RESEARCHER: Good afternoon sir, we are a research group from UM Tagum College,
our course requires us to provide a sustainable development plan and
solution for existing problems in a community. We are here because the
community we picked to propose a plan is at Purok Galingan in
Barangay Mankilam, Tagum City. The community has a solid waste
management problem. We would like to ask you if the revival of a
Material Recovery Facility would be sustainable in the area?
CENRO: You would help us?
Researcher: Yes, sir but only on proposing a development plan.
CENRO: Okay. But first, do you know what is MRF? What’s its purpose?
Researcher: Material Recovery Facility sir, used to segregate recyclable materials.
CENRO: Good that you know it. Before I answer your questions, let me explain
first, so that you would understand more on the subject matter here.
Solid Waste Management is under the Republic Act 9003, the provision
states that all LGUs, barangay and purok, needs to provide a Material
Recovery Facility for its residents. At Purok level, these facilities are
called PSMRF, it stands for Purok Satellite Material Recovery Facility.
Every barangay is required to build an MRF.
These MRFs collect four types of recyclable wastes. What are these
wastes? First, those wastes that have wood as their raw materials like
paper. We need to recycle them to help slow down the rate we cut off
trees that we convert to paper. Second type of recyclable material are
those materials that came from oil like plastics and cellophanes. It’s very
hard to totally remove plastic in our everyday lives so we try our best to
lessen the consumption of plastic by recycling them because plastics
take years to degrade and they still don’t decompose. You can’t burn
plastics because it would produce carbon monoxide, carbon dioxide and
harmful gases and these gases could actually cause breast cancer in
women and lung cancer in men. Our buyer would buy the plastics and
cellophanes, recycle them and turn them into plastic chairs, tables, etc.
Third type of recyclable material are those that come from silica. What I
have here is an example of broken bottles broken down into smaller
pieces, they are called silica. Which will be recycled into bottles again,
because the raw material used in making of bottles is silica. The fourth
type of recyclable materials are those that come from metals like can of
sardines, we need to recycle them because we can’t keep exhausting
our resources. Those four recyclable materials that I have mentioned
should be present in an MRF.
Marketing of these recyclable materials depends on the governing
barangay officials. For example, every purok should receive collect
recyclable materials from its residents and then the purok would submit
a collection report to the barangay. Those who fail to submit recyclable
materials within one month will be fined Php350.00 and one day
community service.
CENRO: Look at Villa Paraiso in Barangay Visayan Village, children and adults
deliver their wastes. They are trained to practice a proper waste
disposal, it’s better to train while they are still young unlike adults. Villa
Paraiso also has scholars which are funded by the proceeds from selling
the recyclable materials from their purok.
With regards to the biodegradable materials, every household is
encouraged to have a compost pit. If they can’t have one because there
is no available area, we still collect them, and we dispose it,
Okay, So I will answer now your questions.
Researcher: Sir in Purok Galingan, Mankilam, we would like to revive their MRF. But
we would like to ask questions as to what happened with their MRF?
CENRO: This is what happened. It depends on the chief executive, it depends on
the purok leader. It depends on the barangay captain. First, our solid
waste operation is affected by politics. If you’re running for public office,
and you implement solid waste, chances are you’re going to lose.
Second, the changing of officials, there are officials who do not continue
past administration’s projects because of reasons.
Mankilam was actually first in the proper solid waste management
implementation before. We enforced a strong policy there and collected
Php800,000.00 from fines. I split the fund, Php400,000.00 into training
more enforcers and the other into buying equipment needed. But after
changing administration, the policy was discontinued. Once there’s a
change in admin, it can affect implementation of solid waste
management.
Researcher: Sir we would like to request help for the inspection of the area,
CENRO: Okay, I will send inspectors to help you. Before all this, we need to send
a courtesy call to the barangay captain.
Researcher: Yes sir.
CENRO: Another issue is that the area in Purok Galingan MRF is a private
property.
Researcher: Would it be possible sir to find a place for it?
CENRO: Yes, but we need to find a best place for it. So, you really would push
for Purok Galingan?
Researchers: Yes sir.
CENRO: If you need me, you can contact me, I can give you information regarding
