I. DESCRIPTION

a. Project Location
The Seaweeds Farming Project will be implemented in DICADI Area. One (1) each for the
municipalities of Casiguran, Dilasag, and Dinalungan.

b. Rationale
Aurora Province, aside from being an agricultural province is also endowed with coastal resources
which totally describes how fortunate the Auroranians are. However, peak of development haven’t
yet reached at this time especially on the coastline side since up to this time, fisherfolks are still on
the level of municipal fishing. In the meantime that commercial fishing is not yet possible, it is
proper to bring advancement to the fisherfolks particularly in the DICADI area by introducing a
livelihood project like SEAWEEDS Farming. The Bicol Region’s successful implementation of this kind
of project has brought the officials of the province’s willingness to replicate this project in Aurora,
considering that a Techno demo on Enhancement of Stock was already provided by BFAR Region III
and storage areas are available .

Seaweed industry is now a blooming alternative livelihood activity during rough seas (Southwest
monsoon season). It also eliminates destructive fishing. Moreover, seaweeds are essential to the
balance of our marine ecosystems, and to the survival of aquatic creatures dependent on them as
the base of most food chains. They are also good sources of food, raw material for a gelling agent,
and agar which is used in food, pharmaceutical products, and culture media used in microbial and
tissue culture in laboratories.

The training component of this proposal is intended for DICADI Fisherfolk Associations. It is a 3-day
skills training course which include lecture sessions on proper farming of seaweeds, drying, packing
and marketing, and the importance of coastal resource management. The Technical Persons from
DA-BFAR III will also discuss the methods on seaweeds culture technology and the importance of
economic-friendly utilization of marine fishery resources. Having these important learnings from the
speakers and the technicians who will assist them, the five (5) selected DICADI Fisherfolk
Associations will then be the same recipients of the Seaweed Production Support project wherein
they will establish a seaweeds production and processing area in their respective municipality. For
all these to materialize, hence this proposal to establish a seaweeds farm with corresponding on-
hand training.

c. Project Goals and Objectives


Generally, this project aims to uplift the socio-economic condition of the fisherfolks in the coastal
barangays of DICADI area, particularly those who are living below the poverty line.

Specifically, it aims to attain the following objectives:


1. To develop a Seaweeds production and processing project in Aurora;
2. To promote livelihood activity for marginal fisherfolks;
3. To assist the fisherfolks in engaging into business;
4. To introduce eco-friendly livelihood options to avoid destructive and extractive fishing practice;
and to
5. Conserve and enhance aquatic bio-diversity in target fishing grounds without economic
deprivation of the fisherfolks.

d. Target Participants
The target participants of this project are the fisherfolk organizations in DICADI, namely:

e. Project Partners
This project will be jointly implemented by the following:
 Provincial Government of Aurora (PGA) thru the Office of the Provincial Agriculturist (OPAg)-
 Preparation of plan and program;
 Facilitate the overall coordination- with the BFAR III for the provision of training and
technical assistance in project establishment, and with the MAOs for the masterlist,
coordination and consolidation of fisherfolk associations, and on the identification/
improvement of project area; and
 Provision of funds for the livelihood project;
 Monitor the implementation of the project; and
 Make plans for expansion and address the problems and issues encountered in its
implementation;

 Local Government Units(LGUs) of Dinalungan, Casiguran and Dilasag thru the respective
Municipal Agriculturist Office/s –
 Provision of assistance to OPAg in Social Preparation and in project monitoring;
 Facilitate the identification and organizing of selected fisherfolk organizations who will be
directly involved in the project with assistance from the B/MFARMC;
 Serve as facilitator during the training proper; and
 Provide periodic report to OPAg re: project status

 Barangay/ Municipal Fisheries and Aquatic Resources Management Council (B /MFARMC)-


 Provision of assistance to MAO on Social preparations;
 Assist the OPAg and BFAR III during the conduct of trainings;
 Join the Project implementation team during the monitoring and evaluation

 In coordination with the PGA shall assist in the site validation;
 Provision of technical support in the establishment of the project;
 Serve as speaker in the training of beneficiaries and in post harvest technology; and
 Provide funds for the training component of this project

IV. STRATEGIES
For this project to be implemented successfully, the following strategies shall be applied:
 Close coordination among all the partners;
 Regular monitoring;
 Objectively responding to PINCs encountered especially those in need of immediate
action; and
 Continuous acquiring of value-added technology for replication in the project.

V. PROJECT SUSTAINABILITY

To sustain the project, technology transfer and monitoring will be done monthly after the training
and establishment of seaweeds farm lot by the LGU- Municipal Agriculturist Office of DICADI and
Office of the Provincial Agriculturist – Fisheries and Aquatic Resources Division.

VI. RISK ANALYSIS

Implementation of the proposed training should be done on or before target date due to climatic
condition in Aurora. It is hard to reach the location during rainy days in the province and rough seas
experiences which may cause delayed establishment of seaweeds farm lots near the sea.
