CONSTITUTION AND BY-LA S OF T!E STUDENT EXECUTIVE BOARD

"REAMBLE

We, the representatives of the students of San Beda College Alabang High School, lawfully covened, in order to establish a government that shall embody their ideals, conserve and develop the patrimony of the school, promote the general welfare of its students and contribute to the creation of a community based on peace, liberty, and moral justice, imploring the aid of the Sovereign Legislator for the attainment of these ends, have voted, decreed, and sanctioned the following

ARTICLE I # $ENERAL "ROVISIONS

Sec%i&' ( -

The organization shall be called and be known as the Student Executive Board (SEB) of San Beda College High School De art!ent"

Sec%i&' 2 -

The SEB shall hold office as their head#uarters in a roo! within the Student $ctivit% Center (S$C) or the &refect of $ctivities 'ffice (&'$)"

Sec%i&' ) -

The Student Executive Board is co! osed of student leaders elected large b% the student bod%"

Sec%i&' * -

The SEB shall be the highest(ranking organization and decision(!aking bod% of students in so far as the activities and the welfare of the student bod% are concerned"

Sec%i&' + -

This bod% re resents the entire studentr%" The% coordinate the students) high school activities both co(curricular and extra(curricular* which are geared towards their holistic develo !ent"

Sec%i&' , -

The SEB shall be the u!brella organization co! osed of all dul% recognized clubs and organizations of the High School De art!ent"

Sec%i&' - -

The SEB shall coordinate and organize activities within the ca! us"

Sec%i&' 8 -

The SEB has the ower to organize activities with other schools"

ARTICLE II # OB.ECTIVES

To draw and develo the otentials of the student bod% for Christian leadershi "

To !axi!ize the growth of the high school students in school"

Sec%i&' ) -

To enable the students to have a direct share in lanning their lives in school* inside and outside the classroo!"

To rotect the legiti!ate rights and students"

To establish a closer working inter ersonal relationshi and create a true at!os here learning between the ad!inistrators* facult%* service* ersonnel* arents* alu!ni+alu!nae and the student bod%"

To assist in the internal and external activities of all recognized clubs and organizations"

To hold s%! osia* stud% circles* se!inars and other activities that are geared towards lifting the intellectual level of consciousness and strengthening the co!!it!ent of the students to their social* s iritual and acade!ic res onsibilities"

To foster greater social awareness b% !eans of social action ro,ects"

To work for the students) develo !ent as -ili ino* Christian and Benedictine in orientation"

To issue rules and regulations for student welfare sub,ect to the a roval of the ad!inistration"

ARTICLE III # MEMBERS AND COM"OSITION OF T!E SEB

Sec%i&' ( -

The !e!bers of the Student Executive Board are. a" Executive Co!!ittee (ExeCo!) b" /evel re resentatives c" Board 0e!bers

Sec%i&' 2 -

A/ The Executive Co!!ittee (ExeCo!)* shall be co! osed of the following SEB officers* na!el%. a" &resident b" External 1ice(&resident c" 2nternal 1ice(&resident d" Secretar% e" Treasurer f" $uditor g" &ublic 3elations 'fficer (&3')

B/ Le0e1 Re2re3e'%a%i0e3 The /evel 3e resentatives are those who are two (4) out of the candidates (!ini!u! of 5 !axi!u! 6) who have garnered the highest votes er %ear level"

C/ B&ard Mem4er3 The Board 0e!bers are those who are not given official ositions in the Student Executive Board)s Executive Co!!ittee (ExeCo!) and as /evel 3e resentatives"

The Board 0e!bers !a% be assigned to the different co!!ittees"

ARTICLE IV # $ENERAL 5UALIFICATIONS

Sec%i&' ( -

$" $ residence of at least one (7) %ear in the High School De art!ent of San Beda College $labang recious to the election with the exce tion of 7st 8ear Students"

B" 0ust not be under an% disci linar% robation (no de!erits)" 9o grade lower than :4; in conduct"

C" 0ust re!ain a grade of not lower than :<; in all sub,ects during their ter!" 'fficers and 0e!bers of the SEB shall sub!it a co % of their re ort cards #uarterl% to the auditor"

D" 0ust have shown in the ast leadershi ca abilities"

E" 0ust be the exa! le to others following school rules and regulations"

-" Should not hold an% of the !a,or ositions in an% class and in an% recognized organizations"

Sec%i&' 2 -

The &resident and the External 1ice(&resident of the Executive Co!!ittee (ExeCo!) shall be inco!ing seniors with two (4) consecutive %ears of residenc% in the SEB"

Sec%i&' ) -

The 2nternal 1ice(&resident* Secretar%* Treasurer* $uditor and &3' shall either be inco!ing =unior or Senior students"

Sec%i&' * -

The /evel 3e resentatives shall be co! osed of two (4) re resentatives fro! each %ear level"

Sec%i&' + -

2f the need arises* the External 1ice(&resident would consult"

ARTICLE V # DUTIES AND FUNCTIONS OF T!E EXECUTIVE COUNCIL

Sec%i&' ( -

Executive Co!!ittee (ExeCo!) The Executive Co!!ittee shall !anage the SEB which !axi!izes the growth of the students in the high school"

The Executive Co!!ittee shall anal%ze the resent and the future ai!s* needs and re#uire!ents for #ualit% education of San Beda College $labang and shall for its develo !ent in coordination with the ad!inistration"

The Executive Co!!ittee shall deter!ine the general olicies for the Student Executive Board"

$ll affairs* owers and authorit% of the SEB shall be under the direction of and !anaged b% the Executive Co!!ittee* which shall be elected for a ter! of one school %ear"

 The inco!ing Executive Co!!ittee shall re are the !aster lan of all activities for the inco!ing school %ear in coordination with the &refect of $ctivities"

The Executive Co!!ittee is e! owered to re!ove an% !e!ber of the SEB fro! the office when* in ,udg!ent of the council as ex ressed b% two thirds (4+>) vote of the !e!bers resent at its regular !eeting* such !e!ber shall be dee!ed inca able of discharging the duties if his office* or shall be found to have neglected or refused to do the sa!e" This is when the !e!bers of the council are !ore than half of the total nu!ber of the officers" Sec%i&' 2 The &resident shall be the Chief Executive 'fficer (CE') of the SEB" He+ She shall. have direct su ervision and control of all undertakings of the SEB

reside over all the general !eetings of the Executive Co!!ittee and all general !anage!ent of the business of the SEB* and shall see that all order and resolutions are carried into effects?

The &resident is a non(voting !e!ber of the board" However* in case of a tie* he+she shall be given a chance to break the tie* if such condition exists after due deliberation and re(voting of the board"

Sec%i&' ) -

The External 1ice(&resident shall.

should have a !eeting at least once with the /evel 3e resentatives concerning affairs of each batch?

shall be the head of the 7st %ear elections? and

The Secretar% shall. be in charge of taking down the !inutes of ever% !eeting?

The Treasurer shall. re are the budget of all activities of the SEB?

shall sub!it all financial re orts at the end of each #uarter to the &resident and adviser of the SEB?

shall be res onsible for all !aterial urchases of the SEB and disburse!ents and recei ts thereof?

shall be assigned to head or be art of different co!!ittees and activities? and

The $uditor shall. assist the Treasurer in the re aration of the budget of all the activities of the SEB?

 assist the Treasurer in the re aration of all financial re orts to be sub!itted at the end of each #uarter to the &resident and adviser of the SEB?

checks and balances the budget ro osals for activities?

shall collect the re ort cards ever% #uarter for !onitoring?

shall be assigned to head or be art of different co!!ittees and activities? and

shall be the one disse!inating current issues and infor!ation gathered outside the school?

shall !anage all the infor!ation disse!ination s%ste! of the SEB and High School De art!ent?

shall work with the Secretar% in !aintaining the bulletin board?

shall be assigned to head or be art of different co!!ittees and activities? and

erfor! such other duties that the &resident !% delegate hi!+her"

The /evel 3e resentatives er %ear shall. act as the s okes erson+re resentative of their %ear levels?

 coordinate activities of their res ective %ear levels?

disse!inate the necessar% infor!ation to their res ective batch at least once a week or on e!ergenc% !eetings if necessar%?

!eet with the 2nternal 1ice(&resident at least once a !onth* giving hi!+her re orts of what had trans ired in their revious !eetings with the Council of /eaders of their res ective batch?

re resent the Council of /eaders during the board !eetings and thus* !a% voice out an% feedbacks fro! the!?

coordinate all Ho!eroo! &residents to coo erate with each other and to render service to the SEB during s ecial o erations* ro,ects or activities?

The Education Co!!ittee (EC'0) shall. -or! a trul% Benedictine co!!unit% within the ca! us?

be co! osed of an elected head* assistant head and its !e!bers?

establish and i! le!ent ro,ects such as the $dvocac% Board* &eer(Tutoring and other ro,ects that will develo the intellectual abilities and hone the talents of the students?

assist and su ort the ad!inistration in the i! le!entation of the school olicies regarding acade!ics? and

erfor! such other duties that the &resident !a% delegate hi!+her"

The &h%sical Develo !ent Co!!ittee (&DC) shall. for! a trul% Benedictine co!!unit% within the ca! us? be co! osed of an elected head* assistant head* and its !e!bers?

The 'utreach Co!!ittee ('C) shall. for! a trul% Benedictine co!!unit% within the ca! us?

be co! osed of an elected head* assistant head and its !e!bers?

be the leg of the Co!!unit% 2nvolve!ent Center in i! le!enting rogra!s?

take charge of the outreach ro,ects of the school in coordination with the Co!!unit% 2nvolve!ent Center?

establish connections to Class &residents* $dvisers and their colleagues?

tackle co!!on roble!s within each section er batch?

bridge the ga between the SEB and the students? and

acknowledge the resence of the SEB as one of the working co!!ittees for each batch"

&E3 B$TCH !ake it easier for the SEB and the other working co!!ittees to launch ro,ects for the High School co!!unit%?

gather co!!ents and+or suggestions for the batch and also for the SEB?

ARTICLE VII # MEETIN$ OF T!E STUDENT EXECUTIVE BOARD

$" Bod% S ecial !eeting of the bod% !a% be called at an%ti!e b% the &resident of the executive Co!!ittee u on consultation and+or instruction fro! the &refect of $ctivities"

 $t the !eetings of the bod%* one half lus one of the total !e!bers of the bod% shall constitute a #uoru! for the transaction of business" Sec%i&' 2 B" Executive Co!!ittee $t least a !eeting in a !onth for the ur ose of transacting an% business resented* the !eeting shall be sub,ect to the call of the &resident of the Executive Co!!ittee"

S ecial !eetings of the Executive Co!!ittee !a% be called an%ti!e b% the &resident and the External 1ice(&resident u on consultation and+or instruction fro! the &refect of $ctivities"

$t all !eetings of the Executive Co!!ittee* seven (A) !e!bers shall constitute a #uoru! for transaction of business" Sec%i&' ) C" Board 0e!bers 0eetings sub,ect to the call of the Executive Co!!ittee u on consultation and+or instruction fro! the &refect of $ctivities whenever the need arises"

ARTICLE VIII # ACCOUNTABILITY OF T!E STUDENT EXECUTIVE BOARD

The Executive Co!!ittee and Board 0e!bers shall serve with the highest degree of res onsibilit%* integrit% and efficienc% and shall be accountable to the students"

ARTICLE IX # VACANCY

Sec%i&' ( -

$fter i! each!ent or resignation* rules of vacanc% would a l% to all elected officers and !e!bers of the SEB"

Sec%i&' 2 -

2n case of vacanc% of osition for the Executive Co!!ittee the other candidate who ran for that osition shall take in lace"

Sec%i&' ) -

2n the case of vacanc% of osition for the /evel 3e resentative the next candidate with the highest nu!ber of votes should take in lace"

Sec%i&' * -

2n the case of vacanc% for the Board 0e!ber* the ExeCo! would screen ossible a licants fro! the outside for re lace!ent"

ARTICLE X # IM"EAC!MENT
