RATIONALE

As a public education center, schools have a key responsibility to ensure the ongoing
safety of both their students and teachers while on school premises. CCTV camera surveillance
systems are increasingly being used in schools to maintain safety and security, allowing school
and faculty staff to focus on their responsibilities and to prevent any undesirables from gaining
access to the site. Parents, students, teachers, and other stakeholders feel safer and more
secure with CCTV surveillance in the school. The cameras can act as a deterrent for
troublemakers and bullies - so your school could experience improved morale and happier
students and staff.

PUBLIC Safety and Security Command Center (PSSCC) chief, Retired General Francisco
Villaroman, suggested that the Department of Education (DepEd) should require schools to
install closed-circuit television (CCTV) cameras inside school premises to protect the students.
The benefits of CCTV camera systems in schools far outweigh the investment in them. In
addition to providing an education to the nation’s children, one of the core responsibilities of a
school is to keep its students, staff, and other stakeholders safe when they are inside the school
premises.

The decision to install CCTV cameras at Marilog High School of Agriculture has its roots
in an unfortunate incident that happened in the school in 2017 where several computer units
were stolen. This incident was already reported to the police. However, the thieves behind the
incident were not identified because the school has no CCTV cameras. This incident lead to the
decision of the school to procure and install CCTV cameras to prevent thievery and monitor the
status of the school, especially at night.

The CCTV Cameras will greatly benefit the school as it continues to realize the mission,
vision, and goals of the Department of Education, especially now that the world struggles to
survive the pandemic.
Objectives:
This activity aims to:
1. ensure the security of the school, especially at night;
2. aid the security guard in manning the school premises; and
3. monitor the safety of students and staff when they are in school;
