Job description for Site Construction Quality Manager:

Construction quality manager is overall responsible for quality management at site. Functionally reporting to Project
quality manager.

Main responsibilities;

 Developing overall project site quality Manual.

 Overall establishment & implementation of Quality Management Program (described in the quality policy, quality
objectives, quality plans, procedures, and audit schedules developed for the work)
 Ensuring that the Project site Quality Management Program objectives are incorporated in all contracts
 Participating/coordinating quality audits, covering work performed by the construction contractors and suppliers
 Approving quality management aspects of Piping, structural, mechanical equipment, machinary, packages at site
 Monitoring and controlling quality of welding, erection, installation of equipment
 Provide leadership, coaching and guidance to the Owner working team members in Engineering/ construction
 Coordinating /Performing the “Witness” and “Hold” function as per defined owner’s scope in ITP, Sign on the
quality record on behalf of the owner;
 Spot check the activities in pre-commissioning including flushing, blowing, cleaning, tightness testing and
dynamic/functional testing of all mechanical/piping system.
 Coordination with NDT agency, third party or local authority for quality audit or supervision;
 Supporting engineering team on matters of design changes at the site
 Non-Conformance Management, inclusive of Analysis, rectification, preventive measures and quality documents
to be submitted to local inspection bureaus; And any interfaces with other disciplines;
 Tracking / monitoring construction quality KPIs and Preparing monthly / weekly reports
 Ensuring compliance to final documentation requirements

Minimum Education and qualification required for the Position:

Mandatory Education: 1. Bachelor degree in Mechanical engineering mandatory

2. NDT level 2 in RT/PT/UT/MPT certification is mandatory
3. CSWIP Certified welding engineer
4. NACE Painting inspector
5. NATIONAL INSTITUTE OF OCCUPATIONAL SAFETY AND HEALTH (NIOSH)
6. CONFINE SPACE SAFETY COURSE (JKKP IS 127/484/5Klt.2(132))

Working Experience: 1. At least more than 12-20 years total work experiences
2. At least more than 08-12 years work experiences in Quality Assurance of
construction site in malaysia / singapore,.
3. Work experiences in EPC Consulatncy / Third Party Inspection agencies preferable

Technical & Professional Knowledge:

- Core skills: 1. Proficiency in speaking, writing, in malaysian, is mandatory
2. Proficient command of spoken and written english mandatory
3. Knowledge of ASME code & standards, quality management systems is mandatory
4. proficiency in Audit Construction site quality is prefered

- Job Related preferable 1. skills in civil cosntruction quality assurance will be prefered
skills: 2. Skilled in Project Management, planning and scheduling will be preferable
3. Skills in construction safety, will be prefred
4. Skills in fire fighting / first aid, will be prefered

- Job selected skills: 1. Skilled in erection and commissioning activities will be prefered

Travel required for the position:

Travel: 1. deputation at Construction site in Malaysia. Local candidate will be prefered.
