Good morning/afternoon, the honorable adjudicator, debater, ladies and gentlemen.

Before we start our debate today, please set your hand phone or any devices that
may interrupt our debate to silent mode. Especially for audiences, do not leave or
enter the room during the speech.

Welcome to GAPAN CITY COLLEGE - BACHELOR OF ARTS DEBATE 2019 with the
proposition: Parliamentary Government is better than Presidential
Government in the Philippines.

On my right side, acting as affirmative team for this debate is the team from AB
POLSCI 1-A

I will start by explaining some procedures for the debate, which each team received
ahead of time.

1. English language must be observed in each speech of the speaker.


2. Filipino language may be used during rebuttal and interpellation.
3. No bad words and treat everyone nicely. This is just for the course
requirement.
4. Modified Oxford-Oregon Debate will be used.
5. The debate will be done just like a thread. The first speaker from the
affirmative side will deliver his/her speech. After his/her speech, the first
speaker from the negative side will be acknowledged for rebuttal and
interpellation. After the rebuttal, the first speaker from the negative side will
deliver his/her speech. The second speaker from the affirmative side will
rebut him/her. This thread will be applied until the fourth speaker from the
negative side delivers his/her speech. The first speaker from the affirmative
side will rebut the last speaker.
6. Each speaker must deliver his speech in 3 minutes. A 2 minute-rebuttal and
interpellation is given to each speaker.
7. The decision of the adjudicator is final and irrevocable.
