. Translating the modules into different
modalities
C. Expenses in terms of materials development
6. For CO to define the terms of reference of the
teachers for the new normal;

7. For CO to specify the monitoring mechanism for


teachers/supervisory mechanism for school heads
in supervising teachers in the delivery of learning
modalities
8.For CO to provide the corresponding adjustments
in the RPMS to jibe with the new learning
modalities

9. For CO to define adjustments in the grading


system to jibe with the different modalities of
learning
10. For CO to provide specific
guidelines/parameters /support/assistance to
working parents of Grades k-3 children doing online
classes to avoid disappointments and frustrations
from learners and parents
