Dear Sir Guillena:

Greetings of peace and solidarity!

This has reference to Division Memorandum 122 s. 2022 and Division Memorandum 149 s. 2022
dated January 14, 2022. Hence, I am writing this letter to justify the delay of our liquidation for the
fourth quarter of Fiscal Year 2021. The said liquidation has been delayed due to the following
reasons:

1. The funds had been downloaded last December 15, 2021, and we were only given fifteen (15)
days to liquidate the funds. This is quite difficult to do because we have two (2) regular
MOOE funds: Junior High School, Senior High School, and two supplementals for the ALS-
SHS Program, and the SPED program. The supplemental funds were downloaded in
November 2021. In addition, the JHS and SHS have Program of Works (POW), which is quite
tedious to do.

2. We had difficulty in finding the transport vehicle for the hauling of supplies and materials
due to the distance of the school. In addition, since the second and third week of December
is a busy week, the drivers preferred to fetch passengers than to haul our purchased goods
because they will have more earnings in the latter.

We are hoping that you will be able to understand the predicament that caused the delay of our
liquidation.
