tenders at the bid rates mentioned?

We are trying to obtain from Department but they are not cooperative
can be obtained through RTI in the mean time we shall also try to obtain.

➢ Any govt guidelines/ laws/ rules indicating that projects of this size
have to be open to ICB? Or do state governments have a choice?

There is no particular guidelines/ laws/ rules. State Government

themself form the rules for Tenders and they will change the tender
process many times from case to case, according to their choice
agencies.

➢ Anyone further sources that I can speak to? friendly officers? People
who can give us some first-hand knowledge of how this tender came to
be?

It is available on the online and tender results which is videly published

in news papers also.

As per the state government own formed norms i.e. 2 local newspapers.

article suggests the project is complete? Are these tenders for
subsidiary works?

1) The project for lift scheme from Godavari is completed for lifting
maximum of 2 TMC per day during the flood period i.e. 120 days x 2
TMC = 240 TMC.
2) Now the state government want to increase it to maximum of 3 TMC
per day i.e. 120 days x 3 TMC = 360 TMC in a year from Godavari
River.
3) But most of the reaches, distributaries, tail end reservoirs and canal
works are in progress for both the 1st stage and 2nd stage of
kaleshwaram.
