CHAPTER III
OPERATIONS AND TECHNICAL SUPPORT

3.1 PLANS AND SPECIFICATIONS

This set of Specifications shall govern the methods of construction and kinds of materials

to be used for the proposed Project shown on the accompanying plans and detailed drawings.

The plans, detailed drawings and the Specifications shall be considered as complementing

each other so that what is mentioned or shown in one, although not mentioned or shown in the

other, shall be referred to the designing Architect for clarification.

All plans (Architectural, Structural, Electrical and Plumbing Plans) are printed in an A3

paper and attached in the Appendix of this manual. The Specifications are as follows:

3.1.1 General Requirements

I. Temporary Facilities

A. Field Office

1. The Contractor shall construct a field office of adequate size 2 weeks after

receipt of Notice to Proceed.

2. It shall be provided with at least: 3 executive tables, 2 clerical tables, one

drafting table, chairs, filing cabinets, shelves, one blackboard, office

supplies, medical aid kit, telephone and lighting.

B. Storage

1. The Contractor shall provide storage for stock piling of cement steel bars,

hardware and other construction materials intended for the project.

2. Storage for cement shall be provided with elevated platforms properly

enclosed to protect cement from weather elements.

C. Barracks Bunk Houses

1. The Contractor shall provide temporary shelter and or sleeping quarters

for his construction personnel, properly maintained for the duration of the

Contract Works.

D. Temporary Fences / Barricades

1. The Contractor shall provide and maintain suitable and approved

temporary fences or barricades around the premises to safeguard his

workmen and the public against accident and possible pilferage.

2. The Contractor shall also provide and maintain sufficient lighting,

temporary sidewalks, guards, danger signs and other protective devices.

E. Sanitary Facilities

1. The Contractor shall construct temporary toilets for use during the

construction period and shall maintain such facilities in sanitary condition

at all times until completion of the Contract Works.

F. Temporary Electrical Connections

1. The Contractor shall provide for the lighting and power requirements of

the project during the construction period.

2. The Contractor shall make the necessary arrangement for the supply,

installation, maintenance and removal.

3.1.2 Site Works

I. Excavation

The Contractor shall make all necessary excavation for foundations to

establish grades indicated on drawing without extra compensation including all

other excavations required and necessary for the proper prosecution of the work.

1. The materials to be excavated shall include: any rock, earth and other

materials of any nature and description encountered in obtaining the

indicated lines and grades.

2. The excavation for footings shall be made deeper until the specified safe

bearing capacity of the soil is reached.

3. If water present at the excavation site, it shall be removed by bailing or

pumping. Great care should be taken in order that the surrounding soil is

not eroded or cave in.

4. When the concrete poured for foundation has hardened and can already

withstand the pressure resulting from fills, the materials removed from

excavations shall be used for backfilling them.

5. The fills and backfills shall be placed in layers not more than 150 mm in

thickness. Each succeeding layer shall be thoroughly compacted by

wetting tamping and rolling. Excess excavated materials shall be placed

and spread on the immediate premises.

6. Open tile drains under floor slab shall be covered with broken stones or

gravel up to the bottom of the slab.

3.1.3 Architectural Works

I. Acoustic Ceiling

1. All acoustic materials shall be delivered in the manufacturer’s original

unbroken packages or containers labeled plain with manufacturer’s name

and trade mark.

2. All materials shall be carefully handled and delivered to the job site

provided with a storage space protected from damages by water or

dampness.

3. All acoustic ceiling materials shall be provided with non – combustible

material fiber and have a 12 mm (1/2”) thickness.

4. Acoustical boards shall be used as ceiling underneath all floor ceilings and

overhangs of the all floors above the ground level.

5. All acoustic ceiling boards shall be installed on a 50 mm x 50 mm (2” x

2”) ceiling studs spaced 500 mm (20”) on centers both ways. The ceiling

shall include slats vent at selected spots along the perimeter of the ceiling.

II. Aluminum Glass Doors and windows

A. Glass Doors

1. Frames and panel members shall be fabricated from extruded aluminum

sections true to details with clean, straight, sharply defined profiles and

free from defects impairing strength, durability and appearance.

2. Extruded aluminum sections shall conform to the specification

requirements of ASTM B-211.

3. Screws, nuts, washers, bolts, rivets and other miscellaneous fastening

devices shall be made of non – corrosive materials such as aluminum and

stainless steel.

4. Hardware for fixing and locking devices shall be closely matched to the

extruded aluminum section and adaptable to the type and method of

opening.

5. Vinyl weather strip shall be first class quality flexible vinyl forming an

effective seal and without adverse deformation when installed.

B. Windows
a. Window Panel

1. Window Panel shall be connected at corners with miter joint fixed

rigidly to ensure weather tightness.

b. Sliding Windows

1. Sliding windows shall be provided with nylon sheave.

2. Sliding panels shall be suspended with concealed roller overhead tracks

with bottom guide pitch outward and slotted for complete drainage.

3. The sliding panels shall be provided with interior handles.

4. The locking devices shall be a spring-loaded extruded latch that

automatically engages special frame hips.

c. Casement Window

1. Casement window type shall be provided with two hinges fabricated

from extruded aluminum alloy. They shall open on stay arms having

adjustable sliding friction shoes to control window panel operations.

2. Locking device shall be one arm action handle for manual operations

complete with strike plate.

3. All joints between metal surface and masonry shall be fully and neatly

caulked.

4. Aluminum parts in contact with steel members shall be properly

insulated by a coat of zinc chromate, primer/bituminous paint applied to

the steel surface.

5. Weather strip shall be furnished on edges at meeting stiles.

6. Exposed aluminum surfaces shall be electrotype hard coats such as

anodize, satin, etc.

III. Glass and Glazing

1. All glass and glazing materials shall be delivered at jobsite with labels

affixed indicating quality, make, type and thickness. Each glass in glazed

position shall resist a design pressure of 244 kilograms per square meter.

2. Plate glass shall be manufactured from float glass that is mechanically

rounded and polished and sealed with a coating of silver and a uniform

film of electrolytic copper plating, then applied with protective coating of

paint to seal out moisture from the silver. Use where good vision is

required such as wall partitions.

3. Use Sealant as glazing material for glass installation. Setting and edge

blocks shall be made of lead or neoprene, chemically compatible with

sealant. Accessories like glazing clips, shims spacer strips, etc. shall be

made from non – corroding metal accessories.

4. Use 5.6 mm (7/32”) thick sheet glass of locally manufactured clear quality

for the following:

a. Aluminum windows and doors, notwithstanding plate glass.

b. Glass panels for partitions and counter door panels.

5. All comfort rooms whether shown or not, the Contractor shall provide and

fit securely in place at the most convenient height above each lavatory one

mirror, made from local glazing quality polished plate glass 6 mm thick

with beveled edges and brass chromium plated frame 12 mm thick steel

backing with the size of 180 cm x 75 cm.

IV. Floor Finishes

A. Ceramic Tiles

1. Ceramic tiles and trims shall be made of clay, or a mixture of clay and

other materials which is called the body of the tile classified by ASTM C-

242 as to their degree of water absorption.

2. Ceramic tiles and trims are manufactured either by dust pressed process or

by plastic process in which the clays are made plastic by mixing with

water, shaped by extrusion or in molds and then fired.

3. A 15 cm x 15 cm and 20 cm x 20 cm ceramic tiles shall be used for all

restrooms and kitchen respectively.

B. Glazed Tiles

1. Glazed tiles and trims shall have an impervious face of ceramic materials

fused on to the body of the tiles and trims.

2. The glazed surface may be clear white or colored depending on the color

scheme approved by the Architect.

3. Standard glaze is semi latte (less glossy) and is good resistance to

abrasion.

4. Glazed tiles shall be used for floors provided that these are used as light

duty floors.

5. A 60 cm x 60 cm glazed tiles shall be used for all floorings except

restrooms and kitchen.

V. Painting

1. All paint materials shall meet the requirements of the Standard

Specifications of the Standardization Committee on supplies.

2. All paint materials shall be delivered on the job – site in their original

containers with labels and seals unbroken.

3. Manufacture or brand of painting materials to be used shall be either be

Davies, Boysen or any equivalent by the designing Architect.

4. A white & tinted ready-mix paint with AASHTO M-70 Specification shall

be used for finished coat on metal and concrete surface. For ceiling, use

flat wall paint white & tinted with BS 75-80 002-IFP Specifications.

5. Surfaces should be thoroughly cleaned to remove mortar, dust, grease, rust

and other foreign substances that may be present on areas to be painted.

6. Surface defects such as cracks, dents, and holes must be filled with putty

and sandpapered before final coat of paint or varnish is applied.

7. All concrete surfaces to be painted shall first be given a coat of concrete

neutralizer. Concrete neutralizer shall be quality surface conditioner to be

diluted with water. Metal and steel must be primed with anti-rush paint

before the application of subsequent coats of paints.

3.1.4 Structural Works

I. Concrete Works

A. Portland Cement

1. Portland cement shall conform to the requirements of ASTM C-150 Type

I for normal Portland cement.

2. It shall be any standard commercial brand in 40 kilograms per bag.

B. Fine Aggregates

1. Sand shall be clean, hard, coarse river sand or crushed sand free from

injurious amount of clay loam and vegetable matter

2. It shall conform to ASTM C-33 or CC-330.

C. Coarse Aggregate

1. Gravel shall be river run gravel or broken stones.

2. The maximum size shall be 1/5 of the nearest dimension between sides of

forms of the concrete, or ¾ of the minimum clear spacing between

reinforcing bars, or between re-bars and forms whichever is smaller.

D. Mixing Water

1. Water used in mixing concrete shall be clean and free from injurious

amount of oils, acids, alkali, organic materials or other deleterious

substances.

E. Proportioning of Concrete

1. The Contractors shall employ, at his own expense, an approved testing,

laboratory which shall design the mix for each type of concrete required

by the Specifications and drawings to obtain strength as determined by test

cylinder at least 15% higher than required.

2. The adequacy of the mix design shall be verified by a test on a minimum

of 6 cylinders, 3 tested at 7 days; 3 at 28 days, in accordance with ASTM

C-192 and G-39 and by Slump Tests in accordance with ASTM C-143.

3. The testing laboratory shall submit 5 copies of the mix design and the test

results to the owner or his duly authorized representative for approval

before any concrete is placed.

4. If at any time during construction, the concrete resulting from the

approved mix design proves to be unsatisfactory for the reason such as too

much water, lack of sufficient plasticity to prevent segregation,

honeycomb, etc. or insufficient strength, the Contractor shall immediately

notify the testing laboratory and the supervising Engineer.

5. The laboratory shall modify the design, subject to approval by the

supervising Architect or Engineer until a satisfactory concrete is obtained.

6. Stone concrete – Minimum compressive cylinder strength of concrete f’c

at 28 days are as follows:

a. f’c = 28 MPa for suspended beam, slab and columns

b. f’c = 21 Mpa for footings and walls

7. The water content shall not exceed 28 liters per 40 kilograms per bag of

cement, and the slump test shall not exceed 10 cm in all cases unless

otherwise changed by supervising Architect or Engineer.

II. Reinforcement

A. Reinforcing Bars

1. Reinforcing bars shall be fixed one to the other by means of adequate steel

wire ties to form rigid reinforcement cages or nets. The reinforcement

shall be fixed in the form by approved concrete distance blocks, space

bars, links and stirrups, and all to be provided at the Contractor’s expense.

2. Reinforcing bars shall be spaced according to the approved working

drawings and the distance between bars shall not be less than those

recommended in ACI-318.

3. The sizes of the reinforcing bars are as follows:

a. 25 mm Ø for beams and columns

b. 20 mm Ø for footings

c. 10 mm Ø for slabs, ties and stirrups

B. Concrete Cover

1. The concrete to the gutter reinforcing bars shall be those recommended in

ACI-318, unless otherwise specifically indicated on the drawings.

2. The sizes of the reinforcing bars are as follows:

a. 75 mm for footings

b. 30 mm for columns

c. 20 mm for slabs and beams

C. Anchorage Length

1. Plain bars shall be provided with end hook unless otherwise specified. The

lengths of the anchorage of reinforcing bars shall be at least those

recommended in ACI-318.

D. Splices

1. Splices in bars shall be avoided as far as possible and shall be staggered in

any one structural member.

2. They shall conform with the recommendations in ACI-318. In no case

shall splices be made at critical points of maximum stress.

III. Concrete Hollow Blocks

1. For walls and partitions, the Contractor either uses concrete or ceramic

hollow blocks upon approval of the Architect or Engineer.

2. The load bearing of hollow blocks shall have a minimum compressive

strength of 7 MPa (1000 psi) computed from the average of five (5) units

based on the average gross area, and a minimum of 6 MPa (800 psi) for

the individual unit respectively, all based on gross area.

3. All units shall be sound and free from cracks or other defects that would

interfere with the proper placing of the unit or impair the strength or

permanence of the construction.

4. All cells of hollow blocks to be laid shall be filled with cement mortar

mixture of 1-part cement and 3 parts sand, by volume. The horizontal

joints between units shall be provided with 1:3 cement mortar mixture at

least 10 mm thick.

5. The 6” x 8” x 16” and 4” x 8” x 16” hollow blocks shall be used for

exterior walls and interior walls, respectively.

6. All hollow blocks walls shall be reinforced with 10 mm diameter

deformed bars both ways for every hollow block laid horizontally and

vertically.

3.1.5 Electrical Works

I. Codes, Regulations and Standards

1. The installation and equipment shall conform to good engineering

practices and in particular comply with the requirements laid down in the

following documents or its equivalent which are mandatory and modified

only by specific agreement.

2. In addition to the requirements of these Codes and the Utility Power

Company’s requirements, local government regulations and suppliers

Specifications if any, shall be followed.

II. Service Metering Facilities

1. The Contractor shall furnish and install a concrete pedestal pole size 30

cm x 30 cm x 5.50 m in the location shown in the plan and electrical

diagram including line accessories and hardware in accordance with the

local power company’s standards.

2. It shall be the duty of the Contractor to request the local power company

to install a proper type and size of service metering instruments and all

other necessary accessories, materials, equipment, devices and fittings.

III. Panel boards

1. The Contractor shall furnish and install the necessary panel boards’ multi-

breaker type including the breakers. It shall conform to the schedule of

panel boards as shown on the approved plan with respect to supply

characteristics, rating of main circuit breaker, number and ratings and

capacities of branch circuit breakers.

2. Circuit breakers shall be tropical of the magnetic thermal type with

ratings, capacity and number of poles as indicated in the drawings.

3. All panel boards to be used shall be surface mounted. It shall consist of a

factory completed dead front assembly mounted in an enclosing flush type

cabinet consisting of code gauge galvanized sheet steel box with trim and

door.

4. All panel boards shall be set plumb and symmetrical with the surrounding

objects. Panel boards shall be installed in a perfectly fit cabinet of

appropriate size provided with a stop in-door trim and good quality

cylinder lock. The inside and outside of panel board cabinets and trims

shall be factory painted with one rust proofing primer coat and two finish

shop coats of pearl-gray enamel paint.

IV. Conduit Work

1. Standard PVC conduit pipe system is required for this project.

2. Conduit runs shall be concealed in drop ceiling where concealment is not

possible.

3. No conduit of less than 15 mm normal diameter shall be installed for this

project. It is preferable to use 20 mm normal diameter conduit. Two or

more conduits shall not be installed in lieu of a larger size.

4. Conduit run shall be continuous from outlet and no running thread shall be

in any conduit run. Conduit shall be cut square and properly reamed.

5. All joints shall be screwed enter knockouts of conduit boxes, pull boxes,

panels and cabinet squarely. Lock – nuts shall be screwed tight to ensure

continuity of raceway grounding.

6. Bonds and offset shall be avoided where possible, but when necessary it

shall be made with approved conduit bending apparatus.

7. Conduits which have been deformed or crushed in any manner should not

be installed.

8. The contractor shall plug with approved pipe caps the ends of all conduit

boxes so as to prevent the entrance of white ants and dirt within the

conduit system.

9. This cap shall be placed that can be easily removed when so desired and at

same time serve the purpose intended.

V. Wiring Methods

1. Wiring for all systems shall be type THW conductors using plastic conduit

pipes.

2. Proper fittings shall be provided at ends of conduits. Wiring installations

shall be concealed from view.

3. All conduit and conduit fittings shall be PVC and shall conform with the

Underwriter’s Laboratories Inc. Standard and Codes.

4. The smallest size of conductor to be used shall be 2.0 mm2, type THW.

5. Circuit homeruns for lighting shall be 3.5 mm2 and 5.5 mm2 for the power.

6. All splices, tape and junctions for all systems using conductors up to 14

mm2 shall be accomplished by using rubber tapes.

7. Taps and splices shall be properly protected with both plastic and friction

electrical tapes to proper insulation and protection for high voltage.

8. Wiring from ceiling outlets to lighting fixtures recessed in dropped

ceilings shall be done using type TW conductors in RS conduits.

VI. Outlets and Switches

1. All boxes for outlets and switches shall be galvanized iron approved

products of reputable manufacturers.

2. All ceiling outlet boxes intended for lighting outlets shall be of the 10 cm

octagonal box.

3. Convenience and wall switch outlet boxes shall be of the 10 cm by 5.3 cm

rectangular deep flush type.

4. Convenience outlets and wall switches shall be mounted 0.30 m and 1.37

m above the floor line, respectively.

5. All boxes including junction and pull boxes shall be of sufficient size to

provide free space for all conductors enclosed in the box.

6. All external or outside electrical installations shall be weather proof.

VII. Wall Switches and Receptacles

1. Suitable single pole, two-gang, three-gang and three-way switches of the

flush tumbler type and receptacles with proper bake lite cover plates shall

be installed and installed as indicated in the drawings.

2. Wall switches intended to control lights on the 220 volts system shall be

rated 10 amp. Convenience outlets shall be flushed duplex type rated 20

amp, 220 volts and AC.

VIII. Grounding Installation

1. All non – current carrying metallic parts like conduits, cabinets and

equipment frames shall be properly grounded in accordance with the

Philippine Electrical Code, latest edition. Each shall be grounded in a

separate grounding system.

2. Ground rods shall be copper clad steel with diameter of 16 mm and length

of 2.0 m.

3. Ground clamps shall be of high compression, solderless cast design frame

of high copper alloy bronze with minimum thickness of 4.7 mm and

hardware made from silicon bronze.

IX. Lighting Fixtures

1. All lighting fixtures shall be furnished and installation by the Contractor.

X. Main Circuit Breaker

1. The main circuit breaker shall be electrically operated as required with

ratings and capacity as shown on the Plans.

2. The main breaker shall include insulation control switch, manual trip

button, magnetic tripping devices, adjustable time overcurrent protection

and instantaneous short circuit to ensure safe and efficient operation.

3.1.6 Plumbing Works

I. Plastic Pipes

1. All tube pipes to be used in this project shall be plastic or synthetic

materials.

2. Polyvinyl Chloride (PVC) shall be used for rigid type of connections and

Polyethylene (PE) for flexible connections.

3. The PE tubes are in coil form available up to 150 meters long in coil form

shall be used for underground water connections.

4. Plastic pipe shall be of quality made by reputable manufacturers free from

defects, and shall be true, smooth and cylindrical, their inner and outer

surfaces being as nearly concentric as practicable.

5. They shall be in all aspect, sound and perfectly molded free from laps, pin

holes or other imperfections and shall be neatly dressed with its end

finished reasonably square to their axes.

6. Pipes and fittings for sanitary and potable water lines as approved

alternate shall be unplasticized Polyvinyl Chloride (uPVC) pipes and

fittings.

7. Fittings shall be molded type and designed for solvent cement joint

connection for water lines and rubber O – ring seal joint for sanitary lines.

II. Septic Tank

1. The septic tank shall be provided as shown on the plans including all pipe

vents and fittings.

2. Inlet and outlet pipes shall conform to the latest edition of the National

Plumbing Code.

III. Plumbing Fixtures and Fittings

1. All fittings and trimmings for fixtures shall be chromium plated and

polished brass.

2. Exposed traps and supply pipes for fixtures shall be connected to the

roughing – in, piping system at the wall.

3. Built in fixtures shall be watertight with provision of water supply and

drainage outlet, fittings and trap seal.

4. All plumbing fixtures shall be made of vitreous china complete with

fittings. Model make and color shall be approved by the Owner and

designing Architect.

a. Water closet shall be vitreous china and free-standing toilet

combination with cover complete and with fittings and mounting

accessories.

b. Lavatory shall be vitreous china, wall hung with rear overflow

and cast in soap dishes, pocket hanger with integral china

brackets, complete with twin faucets, supply pipes, p – trap and

mounting accessories.

c. Urinal shall be vitreous china, wall hung wash – out urinal with

extended shields and integral flush spreader, concealed wall

hanger pockets, 19 mm top spud complete with fitting and

mounting accessories.

5. Floor drains shall be made of stainless-steel beehive type, measuring 10

cm x 10 cm, and provided with detachable stainless strainer, expanded

metal lath type.

6. Toilet paper, soap holder, hand dryer and vending for toiletries shall be

wall mounted.

7. Faucets shall be made of stainless steel for interior use only.

8. Kitchen sink shall be made of stainless-steel self-rimming, single

compartment complete with supply fittings, strainer traps, dual control

lever and other accessories.

IV. Fire Protection System

1. Fire hose cabinets shall be locally available consisting of 38 mm diameter

valve hose rack with 30 mm nipple rubber hose cable with square nozzle

38 mm diameter brass, chromium plated.

2. Fire extinguisher shall be portable, suitable for Class A, B, and C fires,

mounted inside the cabinet. Cabinet shall be full flush mounting door with

aluminum trim for glass plate.

3. Frame and box shall be made of gauge 14 galvanized iron sheet with white

interior and red exterior baked enamel finish over the well-prepared

primer.

3.1.7 Mechanical Works

I. Air Conditioning

A. Pipe Insulation

1. Pipe insulation shall be pre – formed fiberglass or its equivalent. The

insulating material shall be covered with 10 mm x 0.13 mm thick

polyethylene film which shall be overlapped not less than 50 mm.

2. Pipe insulations shall be adequately protected at point of support by means

of suitable metal shield to avoid damage from compression.

3. Insulated pipes, valves and fittings located outdoors shall be provided with

metal jackets.

B. Duct Works

1. Duct shall be galvanized steel sheet of not less than No. 22 for 775 mm to

1500 mm wide.

2. Joints and stiffeners of ducts using slip joints shall be 775 mm to 1500

mm, brace with 31 x 31 x 3 m steel angles.

3. Stiffeners shall be located not more than 12.0 cm from each joint.

4. Galvanized metal bands shall be secured and space 30 cm minimum center

to center distance and corners protected with galvanized metal angles.

C. Diffusers

1. Diffusers shall be complete with frame and gasket, equalizing deflector

and volume control as specified and shall have factory applied prime coat

of paint.

D. Dampers

1. Dampers shall be of same materials as duct, at least one gauge thicker and

in an accessible location, complete with locking device for adjusting and

locking damper in position.

E. Fire Dampers

1. Main duct shall be provided with proper fire dampers of the fusible link

actuated type.

2. Access door shall be provided in ductwork for renewal of fusible link and

to rest damper.

II. Automatic Water Sprinkler

A. Fire Pump

1. The type, size, capacity and quantity and power characteristics shall be

specified on the plans

2. The fire pump shall be diesel engine driven and capable of delivering a

minimum of residual pressure of 103 kPa at the top – most and remotest

sprinkler.

3. The pump unit shall be supplied with relief valve, gate valve, suction

gauge and discharge pressure gauge. The diesel engine shall be designed

specifically intended for an automatic water sprinkler protection system.

4. A drop in system pressure due to the operation of one sprinkler pressure

shall triggered a series of automatic operations that will result in the

instantaneous operation of the engine to drive the fire pump with the aid of

a battery automatic controller.

5. The tachometer, oil pressure gauge and temperature gauge and control

panel shall be provided.

6. A diesel fuel day tank shall be provided to supply the engine for a

minimum of two (2) hours running time.

7. The fuel storage tank shall be asphalt coated with necessary piping and

fittings for connection.

B. Jockey Pump

1. Jockey pump shall be electric motor driven, 220 V, 3 – phase, 60 hertz

power connection. The capacity to be supplied shall not be less than that

specified on the plans.

C. Sprinkler Head

1. Type – spray unit, pendant and upright unit

a. 12 pcs of pendant and upright for 300 – 1000 sprinklers

b. 2 pcs of sprinkler tons and wrench

D. Alarm Check Valve and Fire Alarm System

1. The alarm assembly shall be constructed and installed that any flow of

water from the sprinkler system equal to or greater than that from the

single automatic head shall result in an audible and visual signed in the

vicinity of the building.

2. The alarm apparatus shall be substantially supported and so located and

installed that all parts shall readily accessible for inspection, removal and

repair. An approved identification sign shall be installed near the outdoor

alarm device in a conspicuous position.

3.2 WORK REQUIREMENTS

This set of Work Requirements shall govern the methods of construction to be used for the

proposed Project shown on the accompanying plans and detailed drawings. All construction

plans and works shall pass based on the National Structural Code of the Philippines (NSCP) and

the National Building Code of the Philippines (NBCP) for technical, architectural, structural and

mechanical works, Provision of the Philippine Electrical Code for electrical works and National

Plumbing Code of the Philippines for plumbing works. Also, all laborers that will participate in

this should pass the required forms and standards of the Department of Labor and Employment

(DOLE).

All building permits and other construction requirements shall be accomplished by the

Owner before the construction proceeds. These are the lists of permits and other requirements

3.3 WORK PROCEDURE / METHODLOGY


The detailed guideline or procedure that J.W. Builders follows as to accomplish the

given project.

3.3.1 Pre – Construction Phase


I. Conceptual Stage

1. The Project Management team, preferably the Contractor shall conduct an

interview to the client/owner to determine his requirements, budgets,

expectations and location of the project.

2. The Architect and Project Engineering team shall perform a site

investigation to able to make a location analysis that will be used for

development of suitable plans and construction techniques.

3. The Project Management team shall develop the preliminary plans that

will follow the specifications and requirements of the client/owner and the

codes of the Philippines.

4. The Project Engineering team shall estimate the cost and construction

schedule of the project and prepare a summary report of the estimation.

II. Feasibility Study

1. The Project Management team shall conduct a market, technical, cost–

benefit and social–environmental analysis that includes a list of suppliers,

manufacturers and laborers that may participate in this project.

2. The Project Engineering team shall present the estimated cost of the

project to the client/owner and Project management team to formulate the

suitable management and financing style that will be used on the project.

III. Detailed Design

1. The Project Management team shall inspect the plans and specifications of

the project if it is in accordance with the codes of the Philippines before

presenting the plans to the client/owner and executives. The Architect and

the Designing Team shall make the necessary changes, if there is any.

2. The Architect and the Designing team shall present the complete plans and

specifications to the client/owner and executives. They shall make

necessary the changes, if there is any as specified by the client/owner and

executives.

3. The plans should have an approval before finalizing the cost estimation

and schedule.

3.3.2 Execution Phase

I. Signing of Contract

1. The final compilation of the plans and bills shall be presented to the

client/owner and have his approval of the project proposal.

2. A contract shall be signed by both client/owner and Contractor for the

procurement of the project.

II. Procurement

1. The Contractor shall acquire the materials and equipment to the chosen

suppliers and manufacturers before the construction starts.

III. Mobilization

1. The members of the Project Management team shall be assigned

specifically the Operation team.

2. A Notice to Proceed shall be sent to the Operation team to start the

construction.

IV. Construction

1. The operation shall start and be in accordance in the specifications and

construction requirements as stated.

A. Site Works

The work shall consist of furnishing all items, materials, equipment,

labor, plants, applications, methods and all operations that may be necessary,

and incidentals to complete excavation, filling, back–filling and grading in

accordance with the Plans and subject to the terms and conditions of the

Contract.

1. Guards or fences shall be provided along open sides of excavation

except that, in the discretion of the Engineer, such guards or fence

may be omitted from any side or sides other than those adjacent to

streets or public passageways.

2. The Contractor shall make all necessary excavations for foundations

to establish grades indicated on drawings without extra

compensation including all other excavations required and necessary

for the proper prosecution of the work.

3. Cut slope for permanent excavations shall not be steeper than 1–½

horizontal to one vertical, and slopes for permanent fills shall not be

steeper than 2 horizontals to one vertical unless a substantiating data

which justify steeper slopes are submitted.

4. Fills to be used to support the foundations shall be placed in

accordance with accepted engineering practices.

B. Architectural Works

i. Acoustic Ceiling

This work shall consist of furnishing and installing acoustic ceiling

materials, tools, labor and equipment and performing all operations for all

acoustical treatment requirement as shown in the Plans.

1. The acoustic requirement shall verify and examine all surfaces

covered and the conditions under which all acoustic ceiling work is

to be performed and must note all unsatisfactory conditions.

2. Before any installation of the work, all surfaces to receive acoustic

treatment shall be clean, dry, level and free from irregularities and

shall be tested for adhesive bond.

3. Installation of acoustic materials shall be in accordance with the

detailed section and with the accordance with the manufacturer’s

manual of instructions.

4. Acoustic materials shall be cut as required to fit the perpendicular

condition and shall be properly secured by anchorage and other

accessories to obtain a satisfactory workmanlike installation.

5. No mechanical work shall be exposed on the finish work.

6. All joints around electrical outlets, pipes and other work extending

through materials shall be sealed with caulking.

7. The finished surface shall be cleaned and free from any spots, dirt

marks and dust by the use of soft art gum eraser.

ii. Aluminum Glass Doors and windows

This work shall consist of furnishing all aluminum glass door and

window materials, labor, tools and equipment required in undertaking the

proper installation as shown on the Plans.

1. For all assembly and fabrication works, the cut ends shall be true to

line and accurately jointed, free or burrs and rough edges.

2. Cut – out recesses, mortising, grinding operation for hardware shall

be accurately made and properly reinforced when necessary.

3. Main frame shall consist of head, sill and jamb stiles specifically

designed and machined to inter – fit and be joined at corners with

self – threading screws.

4. Frame sill shall be stepped and sloped with offset weep holes for

efficient drainage to the exterior.

5. Door panel shall be accurately joined at corners assembled and fixed

rigidly to ensure weather tightness.

6. Aluminum glass door, windows and main frames shall be installed in

a prepared opening to be set plumb, square, level and true to details.

7. All joints between metal surface and masonry shall be caulked to

ensure weather tightness.

8. Sliding type door panel and windows shall be equipped with

concealed roller overhead tracks with bottom guide.

9. Weather strip shall be furnished on edges at the meeting stiles of

doors.

10. Where aluminum is to be in contact with steel, concrete, block, tile

or other similar masonry construction, the aluminum surface shall be

back painted before erection with a bituminous paint.

11. Exposed aluminum surface shall be electro type hard coats.

12. All aluminum parts shall be protected adequately to ensure against

damaged during transit and construction operations.

iii. Glass and Glazing

This work shall consist of furnishing all glass and glazing materials,

labor, tools, plant and equipment required in undertaking the proper

installation as shown on the Plans.

1. Safety precaution and procedure shall be observed in determining the

sizes and in providing the required clearances by measuring the

actual opening to receive the glass.

2. All glass shall be accurately cut to fit openings and set with equal

bearing on the entire width of plane.

3. Corners shall be carefully made. All excess putty shall be removed

and surfaces left clean.

4. Movable items or parts shall be kept in a closed and locked position

until after the glazing compound has thoroughly set.

5. All glass sheets shall be bedded, backed puttied, secured in place and

face puttied. Secure glass in aluminum frame with non – corrosive

clips except where glazing beads are required.

6. Apply putty in a uniformly straight lines, with accurately formed

bevels and clean-cut corners, then remove excess putty from glass

and frames.

7. Set glass in hollow metal doors and in metal frames of interior

partitions in felt channel insets or bedded in putty to prevent any

rattle.

a. Secure glass in frames with glazing stops.

b. Secure stops on doors with screws.

8. Glass breakage caused in executing the work or by faulty installation

and improperly installed glass which does not fully meet the

requirements if its grade shall be replaced by the Contractor without

extra cost.

iv. Floor Finishes

This work shall consist of furnishing all ceramic tiles and cementitious

materials, tools, and equipment including labor required in undertaking the

proper installation of floor tiles as shown on the Plans.

1. Tile work shall not be started until roughing–ins for plumbing,

electrical and other trades have been completed and tested. The work

of all other trades shall be protected from any kind damages.

2. Mortar mix for scratch coat and setting bed shall consist of one-part

Portland cement ¼ part lime and 3 parts sand by volume.

3. Surface to receive tile must be level, true to elevation, dry, free from

dirt, oil and other kinds of ointments.

4. Allow at least seven (7) days curing of scratch coat and setting bed.

Installation work shall not be allowed to proceed until unsatisfactory

conditions are corrected.

5. Thoroughly dampen surfaces of masonry or concrete before scratch

coat is applied.

6. On masonry surface apply first a thin coat with pressure, then bring

it out sufficiently to compensate for the major irregularities of the

surface to a thickness not less than 10 mm at any point.

7. Evenly rake the scratch coat to provide good mechanical key before

the mortar mix has fully hardened.

8. Ceramic tiles shall be installed in clean water prior to installation for

a minimum of one hour.

9. Determine and mark layout of ceramic tiles as to joint location,

position of trims and fixtures so as to minimize cutting less than one

half size of the tile.

10. Thoroughly dampen surface of wall but not to saturate the surface.

11. Apply a bond coat mix with consistency of cream paste 1.5 mm thick

to the wall surface or to the back of the tile to be laid.

12. Lay the tiles true to profile then exert pressure and tamp tile surface

before the bond coat mix has initially set.

13. Continue with the next full tile to be laid and pressed firmly upon the

setting bed tamped until flush and in place of the other tiles.

14. Intersections and returns shall be formed accurately using the

appropriate trim.

15. All lines shall be kept straight and true to profiles, plumbed and

internal corners rounded using the appropriate trims.

v. Painting

This work shall consist of furnishing all paints, enamels and other

products to be used including labor, tools and equipment required as shown on

the Plans.

1. The Contractor prior to commencement of the work shall examine

the surfaces to be applied with paints, enamels, and other related

products in order not to jeopardize the quality and appearance of

painting or finishing work.

2. No exterior paint or interior finishing shall be done under conditions

which may jeopardize the quality the quality and appearance of the

painting or finishing.

3. No painting works shall be done during rainy or damp weather.

4. All hardware shall be protected or removed prior to painting and

varnishing operations.

5. All works shall be performed by experienced, and skilled craftsmen

to assure finished work of first-class quality, appearance and

durability.

6. All paints, and other coatings shall be mixed and applied strictly in

accordance with the manufacturers printed instructions.

7. All surface to receive paint should be cleaned and in proper

condition. Glazed surface and those with traces of patching

compound shall be sandpapered or acid etched before applying a

primer.

8. Concrete and masonry surfaces shall be coated with concrete

neutralizer and allowed to dry before any painting primer is applied.

9. All knot holes, pitch pockets or sappy portions shall be shellacked or

sealed with knot–sealer. Nail holes, cracks or defects shall be

carefully puttied after the first coat with putty matching color of the

stain or paint.

10. At the time of application, paint shall show no sign of deterioration.

Paint shall be thoroughly stirred, strained and kept at a uniform

consistency during application.

11. Kerosene shall not be used as paint thinner. Paints of different

manufacturer shall not be mixed together.

12. When surface is dried, apply first coating. Hairline cracks and

unevenness shall be patched and sealed with approved putty or

patching compound. After all defects are corrected, apply the finish

coats as specified on the Plan in accordance with the approved color

scheme.

C. Structural Works

i. Reinforcement
This work shall consist of furnishing of all reinforcing steel and their

placement, labor, tools, equipment, and performance of all operations relative

to the fabrication and delivery to site conforming to the dimensions and

spacing as shown on the Plans.

1. All reinforcement shall be placed according to the approved

drawings. The Contractor shall provide sufficient bar support, ties,

anchors and other accessories to hold all bars securely in place.

2. All stirrups shall be held in place by bar spacers. Reinforcing steel

shall be cleaned of oil, grease, scale, rust or other coatings which

will impair bond.

3. All bars shall be bent cold.

ii. Formworks

This work shall consist of furnishing all required materials, tools,

equipment and performing all operations necessary for proper prosecution.

1. Forming shall conform to the shape, lines and dimensions shown on

the drawings. They shall be substantial and designed to resist the

pressure and weight of the concrete.

2. Forms shall be properly tied and braced to maintain their position

and shape. It shall be sufficiently tight and strong to prevent leakage.

3. Provide temporary openings where necessary to facilitate cleaning

and inspection before depositing concrete.

4. Before construction, all form materials are subject to approval.

5. Forming shall start at the first-floor level with new materials. Forms

for exposed concrete may be reused only if the surface has not

absorbed moisture and has not splintered, warped or peeled, subject

to the approval of the supervising Architect or Engineer.

6. Forms shall be coated with non–staining form oil before setting

reinforcement. The form oil shall not contain chemical that will

impair the strength of the concrete.

7. Removal of forms or shoring is subject to approval by the

supervising Architect or Engineer and under no circumstances shall

bottom form and shoring be removed until after the members have

acquired sufficient strength to support their weight and the load

thereon.

8. Forms shall remain in place for a minimum time as follows:

a. Columns, shear and bearing walls ….……………….3 days

iii. Concrete Works

This work shall consist of furnishing, placing and finishing concrete in

buildings conforming to the lines, grades and dimensions shown on the Plans.

1. All ready mixed concrete shall conform with requirements of ASTM

C-94, placed in forms within one hour after adding water or not more

than ½ hour if a retarder is used. It shall be kept constantly agitated

during the transit period.

2. Pouring of concrete should not be started until after the forms and

reinforcement for the whole unit are properly laid and installed,

cleaned, inspected and approved.

3. Construction joints shall be rough–in and clean thoroughly before any

pouring starts. Wet and slush surface with cement mortar.

4. The conveyors shall be kept full of concrete during the placing and

their lower ends shall be kept buried in the newly placed concrete.

5. Concrete during and immediately after depositing, shall be

thoroughly compacted. The compaction shall be done by mechanical

vibration.

6. After the initial set of the concrete, the forms shall not be jarred, and

no strain shall be placed on the ends of the projecting reinforcing

bars. Foundation shall be free from water during concreting and

construction joints shall be determined by the supervising Architect

or Engineer.

7. Concrete in columns shall be placed in one continuous pouring

operation and allowed to set 12 hours before caps are placed.

Likewise, concrete in beams and slabs in superstructures shall be

poured in one operation.

iv. Masonry works


This work shall consist furnishing of all necessary materials, tools,

equipment, labor, and appliances necessary to complete the execution of the

masonry work as shown on the Plans.

1. Masonry work shall not be started when the horizontal and vertical

alignment of the foundation has a maximum total error of 25 mm.

2. All masonry works shall be laid true to line, level, plumb and neat in

accordance with the plans and to the satisfaction of the Owner.

3. Units shall be cut accurately to fit all plumbing ducts, opening

electrical works, etc., and all holes shall be neatly patched

4. Extra care shall be taken to prevent visible grout mortar stain.

5. No construction supports shall be attached to the wall except where

specifically permitted by the supervising Architect or Engineer.

v. Masonry Finish
This work shall consist furnishing of all necessary materials, tools,

equipment, labor, and appliances necessary to complete the execution of the

masonry finish as shown on the Plans.

1. Plaster work shall be finished level, plumb, square and true to line

within a tolerance of 3mm in 3.00 meters without waves, cracks,

blisters, pits, crazing, discolorations, projections and other

imperfections.

2. Plaster work shall be formed carefully around angles, contours, and

well–up to screeds.

3. Special care shall be taken to prevent sagging and consequent

dropping of mortar applications.

4. There shall be no visible junction marks in final coat where on day

work adjoins the other.

D. Electrical Works
This work shall consist of furnishing all materials, equipment, tools, labor

and all other services necessary to complete and make ready for operation the

Electrical Power and Lighting System indicated in the Electrical Plans.

1. Only skilled workmen using proper tools and equipment shall be

employed during the entire course of installation work.

2. All workmanship shall be of the best practices of the trade involved.

The same job foreman shall be assigned and maintained at the job

site during the entire course of the job.

E. Plumbing Works

This work shall consist of furnishing all materials, tools, equipment and

fixtures required as shown on the Plans for the satisfactory performance of the

entire plumbing system including installation.

i. Soil, Waste, Drain and Vent Pipes

1. All soil and drainage pipes shall be sloped at 2% but in no case

flatter than one percent (1%).

2. Horizontal lines shall be supported by well secured heavy strap

hangers.

3. Vertical lines shall be secured strongly by hooks to the building

frame and a suitable brackets or chairs shall be provided at the floor

from which they start.

4. All main vertical soil and waste stacks shall be extended full size to

and above the roof line to act as vents.

5. Where an end or circuit vent pipe from any fixtures is connected to a

vent line serving other fixtures, the connections shall be at least 120

cm above the floor which the fixtures are located.

6. Horizontal waste line receiving the discharge from two or more

fixtures shall be provided with end vents.

7. All changes in pipe sizes such as soil and waste lines shall be made

with reducing fittings or recessed reducers.

8. All changes in directions shall be made by appropriate use of 45 0

degrees Y; half Y; long sweep; quarter bends or elbows for soil and

waste lines where the change in direction of flow is from the

horizontal to the vertical and discharges from water closet.

9. Cleanouts at the bottom each soil stack, waste stack, downspout, and

where else indicated shall be the same size as the pipe lines.

10. Vent pipes shall be flashed and made water tight at the roof with

ferrule lead sheet.

11. Each fixtures and place of equipment requiring connection to the

drainage system except fixtures and continuous waste shall equipped

with a trap. Each trap shall be placed as near to the fixtures as

possible.

ii. Water Pipes, Fittings and Connections

1. The water supply piping shall be extended to all fixtures, outlets and

equipment from the gate valves installed in the branch near the riser.

2. All pipes shall be cut accurately to measurements and shall be

worked into place without springing or forcing.

3. All piping above the ground shall be run parallel with the lines of the

building.

4. All service pipes, valves and fittings shall be kept at sufficient

distance from other work to permit finished covering less than 12

mm from such work or from finished covering on the different

services.

iii. Fixtures, Equipment and Fastenings

1. All fixtures shall be supported and fastened in a safe and satisfactory

workmanship.

2. All fixtures required to be wall mounted on concrete or concrete

hollow block wall shall be fasten with brass expansion bolts.

3. Expansion bolts shall be 6 mm diameter with 20 mm threads into

solid concrete, fitted with tubing or sleeves of proper length to

acquire extreme rigidity.

4. Inserts shall be rigidly secured, anchored and properly concealed and

flushed into the walls.

5. During installation of fixtures and accessories and until final

acceptance, fixtures shall be protected with strippable plastic or other

approved means to maintain fixtures in perfect conditions.

iv. Disinfection

1. The entire water distribution system shall be thoroughly flushed and

treated with Chlorine before it is operated for human use.

2. After contact period of not less than 16 hours, the heavily

chlorinated water shall be flushed from the system with potable

water.

3. Valves for the water distribution shall be opened and closed several

times during the 16 hours of Chlorination treatment period.

i. Air Conditioning

This work shall consist of furnishing and installation of air conditioning

and ventilation systems, inclusive of necessary electrical connections,

ductworks and all other necessary accessories, ready for service.

1. The air conditioning system shall be entirely automatic in operation

and shall not require the presence of an attendant except for periodic

inspection for lubrication.

2. All equipment and materials shall be inspected upon the delivery and

shall be tested after lubrication.

3. Piping shall be buried, concealed or insulated until it has been

inspected, tested and approved.

4. Walls, floors and other parts of the building and equipment damaged

by Contractor in the prosecution of this mechanical work shall be

replaced and restored to its original conditions as shown on the

Plans.

5. Operating test of complete air conditioning system shall be 6 hours

minimum for each system. Tests of air flow, temperature and

humidity shall be made to demonstrate that each unit complies with

the requirements of the Plans and Specifications.

ii. Automatic Water Sprinkler

This work shall consist of furnishing and installation of Automatic Water

Sprinkler System, inclusive of all piping and pipe fittings connections, control

and all other accessories ready for service in accordance with the Plans.

1. System operation and maintenance chart shall be submitted to the

Owner upon completion of the Contract. This shall include the

locations of control valves and care of the new equipment.

2. Sign boards shall be mounted on the wall nearest the equipment for

easy identification and reading. Paints shall be gloss fire red and

white.

3. Test shall be by the Sprinkle System conducted in the presence of an

inspector or authority having jurisdiction.

V. Control

1. As the construction is going, the Engineering and Control team shall

continuously inspect and check the works of the Operation team and it

shall meet the specified schedule, budget and quality.

3.3.3 Turnover and Acceptance

I. Completion

1. The Administration team shall purchase the furniture as specified in plans

or by the client/owner.

2. After the procurement of the furniture, the Operation team shall place and

arrange the furniture as shown in plans.

1. The Project Manager and client/owner shall conduct a preliminary

inspection to determine if there are any defects or malfunctions on the

project. A correction shall be made if there are any defects are found.

2. A Certificate of Completion shall be signed by both client/owner and

Contractor as a sign of acceptance and completion of the project.

and one-line group, the Operations group which is headed by Finance / Administration Manager,

Engineering and Control Manager and Project Superintendent, respectively.

The Finance and Administration function covers all not related to the technical aspect of

the project. It is consisting of two (2) subgroups namely Administration and Human Resources.

The basic responsibilities of this division include purchasing, warehousing, accounting,

financing, personnel, administration, medical and safety.

The Engineering and Control function oversee the technical aspects of the project. It is

consisting of three (3) subgroups namely Production Planning and Control, Project Engineering

and Equipment Yard Maintenance. The basic responsibilities of this division include cost

control, quality control, material control, design, procurement, programming and scheduling and

estimating, a surveying team is also included under this division.

The Operations function handles all field operations. To underline the importance of the

Civil Engineers and Architectural and Electro-Mechanical Sections, an Assistant Operations

Manager is assigned to head each function. These Assistant Operations Managers, in effect,

become the persons who will be directly involved in, and responsible for the production and,

therefore, the profit generating function of the entire organization together with the five (5) area

managers.

4.2 BRIEF PROJECT JOB DESCRIPTION

With reference to the Project Organization chart, the project will be headed by the

President/General Manager followed by the Project Manager and different support groups

with their respective duties and responsibilities as enumerated below:

4.2.1 Project Manager

The Project Manager, as the person in charge overall of the project, represent J.W.

Builders in all the functions and responsibilities regarding the project. He is, therefore,

primarily responsible for the on-time, on cost execution of the work required.

The project manager reports directly to the Head of Operations or President/General

Manager. He shall be assisted by three (3) division heads, the Finance/Administration

Manager, the Project Superintendent and the Engineering and control Manager.

Specifically, the responsibilities of the Project Manager, over and above his primary

responsibility of completing the project on time and within the budget are indicated as

follows:

a. To maintain good relations with the Owners, the Consultants, the Architects, the

Prime Contractor, other trade Sub-contractors and all other persons who are

involved in the project.

b. To review all plans and specifications and to determine the technical and practical

feasibilities thereof, and to recommend and/ or suggest modifications thereto, to

the Prime Contractor and/or Architects as required.

c. To receive change order instructions from the Architects/Prime Contractor and to

evaluate variations from the bills of quantities, if any and to cause the approval of

additional prices to the contract.

d. To promptly gather and deliver to the Architects/ Prime Contractor all submittals

required for approval. These include work programs, shop drawings, material

samples, test results, etc.

e. To ensure that the monthly valuation (accomplishments) are prepared and

submitted to the Architects and prime contractor on time and to follow up

approval of same for payment.

f. To ensure the coordination and proper working of all departments and functions

under him for the smooth and on time progress of the work.

g. To coordinate with all trade subcontractors, making sure that they adhere to the

approved work program by conducting periodic meetings with them, evaluation

the progress of their work and to thresh our any or all problems that affect the

work.

h. To ensure that all periodic financial administrative, control and engineering

reports are promptly submitted to the Central Office for evaluation, furnishing

copies of each report to all officers concerned.

I. Finance and Administration Officer

The Finance & Administration Manager is in charge of all aspects that are not

technical in nature as far as the project is concerned. His major role, however, is the

preparation of accurate and on time cost figures to enable the Project Management Team

to make fast, good and efficient decisions. Another important role is that of a secondary

check and/or control of the project, in terms of time and costs.

Specifically, the responsibilities of the Finance/Administration Officer are as

follows:

a. To keep accurate books and records of all costs as required by good

accounting practice.

b. To prepare efficient and on time accounting reports based on the project

manual.

c. To ensure the efficiency and security of the warehouse and its contents.

d. To keep proper and accurate personnel records and to ensure the maintenance

of a high-level moral of the staff and workers of the project.

e. To administer the proper operation of all camp facilities, staff houses and

Project offices.

f. To ensure the on time and least economical procurement and purchase of

materials and services required by the project.

g. To provide the necessary manpower requirement of the project.

h. To ensure the medical and security requirements of the project.

i. To ensure that the project have enough cash fund to augment day to day

activities

j. To ensure and check that the Owner-furnished materials are delivered time

and as per specifications.

A. Administration Head

The Administration Head is responsible to all the duties and responsibilities

of the section heads under him namely:

i. Cash & Treasury

- Supervision of all financial aspect of the project.

- Monitor cash flow requirement of the project.

- To ensure that petty cash disbursement is within company rules

and regulations.

- Assist other department in the preparation on letter of credit.

- Maintain a record of all replenishment and disbursement of the

- Supervision of all cost accounting and bookkeeping functions.

- Preparation of periodic cost accounting report, in conjunction

with the cost -control engineers.

- Assistance to the materials engineer in the preparation of

periodic material reports (inventory reports).

- Check time records of each personnel.

- Preparation of payroll.

- Other work assignments that may be assigned from time to time.

iii. Warehousing

- Supervision of warehousing, in terms of orderliness, efficiency

and stock car and other records.

- To inform other department on material arrivals and inventory.

- To make statistic on fast moving items, for use as basis in the

procurement of materials.

- To ensure that no materials are waste due to improper handling

and storage.

- To ensure that all stocks are within plans and specifications

during delivery.

material and services requirement of the project.

- Securing samples of materials for approval by the

Architects/Prime Contractor.

- Development of a continuing price list.

B. Human Resources Head

The Human Resources Head is responsible to all the duties and

responsibilities of the section heads under him, namely:

i. Personnel

- Keeping of a high level of morale for all personnel.

- Provide manpower requirement of the project.

- Supervision of all administrative functions, assistance to all

departments in terms of administrative and personnel functions.

- Administration of all sick leaves and home leaves.

- Supervision and safekeeping of all 201 files.

each employee.

ii. Camp Facilities Head

- Supervision of all recreational activities.

- Supervision of all staff houses, camp and project site facilities

including kitchen, housekeeping and all related functions.

conditions.

iii. Medical & Security

- Ensure that all personnel are in good physical condition through

regular check-up.

- Be prepared always with first aid treatment on emergencies.

II. Project Superintendent

The Project superintendent is the second in command in the project regarding all

field operations as such his basic responsibility is the total support to and

complementation of the Project Manager.

a. To prepare detailed schedules and programs of work regarding civil,

Structural, architectural and Electro-Mechanical works, based on the approved

CPM and other work schedules and to coordinate with all the supervisor for

the implementation of these schedules and work progress.

b. To continually evaluate, check and control the schedule of labor, materials

and equipment against the approved budget for his division. To coordinate

with Finance/Administration Manager, Engineering/Control Manager and the

Project Manager on problems, both internal and external, will affect the

progress of work.

c. To supervise and check the different construction activities against

specifications, plans, construction codes and projected time tables regarding

all phases of works.

d. To coordinate with all trade sub-contractors, making sure that their respective

schedule is in harmony with the overall schedule.

e. To ensure that the project will be completed in the agreed time and budget.

A. Architect
- Organizes team or technology partner around design; manages

dependencies.

- Review requirements; emphasis on functionality and system qualities.

- Responsible for all plumbing works included in the project.

- Prepare the layout in the plumbing system.

- Responsible for the materials that will be used.

F. Foreman
- Places orders, receives and distributes materials to specified sections for

future work.

- Recommends repairs, supervises the maintenance of tools and equipment

and determines work procedures.

- Plans the hiring of contract equipment and operators in order to insure

proper utilization.

- Interprets, implements and enforces regulatory requirements related to

safety, environmental and industry standards.

- Interprets plans, blueprints and sketches of proposed structures in terms

of the relevant specifications

- Prepares reports on project time, equipment, materials and progress

including project cost expenditures and balances.

- Reviews the work of skilled trade’s workers and equipment operators.

III. Engineering & Control Manager

The Engineering & Control Manager is not only responsible for the cost, material

and quantity control aspect but, is also responsible for the continuing planning of the

project (in conjunction with the Project and Division Managers).

Specifically, the responsibilities of the Engineering & Control Manager Are as

follows:

a) To check/ensure that all requisition made by the supervisors are within the

estimated quantities required in the particular phase of the Project.

b) To check and ensure that all services, materials and equipment delivered to

the project site conform to the plans and/ or specifications.

c) To check that the Work performed by all trades are within the required quality

standards and to ensure that these conform with the plans and specification,

executed technically and are within the time schedule.

d) To prepare, update and safe keep all technical records such as logbooks, CP

chart, accomplishment reports, billing reports, technical correspondence,

minutes of the project meetings, and such other technical papers and

documents as may be required.

e) To give service to the entire Project Management Team in terms of survey,

design, procurement, control, programming, scheduling and estimates.

A. Project Engineering Head

The Project Engineering Head is responsible to all the duties and

responsibilities of the section heads under him, namely:

I. Survey

- Established and vertical and horizontal control of the project.

- Assist other department in the checking of lines and grades.

- Sees to it that all controls are maintained and undisturbed.

materials and equipment.

B. Production Planning & Control Head

The production Planning & Control Head is directly responsible to all the

mechanical, electrical, sanitary materials and costing of items,

change orders, etc.

- Checking and evaluation of subcontractor billings against

- Evaluation and preparation of periodic accomplishments and

evaluation/billing and cost reports, in conjunction with

accounting.

- Collation and preparation of periodic statistical reports, in

- Collation and preparation of periodic equipment reports, in conjunction

with accounting, for submission to the cost control engineers.

4.4 PROJECT REPORTING

The project report includes the compilation of budgets, schedules, progress reports, and

materials and equipment conditions.

Financial reports contain supplies, budget, expenses, labor, payrolls and salaries, taxes,

client down payments and other finance-related matter. These reports should include income

statements, receipts, cash flows, and balance sheets.

The reports for Engineering and Controls should include list of equipment and materials,

supplies, conditions and qualities of each equipment and materials, and other issues and concerns

about the equipment and materials used.

This will be the sample for Project Report Paper. It will be filled up by the Operation Head

Secretary and will be submitted to the Project Engineer at the end of the month. This is to

monitor the phase and status of the construction project, budget and the schedule.

4.5 MEETING

A memo will be sent to all Department Heads one week prior to the said meeting. In

any cases, a meeting will be held every last Wednesday of the month. If ever there will be

emergency situations, a meeting should be set immediately to address the issue. In the

meeting, it is expected that the attendees to report the status, progress, concerns and

issues encountered by their team for the entire month. The secretary will prepare the

minutes of the meeting which will include the date, time, and place of the meeting,

attendance and the discussions to meet the agenda. The Project Manager will listen to the

report and decide if there should be changes in the construction strategy. He can also state

his expectations for the coming months, changes in management style and statements

from the client of the project. All Department Heads will be given minutes of the meeting

a day after prepared by the secretary.

As for the Departmental meeting, the meeting will be set by the Department Head.

The purpose of this meetings is to monitor the work of the employees and determine if

there are issues that should be addressed and resolved before reporting it to the Project

Manager. Minutes of the meeting should be prepared and distributed for the sake of the

absentees and serves as a reminder of the task to be done.

During site operations, there will be allotted time for meetings every afternoon of

each day. The main purpose of these meetings is to check the time table set by the Project

Manager. These meetings are also to address every operation strategy, daily progress

report that includes material and equipment’s conditions, safety and health of workers

and other concerns. Each meeting will be facilitated by the Project Superintendent or

Operation Head.
