1.0 PURPOSE
2.0 SCOPE
This procedure shall apply to all Contractors / Sub contractors and their workers
performing jobs and contractors in Emery Oleochemicals (Telok Panglima
Garang). The areas consist of:

4.6 Plant & Maintenance Management – Plant & Maintenance Manager / Plant&
Maintenance Engineer / Plant & Maintenance Executive / Plant &
Maintenance Superintendent / Plant & Maintenance Supervisor.
5.0 RESPONSIBILITY
5.5 Contractor - To uphold and comply with all SHE rules and regulations at all
times. Ensure all personnel have attended required contractor SHE briefing
prior commencing work. Sign and ensure compliance with Agreement on
SHE Code for contractor EOM.SOP.SH06 - F01- 01.
5.3 All personnel and contractors are responsible for following all requirements
outlined in this procedure and any related procedures.
5.4 All personnel are responsible for ensuring strict enforcement of all
requirements within this procedure and if necessary do audit the worksite for
compliance.
6.0 PROCEDURE
6.1.1 All necessary particulars i.e. full name, MYKAD number and areas of
work shall be recorded by the Security prior to issuing of contractor
pass.
6.2.2 Once SHE briefing completed, they will receive Workers Briefing
Pass that will valid for 1 year and they need to attend a refresher
SHE briefing once the card expired. Please refer to EOM.SOP.SH03
Briefing of Safety and Health procedure.

6.4.2 Lifting work using crane and working at height are not allowed after
1900hrs.
6.4.3 For weekend work or work during public holiday, the contractor
needs to get an approval by requesting weekend work application
form from project coordinator by fill in EOM.SOP.SH06-F02- 01.
6.6 Safety Plan / Method of Statement (only for non-routine work or major work)
6.8.2 Supervisor in charge detailing the items and duly approved by HOD,
Production Manager or Maintenance Manager. The guard shall
check these items against the gate pass item prior to allow the
contractor to take out the items.

6.8.3 For item required to be sent out during public holiday / weekend, the
Gate Pass has to be prepared in advance with duly approved by
respective HOD, Production Manager or Maintenance Manager.
However, in case of emergency situation, with obtaining the
authorization from by HOD / Production Manager, Superintendent on
duty and Senior Guard on duty shall be responsible to sign on the
“Gate Pass”.
6.9.1 Contractors shall observe all federal, state, local and facility SHES
regulations and procedures while performing work on the premises of
any EMERY OLEOCHEMICALS TPG facility.
6.9.2 The contractor should report directly to the project coordinator on all
incidents at site. Project coordinator must coordinate the incident
response with SHE department.
6.9.3 Every Contractor has the responsibility and obligation to know and
follow all facility rules, applicable laws and regulations and to make
health and safety an integral part of his daily work habits.
6.9.4 The Contractor is responsible for protecting the health and safety of
his/her workers or his/her subcontractors.
6.10.2 Contractors must ensure that all conditions set out in the permits
are clearly understood and strictly adhered to.
6.11.4 Extension cords shall not be placed on busy walkway or wet floor
or on hot surface or equipment’s.
6.11.5 Switch off all equipment upon completion of job and before the
end of the work day.
6.11.6 Power connection must have proper plugs complete with ELCB
or RCCB (fitted with 5 Amps) and do not bare ends of cables.
6.11.7 All overhead electric lines must be noted by the Contractor when
working near such lines.

6.11.10 Cable used for single phase supply (240 volts) must be 3 core
cable and industrial type and for three phase supply (415 volts)
there must be a plug top.
6.11.12 Electrical equipment used for outdoor must be weather proof and
for hazardous areas must be explosion-proof type.
6.11.13 Cable layout across the road must be protected by G.I. Pipe.
6.11.14 If lock out/tag out is required for the equipment’s, please contact
Maintenance Department.
All welding, cutting, grinding, drilling and torch used by the Contractor or
any activities that produce spark must have an approved hot work permit
before work begins. The Contractor is to observe that:
6.12.1 All hot work permits are valid for one shift only.
6.12.3 The hot work permit must be displayed on site at all times and
return to Project Coordinator before end of the shift or after the
completion of work.
6.12.6 Gas cylinders are to be kept away from any source of heat or any
electrical circuits.
6.13.1 Liquid Petroleum Gas (LPG) cylinders must not be stored or left
in areas below ground level overnight. The quantity of Oxygen,
Acetylene and Liquid Petroleum cylinders at the point of work
shall be restricted to a maximum of 1 day’s supply.
6.15.1 Contractors must provide a list of chemicals that they may use in
the facility and their corresponding Safety Data Sheet to the
facility management before commencement of work.
6.16.1 All trenching and excavation work must be carried out and
supervised by competent person(s). Particular attention must be
given to adequate shoring and fencing of the edges of
excavations and must comply with Emery trenching and
excavation procedure.
6.18.3 All confine space activities must comply with ICOP (Industrial
Code of Practice) for safe working in a Confine space (2010)
6.19.1 If you hear the fire alarm ringing; you must prepare to evacuate
the building or area.
6.19.2 Some of the work or project will required the contractor to have a
suitable written plan to handle emergency situations that may
arise on the site. This requirement will be decided by project
coordinator during HIRADC or JSA discussion. This plan shall be
posted in the work place and the following is guidelines on
information that can have in the written plan:
6.18.3 All confine space activities must comply with ICOP (Industrial
Code of Practice) for safe working in a Confine space (2010)

6.20.1 The primary objectives for the development of this guideline are:-
The Contractor shall comply with all applicable laws and provide
the Company with any permits, licenses, approvals, notices or
similar documents as requested by the Company for the
purposes of performing the Services. The Contractor shall itself
and ensure that its employees or agents comply with the
Company’s instructions and directions as advised by the
Company including those pertaining to safety, health and
environment as set out in the Company’s SHE Code of Conduct.
Where the Contractor contravenes the SHE Code of Conduct,
the Company shall issue the Contractor an invoice for payment of
the applicable penalty for the relevant offence which shall be
payable within thirty (30) days of the invoice date. The
Contractor shall bear responsibility for its safety and shall inspect
and properly use all safety equipment, safety clothing, tools and
construction equipment furnished by the Company where any
injury or damage resulting from such improper use shall be at the
sole risk of the Contractor. The Contractor shall be liable to the
Company for any damage, destruction or loss of any of the
aforesaid equipment furnished by the Company. The Contractor
shall take full and unequivocal responsibility for the adequacy,
stability and safety of the site where the Services will be
performed including any injuries or damage arising from
unsuitability or inadequacy of the site.
