PREPAREDNESS AND
RESPONSE
Objectives:

•Identify the members of the Emergency and Disaster Response Group and
their function

• Ensure the safety of all employees and visitors at the site/facility

• Able to perform what and how to do in the event of an emergency evacuation

• Maintain essential supplies such as water, food, medicine, sleeping pads and other
items (flashlights, batteries, power banks, etc.)

• Safeguard vital materials and equipment

• Report lost or damaged materials and equipment


Brief Definition / Information on Typhoon and Flood:

TYPHOON is a tropical storm with wind speeds


greater than one hundred and twenty (120)
kilometers per hour that occurs in the North
Atlantic, Northeast and Northwest and South
Pacific. Some of the countries that experience
typhoons include Guam, the Marianas Islands, the
Philippines, Taiwan, southern China, South Korea,
southern Japan, and Vietnam.
• There are two (2) divisions of
typhoon: Severe Typhoon and
Super Typhoon. The Severe
Typhoon had a maximum wind
speed of 121 to 220 kilometers
per hour (km/h), while the
Super Typhoon exceeded the
maximum speed of 220
km/h.Storm signals are

• FLOOD is an overflow of water that submerges land.
Floods can occur when water overflows from bodies of
water, such as a river or lake in which the water
overflows, causing water to escape from its usual limits.
This normally occurs as a result of an accumulation of
rainwater on saturated ground, while the size of a lake or
other body of water varies with seasonal changes.

• Floods can also occur in rivers when the flow rate exceeds
the capacity of the river channel, particularly at bends or
meanders in the waterway. Some floods develop slowly,
while others such as FLASH FLOODS can develop in just a
few minutes and without visible signs of rain. Additionally,
floods can be local, impacting a neighbourhood or
community, or very large, affecting entire river basins.

EMERGENCY / DISASTER RESPONSE GROUP (EDRG)
• The Emergency Disaster Response Group (EDRG) shall be led by the Emergency Director.
Under the Emergency Director, there shall be at least two (2) Assistant Emergency
Directors and at least two (2) Runners. One of the runners shall be the first-aider and
shall perform, aside from the functions of a runner, all the required duties of a first-aider
(Refer to Rule 1965 of Duties of First Aider of OSH, Standard, As Amended). Sample

Functions of Emergency and Disaster Response Group (EDRG) Member

Emergency Director (ED)

• Responsible for monitoring news about the weather thru


television or radio and internet. Take note of all
information if there is a coming typhoon, information such
as strength of the typhoon and direction are important and
be aware of government advisories. Keep in constant
communication with the management / central command.

• After getting all information, he shall call a meeting with


the AEDs and Runners. During the meeting, they must
decide if work stoppage needs to be done and response
measures must be implemented. The Emergency Director
shall announce the stoppage and implementation if
decision is finalized to be coordinated with the
management / central command.

• Keeps on monitoring the typhoon’s movement through television, radio or


the internet and keep his group informed and update
management / central command present status of the site.

• Monitor signs of water rising, and instruct the


team/group to store materials, documents,
machines, devices, tools and other important
items stored in higher areas.

• He shall hold a copy of the list of all materials, documents


machines, devices, tools and other items that should be
evacuated to upper levels.

• Monitor and update the group with the progress of the


typhoon through radio, television or the internet.

• Recipient of information and incident reports.

• He shall coordinate with the management all the


reported damages, losses and its immediate repair,
renovation and replacement for the continuity of the
operation after the disaster.

Typhoon / Flood: Procedures to Follow:
1. In the event that the Emergency / Disaster Response Group decides that
there is a typhoon that can cause serious harm to employees and property,
typhoon emergency response measures must immediately be implemented.

2. All members of the Emergency / Disaster Response Group must exert their
best efforts to close and seal all windows, doors and possible points
where rain water can come in.

3. ED shall instruct members of the EDRG (AEDs and Runners) to move all
movable vital security equipment, office equipment, documents and supplies
to the higher level of the office.

4. The runners shall be responsible in moving the mentioned items to certain


locations on the higher level of the office while AEDs must accomplish the list
of items that were moved to the higher levels. The list of items moved must
be submitted to the ED.

5. The ED and the AED should store food, water, sleeping pads and additional
medicine in case the typhoon arrives earlier and it is no longer possible for
employees to go home.

6. After the typhoon, the AEDs must immediately inspect the office and assess
the damage caused by the typhoon if there are any. They shall accomplish a
damage assessment report and submit this to the ED.

The ED must analyse the reports given to him and assess the damage
caused by the typhoon. If operations is possible, the EDRG together with
all employees participate in “clean-up” operations.

Once “clean-up” is finished, AEDs shall oversee the return of all previously
moved items to their original places, check their status and make a report of
returned items. The report on returned items must be submitted to the ED.

The Runners must return all items that were previously moved to higher
levels.

7. However, if operations is no longer possible based on the assessment of ED,


the latter shall instruct a transfer or relocation of operations to another
Emergency Operating Center / branch. AEDs shall immediately oversee the
gathering of all evacuated items, check their status and accomplish returned
items report. The report shall be submitted to the ED. In addition, the EDRG
and all employees shall gather all salvageable equipment, tools, devices and
documents and a list of these items be accomplished by the AED. The list
shall be submitted to the ED. Once this is done, all of these items shall be
brought to the branch where operations will resume.
Brief Definition of Fire:
FIRE is a state, process, or instance of combustion in which fuel or other material is
ignited and combined with oxygen, giving off light, heat, and flame.

There are numerous causes of fire. Fire can be


a natural disaster, an example of which is caused by lightning.

It can be man-made by careless disposal of


cigarettes still lit, left candle, and gas stove left open.

The three (3) environmental properties of fire are


always present in a natural or man – made fire.

This is known as the Fire Triangle.

• In case of fire at night, Runners shall, on a best effort basis, try to contain the fire with
countermeasures. If the fire is not controllable, he shall call the nearest fire department;
inform the Emergency Director, and lead an orderly evacuation of all employees still in the
building. He shall ensure every person has left the building, including bathroom facilities and
storage areas. Use fire fighting equipment, such as extinguishers, if it is safe to do so.

Fire Procedures to Follow
1. In the event that fire or something burning is observed by an employee of the company, said
employee shall immediately notify any member of the Emergency / Disaster Response Group.
Available member of the EDRG and the said employee must exert best efforts (ex. Use fire
extinguisher) to put out the fire. If the fire is uncontrollable pull / break the fire alarm button.

2. If the fire cannot be contained, ED must immediately give the order for an orderly evacuation of all
employees. One AED must be in front of the line and another AED must be at the end.

3. The AED in front of the line shall lead the evacuees to the nearest exit or emergency exit. If there
is a lot of smoke, AEDs must order the evacuees to stay low or crawl if necessary. Runners must
assist any employee who could be injured.

4. Once outside of the office, AEDs must lead the evacuees to a safe area far away from the building
and must immediately perform a head count and write the report of missing and trapped persons.

Runners shall prevent any person from getting back to the building.

At the same time, the ED must immediately contact the nearest fire department, police station
and hospital.

5. Once the fire is put out and the external emergency response agency declares it is safe to return, the
ED and the AEDs must be the first ones to return and inspect the building. The AEDs must
accomplish a damage assessment report and submit this to the ED. The ED shall decide whether it is
possible to continue operations or relocate to the EOC.

Earthquake: Procedures to Follow
1. The Emergency / Disaster Response Group shall instruct all employees to
immediately take refuge under desks, tables or chairs and stay away from windows
and sharp objects.

2. After the quake, the Emergency Director (ED) shall instruct an orderly evacuation
of the office. One Assistant Emergency Director (AED) shall be in front of the line
leading all individuals while the other shall be at the end. The runners shall assist /
help all injured persons who can move

3. The evacuees shall be led to the exit or thru the emergency exit. Once outside,
they should be led by the AEDs to an evacuation area where they are far from buildings
and electrical posts.

4. The ED shall immediately contact the fire department, the nearest police station
and the nearest hospital. The AEDs and the runners must prevent any person from
coming back and at the same time make a head count of employees.
