Norman Downes HOA Board Meeting

March 31, 2015 7:00 pm


1. Previous meeting minutes approved - Motioned Susan,
Seconded Mark, approved all.
2. Treasurers report: Motioned to approve Rob, Second Sam,
approved all
3. New Officers Motioned to approve Peggy Chandler to fulfill
balance of Peter VanArsdales term. Seconded, approved all.
4. Expired terms Barry, Bill, Mark have expired terms. Peter still
has two years to go.
5. New Officer appointments:
a. Treasurer Susan Holland
b. VP -Sam Carr
c. President - Rob Welch
d. Secretary Peggy Chandler
Old/New Business
1. Security fence Phylliss Kellum reports via Rob, no one ever
entered Tennis court via woods. Bill mentions police have more
jurisdiction if property is marked, and parents may feel more
secure that their kids are down there if theres a fence.
Rob to determine proper line and pound some signs into the
property line.
2. New board of directors: Volunteers, Cheryl Smith, Clifford Curtis,
Judy Taylor,
3. Mark getting info on Healthy Lake. Sam putting together info
on dam to go into newsletter. Cheryl has database of emails.
4. In next 10 days, preliminary newsletter to be complete then
distributed.
5. Peggy discussed various bodies involved in evaluating erosion
issue at tennis court and pool. Army Corp of Engineer, State
and Local. Rob and Peggy meeting civil engineer Thurs am at 730
at pool. All invited to attend. Rob submitted vote to cap
engineer costs at $4000. Mark seconded. Approved by board.
6. Sam: dam was unclogged for under 700$ . we can rent a
rotorooter to clean out the other two drains ourselves for about
$100.
7. Rob presented cost analysis of maintenance at the pool. The
pool deck is splitting. Rob obtained quotes for 72 sq. ft to
replace lumber for first half of deck. For $1407.00 decking, paint

$170. Would like to paint with more expensive paint than used in
last few years. Paint will have more texture to minimize slips.
8. Peggy asked about looking into handrail at pool entrance
9. Rob to replace wattage in bulbs that will reduce electrical cost.
Suggest replacing LED fixtures after costs of erosion repair are in.
This cost is 1224$.

Susan suggested that some of these pool costs are within
pool budget. And may not need an additional vote.

Mark asked about lights at front entrances. Some are
broken . Rob will see about buying replacements directly from
manufacturer.

Tennis Mark noted that resurfacing hasnt been done in 5
years, Two spots are low and gather water. May need to be
patched and then resurfaced. $5000 for resurfacing. Not sure if
costs more. Trees also need to be cutback from the courts to
minimize the debris. Thinks cutting trees may cost $3000.
Wants them consider for next year budget.

Port a potty is being better maintained. Still a desire for a
better bathroom. $15000 to build one.

Some confusion about how many bathrooms are needed
for ALTA.

Yard Sale 3rd weekend in April. Put it in the newsletter.
Rick can send in information in the newsletter. By next Friday,
the ballots, etc. ready then solicit folks to send in if they want
to be in yard sale. We can put Craigs list ad, real estate signs,
Feather. Neighbors like the neighborhood Friday preview..

Open floor for comments Jo Crosby upset about holes in
her back yard from the trees in her backyard. Originally, the
backfill from the lake dredging was going to fill the holes in her
backyard. Mosquitos get in the holes and a swamp built up. Its
an eyesore today. Jo would like us to remediate the damage
caused by the tree. Rob pointed out that we need to put plan
together and tackle work in the correct order.

Susan W. would like to have the creek area certified as a
Wildlife Habitat. Susan wants $50 for certification and sign. She
would like an additional 150 to plant native plants as a stream
buffer. Susan also wants to add trail to minimize disturbance
within the stream buffer. There are no legal encumbrances.
Board approved $500 cap for Wildlife Habitat and plantings.

Jo asked if lake will be ever be dredged. Rob wants to
follow up with that after the erosion is resolved.

Sam suggested the city might be interested in
purchasing /maintaining the lake and dam. Might want to
explore this with the city.

Trees have come down without permission. There is
concern that it is not policed. Board discussion that we dont
have much room for enforcement due to the way the covenants
are written. Cheryl wants to put a writeup in the newsletter.

Sam suggests that Susans Nature Preserve project be
written up as well.
23.
Cheryl is concerned about dog droppings left on a
homeowners yard. The renters believe that they are being
harassed. The renters feel it may be racially motivated. Can we
put something in the newsletter. The renters need to contact the
police about the harassment.. Peggy will write simple note about
welcoming neighbors who rent.
