Annex: 3: Technical specification for Power systems:

1. General
1.1 The Power Supply Facilities shall be easy to maintain and be able to keep the
required characteristics stably for at least twelve (12) years.

1.2 The Power Supply Facilities shall supply stable and uninterrupted power to
maintain normal performance of the GSM Base- stations/Repeaters, Back-haul
radio system and associated equipments.

1.3 Composition of power Supply Facilities

The Power supply facilities to be provided shall be composed of the following:

-Solar Modules (photo-voltaic cells) with the mounting structures.


-Tubular GEL VRLA SMF Storage Batteries.
-Solar Charge Controller (MPPT Technology Modular Type with redundancy)
- DC PDB
- SMPS Rectifier
- Earthing & Bonding
- Surge Protection Devices
- Power Cables
- Ventilation system
- Remote monitoring, control and alarm systems

2. Solar Modules:
General Requirement:
Orientation of the panels/array should be in such a way that it always gets the optimum sun
power. To achieve the maximum power:
1. The Panels/array shall be oriented in such a way that it faces true south in northern
hemisphere and true north in the southern hemisphere & not the magnetic south or north

2.3 Module Interconnects:


Proper connection of solar modules to each other and to other component is crucial to the
overall performance of the photovoltaic system. Without proper wiring, power from solar
array may be lost right at the source before it ever gets to the battery. The module
interconnects and panel output cables make it very easy to make clean, code compliant and
water tight connections.

Weather proof Array junction boxes shall be provided as per the specification detailed below:

2.3.1 Main Junction Box with support:


 Type: Made out of Polycarbonate
 No of Parallel String per Box: 4 with pre-fitted 50 mm copper lugs/thimbles and 2
with pre-fitted 25 mm copper lugs/thimbles
 Dimension: 400 X 300 mm
 Max Current carrying capacity: 70 Amps per box

2.3.2 Array Junction Box with support:

 Type: Made out of Polycarbonate


 No of parallel string per box: 8 with pre-fitted 6 mm copper lugs/thimbles and 2 with
pre-fitted 25 mm copper lugs/thimbles
 Dimension: 400 X 300 mm
 Max current carrying capacity: 40 amps per box
 (If need be bidders can have a look at the samples available at out centre store, Tphu)

2.4 Cable assembles:


All solar panels of the given specifications should be supplied with pre-assembled, featuring
tin-plated copper lugs terminals crimped and soldered to 4 sq.mm stranded copper wire with
adhesive “melt wall” shrink tubing heat sealed over the crimp connections with black PVC
sunlight resistant jacket and include corrosion resistant and non metallic.

Panel interconnection cables of 4 sq mm shall be included with supply of all accessories

Armoured Multi-Stranded copper cable of size 16-25Sqmm shall be extended from solar
junction box to equipment shelter and terminated at the solar charge controller

3. Solar Mounting Structure (4 module adjustable support structure) including associated civil
works drawing.

General Requirement:

3.1 Hot dip galvanized iron mounting structures shall be provided for mounting the
modules/panels/arrays. These mounting structures are used to mount the SPV
modules/panels/arrays on the ground at an angle of tilt with the horizontal in accordance
with the altitude of the place of installation as detailed in clause 2.

3.2 The solar array mounting structures should be so designed that it should be possible to tilt
the angle of array from 25° to 65°by adjusting the supporting arms.

3.3 The solar array shall be supported by galvanised steel pillars with concrete foundations
and shall be at least 2.5m from the ground level.

3.4 All nuts and bolt used for fixing solar frames shall also be hot dipped galvanised.

3.5 Designed for maximum durability and corrosive resistance in all environments.

3.6 Solar foundation civil works should be included.

4. Storage Batteries (For GSM Applications):


General Requirement:

The storage batteries shall be provided with battery racks, necessary connectors, name
plate, battery transparent cover, etc.

4.1 Type I: Tubular GEL VRLA SMF Batteries


1) The storage batteries shall be sealed maintenance free (SMF) Tubular GEL Valve
Regulated Lead Acid (VRLA) type
2) The container shall be strong enough to withstand rough handling.
3) Explosion-proof vent plug shall be provided at the upper part of the container.
4) The batteries shall be designed for operation in ambient temperature of –15 to +45 deg.

4.2 Other Requirements

1) Layout of batteries shall be such that it permits easy access and sufficient flexibility at
the time of cell unit replacement, and also easy to check the status.

2) The detected conditions of the decrease in battery capacity shall be indicated by visual
and audible alarm indicators. These alarms shall be extended to the Network Operation
Centre (NOC) using radio supervisory and control

5 Solar Charge Regulator

General Requirement:

Solar Charge Regulator, hereinafter referred to as SCR, is designed to utilize


energy to power the required load. The SCR based power system should be such
that it should power the cellular BTS base/repeater stations. In addition to
optimally charging the battery, it should also be effective interface to interconnect
solar PV Module, Battery Banks and the Load.

Please note that when more than one SCR is incorporated at one site, the system
should work in parallel.

6. DC Power Distribution Board (DCPDB):

General Requirements

This Pre-Wired Power Distribution Board should provide all the connections to Battery Banks, BTS load,
External Battery charging facilities through proper rating of MCBs & MCCBs. The enclosure should be
moisture and water proof. Both positive and negative bars should of copper material

7. Rectifier System (SMPS TECHNOLOGY):

General Requirements:
This SMPS rectifier system should consists of rectifier modules, standard controller unit, AC Distribution
and DC Distribution which consists of distribution unit of load and battery. This system should be used as
a power supply for telecom equipment with system nominal voltage of -48V and positive terminal earthed.

8. Power Cables:

9 Earthing and Bonding

1. To ensure maximum safety and system reliability, a high grade earthing shall be
provided with an earth resistance less than 1 Ohm for each site. The supplier
should be equipped with high precision earth resistance tester for the measurement
of earth resistance value.

9.1 Technical Details

1) Earthing system shall consist of earthing materials, earthing terminal box to be


installed in an applicable room, etc.

2) All the equipment including fuel tanks, panels and all other non-current carrying
metallic parts of the equipment shall be earthed.

3) The earthing materials shall be installed not less than 800 mm deep from the
ground level.

4) If earth rods are used, they shall be driven into the ground until the top of each rod
is approximately at the same depth as the earthing wire.

5) The earth resistance shall be so designed to maintain the safety operation of the
system.

6) The measured soil resistivity and calculation data of earthing system shall be
submitted to the Employer.

7) Earthing wire shall have enough capacity to carry fault current of the system to the
ground.

8) Where the designed earth resistance cannot meet with the actual earth resistance
value at site, additional earth rods, or other applicable procedures shall be provided
to meet the design requirements.

9) All earthing wires penetrating the building shall be installed in a rigid plastic
conduit, and shall be sealed by non-flammable materials to prevent the ingress of
the dust, water and fire.

10 Surge Protections:

Surge protection devices (SPD) should ideally operate instantaneously to divert a surge
current to ground with no residual common-mode voltage presented at the equipment
terminals. Once the surge current has subsided, the SPD should automatically restore
normal operation and reset to a state ready to receive the next surge.
11 Remote Monitoring, Control & Alarm system with data logger:
Should be able to monitor and control the following:
a. the equipment temperature, room ambient temperature, humidity
b. battery temperature, each cell & bank voltage, charging/discharging

12 Ventilation System Specification

A set of Ventilation system (1 in 1 out) consists of inlet blower (1 fan), exhaust blower (1 Fan),
automatically control panel, air filter device and other installation accessories.

Its working principle is: When the indoor Temp reaches the above “vent ON” temperature, Ventilation
controller will check the outside temperature and if found less than the inside temperature then switch
ON the inhaust and exhaust fans and bring in the cold air from outdoor, exhaust indoor hot air, so that to
cool the room and when the indoor Temp reaches lowest point, fans will automatically closed to stop
cross-ventilation.

In case the outside temperature is higher than inside temperature then system will check the “Aircon ON”
temperature, once the inside temperature reaches to “Aircon ON” temperature Ventilation system will
switch ON the Air-conditioner if AC mains supply is available. System can handle two Air-
conditioners.

When indoor humidity reaches the maximum set point then, ventilation system will be shut down and
indoor Temp reaches AC start point, AC units start working. Or the humidity reaches <60% the
ventilation will start again.

System should have the following facility to monitor and control through GSM Modem from central
location.
