CAGAYAN STATE UNIVERSITY TRAINING IN TAEKWONDO PROPOSAL

I. PROJECT TITLE: Cagayan State University TRAINING OF COACHES AND


OFFICIATING OFFICIALS IN TAEKWONDO

II. BACKGROUND AND RATIONALE

Taekwondo is a Korean martial art, characterized by its emphasis on head-height kicks,


jumping and spinning kicks, and fast kicking techniques. To facilitate fast, turning kicks, taekwondo
generally adopts stances that are narrower and hence less-stable than the broader, wide stances used
by martial arts such as karate. The tradeoff of decreased stability is believed to be worth the
commensurate increase in agility, particularly in Kukkiwon-style taekwondo.

Different styles of taekwondo adopt different philosophical underpinnings. Many of these


underpinnings however refer back of the Five Commandments of the Hwarang as a historical
referent. For example, Choi Hong Hi expressed his philosophical basis for taekwondo as the Five
Tenets of Taekwondo.

Taekwondo was introduced to the Philippines through the efforts of Kim Bok Man and
Young Man Park. Grand Master Bok Man Kim arrived in 1970 to continue Park's legacy of
propagating Taekwondo upon the invitation of President Marcos. Bok Man Kim continued to pioneer
of Taekwondo worldwide and left the Philippines in 1971. In 1975, Sung-Chon Hong came to the
Philippines to continue to introduce Taekwondo again. The Philippine Taekwondo Association
(PTA) has been established by Grand Master Sung-Chon Hong. The current Central Headquarters of
the PTA is at Rizal Memorial Sports Complex. The PTA is a member of the Kukkiwon, World
Taekwondo Federation, Philippine Sports Commission, Philippine Olympic Committee and Asian
Taekwondo Union. Sung-Chon Hong has devoted decades to mentoring, developing and promoting
Taekwondo Nationwide and worldwide, and is popularly considered the Father of Taekwondo in the
Philippines.

Taekwondo is one of the sports event played during lower and higher meet like SCUAA
Regional Meet and SCUAA National Meet and it is in this event where one of the most number of
gold (5golds, 2silver and 5 bronze) is on staked.

In the year 2017 – 2018, our delegates composed the team to beat in SCUAA Regional
Meet. It was in year 2017 - 2018 where Region 02 captured the overall Most Valuable Player and
Champion in 2 Division winning 2 gold medals, 1 silver and 5 bronze in the National SCUAA.
This is the reason why the proponent proposed CSU training for coaches and Officials
with each satellite unit to be train in taekwondo management and officiating officials.

III. OBJECTIVES

At the end of the seminar the participants are expected to fulfill and discharge the
following:

1. perform the basic skills in Taekwondo;


2. demonstrate understanding and be updated with the recent competition rules,
guidelines and techniques of Taekwondo;
3. Recognize potential coaches and officiating officials in taekwondo who will
competitively manage taekwondo sports competition during university and
Regional and Palarong Pambansa.

G. Monitoring and Evaluation

As a result of the CHED training, the program and activities shall be


monitored through the submission of terminal report which includes attendance,
evaluation and summary rating of participant’s in officiating and performance of the
basic skills.
