Concept Preservation
There are tons of reason to be considered before an organization implements change –
and these changes usually occur when there is an introduction of a new project. Introducing a
project brings or gives the organization a room for growth and opportunities. It also serves as
a solution to the current and even past dilemmas faced by the organization. Aside from being
a solution to the problem, it also gives the employees the benefit of learning new skills, and
exploring new opportunities, not just for the organization – but for them as individuals. As for
the proposed project of automating the equitable distribution of the PHIC professional fees
share among the employees of the Bulacan Medical Center, this delivers change in both the
employees and the organization. Since there is a fluctuating and increasing trend in the change
of the number of employees, this project will be very constructive.
A project must deliver results that will benefit and accommodate the concerns
mentioned in the statements of the problem. For the automated distribution in BMC, the project
should solves the addressed problem of having a manual system despite of the population of
the organization and that currently, everyone is experiencing difficulties under the pandemic
season. This pandemic time demands usage of more cashless transactions. In the Bulacan
Medical Center, the distribution of the PHIC professional fees share among the employees is
purely manual and conventional.
The project should be delivered when planning and build up stages were done.
Delivering a project or project management has four stages – planning, build-up,
implementation, and closeout (Review, 2013). For the planning stage, this is where the project
shall be mapped out. This is where fundamentals of the project will be defined. This answers
the question of what problems need the solution, what specifically will be done, and who will
do or who will be the people involved in the project. After planning, the project will move to
the second stage, which is the building up stage. This stage involves assembling your team,
planning the assignments, creating schedules, holding a brain storming meeting, and
developing a budget. When these two stages were done, the project will be delivered with the
implementation stage. The plan will be now put into action. It is known for being the most
gratifying and overwhelming part of the project management. However, implementing project
will not just as easy as imagined. This stage includes monitoring and controlling the process
and budget. It is also the stage wherein piles of progress reports and weekly team meetings will
be done. Emerging problems will also arise even if the team prepared everything smoothly.
Automated distribution of equitable PHIC professional share among employees was
proposed for the benefit of the employees of Bulacan Medical Center. This proposal will
accommodate the concerns of the increasing pool of employees of the organization. The trend
of change in employees for Bulacan Medical Center is that since it is a teaching and training
hospital, there are resident medical officers that stays in the hospital for only two to three years.
There are numerous number of temporary employees. Aside from these medical residents, there
are also employees under the category of contract of service and job orders. With these frequent
change in employees, it would be beneficial if the system of distributing the PHIC professional
fee share will be fully automated.
The Provincial Government of Bulacan has two offices that could help in implementing
this project. First is the Provincial Information Technology Office. With the help of PITO,
Bulacan Medical Center could coordinate the existing manual system of distribution to change
it into an automated one. Another office if the Provincial Human Resource Management Office.
Since the Provincial Government of Bulacan has an existing Human Resource Information
System, the Provincial Information Technology Office already has an existing pattern system.
Through the help of the PHRMO, the employees assigned to the task of accomplishing the
manual system of distribution in the Bulacan Medical Center will be guided on how the
processes in the Human Resource Information System is done and how the distribution of PHIC
professional fees share is similar to the distribution of salaries from the automated payroll
system.
Innovative and Developmental Concepts
Having an automated system in the distribution of the PHIC professional fees share of
Bulacan Medical Center will incur several benefits to the hospital and its employees. That is
why, changing the traditional, conventional, and the manual way of distribution becomes a
need – specially, in this pandemic season.
This project proposal is considered to be a value-added to the hospital. This is because
the project proposal is expected to produce a value-adding outcome that is necessary for the
benefit of the organization both in a macro and micro level. In a micro perspective, the
organization will benefit since the project targets an ease to the welfare of the employees. The
first and principal impact of this project will directly affect the primary stakeholders of the
organization – which of course, are the employees. This project will help the employees save
time, resources, and effort in getting their PHIC professional fees share. For the macro level,
the organization will benefit to this project since designing an automated system for the PHIC
professional fee share distribution will help the Bulacan Medical Center effectively manage its
resources. This system results to an optimum time and effort utilization as lots of tasks will not
be set aside when an employee needs to get their PHIC share. It will also incur an increased
service and brand image for the hospital since the provision of this automated system will give
a seamless experience to the employees.
The Bulacan Medical Center have save comprehensive records of all of their
transactions may it be for operational, administrative, or strategic transactions manually ever
since it was established. Manual record keeping management systems totally rely on skilled
persons. However, the problem on having even a skilled person for a particular task is that
humans are not perfect. With manual systems, it is a pressure in the part of the management
and of course with an even more great pressure on the part of the assigned employee to be
correct in all the details at all times. It is really hard and time consuming to keep and track
correct details, but unfortunately, it is very easy to accidentally switch inputs and end up having
false entry of data. That is why the need for accomplishing this project is likely high.
Using the advantages of information technology will help a lot in solving everyday
problems in various ways. However, this proposed system change is cannot be done on a
sudden blow. As mentioned by Uppin (2017), an evolution of automation process is not and
will never happen in a vacuum. Information technology has made automation as an integral
part of this society specially and most primarily with the modern organizations. Automation
become interrelated with most aspects in a work environment. Supplementary advances in
information technology will unavoidably resonate in the culture and personality of individuals,
as well as organizations.
Project Leadership
Optimism will always be the number one trait that a project manager must have when

starting a project. Positive traits like this will help keep everything on track. However, traits

alone will not lead the project to its success. Project development and management requires

several skills that will guide and lead the project to attain its projected results. Not all projects

can be actualized with just the present team available in the organization. When the project

actually needs a specialized skill set, the project manager should address the matter. If it is
needed and necessary to hire temporary help, the manager should anticipate and allot a budget

for hiring additional people. It should be included in the project proposal.

The first set of skill that will be required to the proposed automated distribution of PHIC

professional fees share are technical skills. The project manager that will implement this project

should have a sound foundation knowledge in information technology. If the PM does not have

that skill he or she should seek help from people who knows more about that subject. As

mentioned by McAbee (2019), another technical skill that is required to this project is the sense

of balancing between the roles of being a project manager and a technical advisor. This balance

will be easier if the project manager is a different person from the technical advisor. This

difficulty usually arises with small organizations that have few members that have multiple

works. Furthermore, the ability to effectively communicate in both technical and non-technical

terms is also a technical skill that is needed to make the project happen.

The next essential skill set that shall be present in the project implementation is the

project management skill. Obviously, the main and primary skill that belongs to this umbrella

is the organization skill. Project management is and will always be about coordinating multiple

moving parts that typically cross departmental divides. For that reason, a project manager

should be highly organize to keep things on track.

Moreover, leadership skill must be included to the vital skill sets to be developed and

applied. To be able to won every engagement that the project will encounter, project managers

should be able to motivate, inspire, and encourage their team members. In the project journey,

the members of the team should be aware of two things. Firstly, they should be aware about

the goal of the project and that their goal should be within the scope of the project development

and implementation. Secondly, the members should have a clear understanding of what their
role is in order to take the responsibility that their role requires. Having a full understanding on

their role will lead the team in setting the project and the individuals’ common goal.

Lastly, project managers should also have their entrepreneurial skills on set. As defined

by Waite (2006), entrepreneurs have a total commitment, determination, and perseverance

when doing things done. They drive to achieve and grow. An entrepreneur also needs to have

a keen sense of knowing how to implement their ideas than being just a tenacious idea

generator.
