I. Introduction
Education is wealth and a fitting legacy to have stable future. Now, we are in a new
normal school modalities and teaching should be upgraded to have good quality of education.
The Department of Education (DepED) find ways, techniques and strategies on how the
learners can access the so called good quality of education.
Part of the school opening preparations of DepEd for school year (SY) 2020-
2021 set to start on October5 is making sure that its stakeholders – including parents and learners
– will understand the Basic Education -Learning Continuity Plan (BE-LCP).
The BELCP was developed by DepEd in response to the disruptions in education due to the
COVID19 crisis in the country. It was designed to ensure that the health and safety of learners an
d teachers are prioritized without sacrificing learning continuity.

II. Rationale
The coronavirus (Covid‐19) pandemic is an unprecedented emergency that has affected all
global industries, including education. With the widespread implementation of social distancing
and self‐isolation policies, it is not feasible for educators and students to attend lessons or
assessments as they have previously. The Covid‐19 pandemic has disrupted our long ‐standing
educational practices and has precipitated an urgent need for many institutions to rapidly
implement alternative educational and assessment strategies.
While governments and health officials are doing their best slowing down the outbreak, global
education systems are collaborating to collectively respond and provide quality education for all
during these difficult times. Thus the Department of Education, in coordination with the PTA
Officials, Barangay Officials, and Health Personnel the following are principles in the conduct of
Parent Simulation on the opening of classes.
1. Protect the health, safety and well-being of learners, teachers, and personnel, and prevent
the further transmission of COVID-19;
2. Ensure learning continuity through K-12 curriculum adjustments, alignment of learning
materials, deployment of multiple learning delivery modalities, provision of corresponding
training for teachers and school leaders, and proper orientation of parents or guardians of
learners;
3. Facilitate the safe return of teaching and nonteaching personnel and learners to workplaces
and schools, taking into consideration the scenarios projected by the Department of Health
(DOH) and the Inter-Agency Task Force for the Management of Emerging Infectious
Diseases in the Philippines (IATF), complemented by other credible sources, and balanced
with DepEd’s own risk assessments;
4. Be sensitive to equity considerations and concerns, and endeavor to address them the best
we can; and
5. Link and bridge the BE-LCP to DepEd’s pivot to quality and into the future of education,
under the framework of Sulong EduKalidad and Futures Thinking in Education.
