As the Philippine government declared a state of calamity in the country on March 17,
universities and colleges all over the country likewise suspends its classes. This is a
place where students study and socialize in close proximity to each other. However, this
unique ecosystem have been impacted significantly by the rapid spread of the
coronavirus (COVID-19) outbreak, creating uncertainty regarding the implications for
higher education.

Samar State University, an educational institution is similarly affected by the COVID-19


pandemic. On March 18, 2020, the Office of the Vice President for Administration and
Finance conducted an emergency meeting among the various head of offices to discuss
the current outbreak situation. Preventive measures to combat the spread of COVID-19,
updates on the alternative work arrangements of employees, and Executive
Proclamation No. 929 of Pres. Duterte were discussed during the meeting.

Moreover, during the subsequent meetings of University officials, it was decided the
temporary cancellation or suspension of any on-going infrastructure projects of the
University since lockdown was in effect. Furthermore, events and activities which
involve mass gathering are in the meantime suspended, these includes trainings,
symposiums, seminars, etc. Travels of University personnel was also prohibited while
under state of emergency.

Through this preventive measures initiated by the University, FY 2020 GAA budget will
significantly be affected. Travel and training expenses and other developmental
programs will not be fully utilized. In addition, with limited availability of construction
materials and supplies, infrastructure projects, repairs and building maintenance of the
University will be hampered. Further, the shift of personnel’s schedule and “work from
home” scheme implemented by the University shall also affect office expenses, hence,
ensuing inadequacy of fund utilization.

Nevertheless, though SSU is facing its hardest enemy yet, it is not all doom and gloom.
The University already withstand many complexities and challenges in the past, and will
withstand once again. In this trying times, resiliency, resourcefulness and compassion
are the most essential elements in surviving this pandemic.

Attached herewith is the Offered Savings from Unobligated Allotment (FY 2020, GAA
RA No. 11465), for your appropriate evaluation.
