 Rome Airport, April 2006: Workers not attaching
safety harnesses died falling down
罗马机场，2006年4月，工人未系挂安全带发生坠落。
 Athena Olympic Stadium, 2004: Workers not
attaching safety harnesses died falling down
雅典娜奥林匹克运动场，2004年，工人未系挂安全带发生坠落。
 Norway, 10 May 2005: Workers attaching safety
harnesses died after incident, being suspended more 25

operation that requires the highest level of
safety.
所以工人使用高空移动作业平台是一项危险的操
作，需要在安全方面高度重视
Workers must be properly trained in the
rules and regulations regarding elevated
work platform use, and apply the proper
safe work practices and operating
procedures for the specific equipment.
员工需要接受适当的培训，了解操作升降车的法
律和规定，遵守安全操作规程以及相关程序。
 操作升降车的要求
 Only trained authorized employees
只有培训过的被授权的人员才能操作
 Follow operating/maintenance manufacture
instruction
遵守厂家的操作/维护说明
 Never exceed boom and basket operating limits
永远不要超过延长臂和篮子的操作极限
 Avoid shock loading (sudden stops or starts)
避免冲击载荷（比如突然启动或停止）
General Requirements一般要求
 Only operate equipment on firm level ground
只能在坚实平整的地面上
 Operating the equipment consider ground
surface conditions, congested areas, slope, etc.
操作设备时考虑地表情况，周围是否拥挤，以及坡
度等等
 Prohibit equipment modification of without
consent and promptly report any defects
 未经同意或批准禁止对设备进行更改，设备出现异
常需及时报告。

Safe Operation 安全操作
 Before use Check eventual cracked welds or other defects, leaks,
damaged cables, etc.
使用前检查时候存在漏焊，或其他缺陷，漏油，及电缆破损等。
 Test the control commands / brakes and other operating
accessories (horns, etc.)
正式操作前，预先试操作一下操控盘，刹车以及其他的操作配件
 Use stabilizer and outriggers as per
instructions: never on drains or where
it can collapse
按照说明将支腿只好，枕木平稳，不要将
支腿支在下水道，井口，或覆盖物以及容
易发生坍塌的地方
 Confirm the guardrails and entrance
gate are correct and closed
确保围栏和门的状态良好，门保持关闭状
态
 All occupants wearing harnesses and
lanyards properly attached to anchor
points on the work platforms
 所有在升降车上的人员穿好安全带并且将
挂钩在牢固的系挂点上。
