HBCA Board Meeting 11-2-15

Attendees: Janice Landis, Maria Hultz, Jacquie Russo, John Capone, Rebecca
Radin, Bonnie Doyle, Patricia Tuccio, Marc Fasenella
Financial Report Rebecca
Current Balance: $7,822.60 with $300.00 refund from Madison Copy due.
Insurance Paid: Liability - $1481.00 Corporate - $1000.00 with $250.00
brokerage fee. Maloney and Maloney made donations and purchased
ducks each year well above all fees. We must procure a liability rider for
each event we host. Organization will provide us with a form that must be
submitted to agent. There is no cost.
San Genaro Festival Received $147.00 and paid $100.00 for entry fee.
14 ducks adopted to date with several missing ducks with some taken at
event. Discussed posting story for Patch and website requesting ducks
gone missing be returned.
Taxes None due. Required postcard filing for both state and federal has
been submitted.
Eve:
Determined to wait till the spring and plant and work with F. Zappone or
successor about planting a tree.
Jacquie looked at many, many boxes of Eves to assess if anything is
critical to us. There were entirely too many to delve into. Rebecca has
four boxes of receipts Eve gave her. Rebecca believes they are receipts.
Rebecca has the keys to the Civic box, which contains our seal.
Downtown Properties:
Al Algeri expressed concern for the Diner propertys zoning changing with
a simple zone change suggested a letter be sent to Town Hall requesting
zoning remains as-of-right. Current zoning of 1.9 acre is Highway
Business and is valued at $3.6 Million with $62K in taxes. Recognition that
a simple zone change would still require a public hearing. Not yet clear if
is CVS owns the property.
Board determined to send a letter to Town Board or Planning Board after
the election, citing our concerns about any change of use of any property
on Main Street. We need to be kept informed.
We wish to focus on Main Street and CPF monies to help the Town do
positive things with it. John will set a meeting with Janice Shearer to
discuss this and then talk with Town Board.
November 23rd Membership Meeting:
We will have a Town Hall of newly elected and incumbent Town Board.
The following have been confirmed for meeting: John Bouvier, Jay

Sneiderman, Christine Scalera. Brad Bender and Stan Glinka not yet
confirmed.
Reviewed the Press Release with minor changes to the wording.
We will again have audience and Civic questions on cards. Janice
suggested we advise membership to bring questions to the meeting. The
Board will have questions prepared. We didnt finalize questions but Marc
suggested we voice our concern about the lack of progress on Girl Scout
property after five years.
December 7th Press Party:
Party will be at Richard Casabiancas house or Marcs if complete.
Invitees can bring their guest. Maria will invite press including Kyle.
Additional invitees: Marion Boden, Bruce King, Andy Godfrey, Liz Schurer,
and Scott Carlin.
Refreshments: Janice Beverages, Jacquie and Rebecca will coordinate
food, Maria and Bonnie Food, Marc Salad and bread, Rebecca
spinach pie.
Accomplishing our Goals:
Discussed the need for additional ad-hoc meetings. Discussed phone
conferencing for additional ad-hoc meetings. Majority voted for approval.
Discussion ended with a focus on working with topical sub-committees
with members drawn from within and outside our Board as the most
efficient way to handle all projects/tasks needed to be involved in.
Subcommittees identified: Main Street, Water Quality, and CPF. We could
invite Jen Garvy and Scott Carlin to chair the Water Quality subcommittee.
Discussed the need for additional Board members. Reviewed our ByLaws to determine there is no set number. However, it can be deduced
that the number is 11. We have two vacancies. Janice will again approach
Keith Shultz in the spring. Bonnie will contact Kyle Ruys to assess
interest. We discussed the idea of bringing on a high school senior as a
student board member. Janice will speak with Lars about this. We
Also need volunteers drawn from our membership to assist us.
Path suggested we speak with Lars also about a grant writer.
John told us there is a NYS grant for $2 million for the Center for Clean
Water Technology housed as Stony Brook University.
Civic By-Laws need to be updated to reflect the membership meeting date
will be the 4th Monday of the month.
Duckie Update:
Jacquie and Maria spoke with Dave of Cowfish for date of next Duckie
Day. Date again is the Saturday of Labor Day unless there is a wedding.

He will charge for food and we will get a $10.00 cut.
