The assessment tasks for BSBPMG512 Manage project time are included in this Student Assessment
Tasks booklet and outlined in the assessment plan below.

To be assessed as competent for this unit, the student must complete all of the assessment tasks
satisfactorily.

Assessment Instructions

Each assessment task in this booklet consists of the following:

Assessment Task Cover Sheet


This must be filled out, signed and submitted together with your assessment responses.
If you are submitting hardcopy, the Cover Sheet should be the first page of each task’s submission.
If you are submitting electronically, print out the cover sheet, fill it out and sign it, then scan this and submit
the file.

The Assessment Task Cover Sheet will be returned to you with the outcome of the assessment, which will
be satisfactory (S) or unsatisfactory (U). If your work has been assessed as being not satisfactory, your
assessor will include written feedback in the Assessment Task Cover Sheet giving reasons why. Your
assessor will also discuss this verbally with you and provide advice on re-assessment opportunities as per
your RTO’s re-assessment policy.

Depending on the task, this may include

Assessment Task 1: Written Questions

Task summary
This is an open book test, to be completed in the classroom.
A time limit of 1 hour to answer the questions is to be provided.
Students need to answer all of the written questions correctly.
Answers must be word processed and sent to the assessor as an email attachment.

The following written questions use a range of “instructional words” such as “identify” or “explain”, which tell
you how you should answer the question. Use the definitions below to assist you to provide the type of
response expected.

Analyse – when a question asks you to analyse something, you should do so in in detail, and identify
important points and key features. Generally, you are expected to write a response one or two paragraphs
long.

Compare – when a question asks you to compare something, you will need to show how two or more things
are similar, ensuring that you also indicate the relevance of the consequences. Generally, you are expected
to write a response one or two paragraphs long.

Contrast – when a question asks you to contrast something, you will need to show how two or more things
are different, ensuring you indicate the relevance or the consequences. Generally, you are expected to write
a response one or two paragraphs long.

Discuss – when a question asks you to discuss something, you are required to point out important issues or
features, and express some form of critical judgement. Generally, you are expected to write a response one
or two paragraphs long.

Describe – when a question asks you to describe something, you should state the most noticeable qualities
or features. Generally, you are expected to write a response two or three sentences long.

Evaluate – when a question asks you to evaluate something, you should do so putting forward arguments
for and against something. Generally, you are expected to write a response one or two paragraphs long.

Examine – when a question asks you to examine something, this is similar to “analyse”, where you should
provide a detailed response with key points and features and provide critical analysis. Generally, you are
expected to write a response one or two paragraphs long.

Explain – when a question asks you to explain something, you should make clear how or why something
happened or the way it is. Generally, you are expected to write a response two or three sentences long.

Identify – when a question asks you to identify something, this means that you are asked to briefly describe
the required information. Generally, you are expected to write a response two or three sentences long.

List – when a question asks you to list something, this means that you are asked to briefly state information
in a list format.

Outline – when a question asks you to outline something, this means giving only the main points, Generally,
you are expected to write a response a few sentences long.

Summarise – when a question asks you to summarise something, this means (like “outline”) only giving the
main points. Generally, you are expected to write a response a few sentences long.

Provide answers to all of the questions below:

1. Explain each of the following estimating techniques, and how each can be used to determine task
duration and resource effort within a project.
a. Analogous Estimating

This is an easy technique to uses experience from previous projects to learn lessons for the current project
and appropriate to projects where the type of work and available resources are similar

b. Parametric Model Estimating

This is often an accurate technique that is developed to estimate time and resources based on historical
experience on previous projects. For example, a construction project might use this model by basing their
time and resource estimates upon the number of square feet of the construction site. As a result, it relies on
existing comparable models.

c. 3 Point Estimating

This is a technique that uses three estimates to better understand the duration and cost of an activity.
The three estimates are pessimistic estimate which is the worst case scenario, optimistic estimate which is
the best case scenario, and most likely estimate which is the mostly likely to occur.

d. Expert Judgment Estimating

This is a technique in which judgment is made based upon a specific set of criteria and/or expertise that has
been acquired in a specific knowledge area, or product area, a particular discipline, an industry, etc. This
knowledge base can be provided by a member of the project team, or multiple members of the project team,
or by a team leader or team leaders. However, typically expert judgment requires an expertise that is not
present within the project team and, as such, it is common for an external group or person with a specific
relevant skill set or knowledge base to be brought in for a consultation, Some examples of resources of
expert knowledge can be stakeholders, customers, professional and technical organizations, and other
miscellaneous industry groups that may provide these types of services for a small fee, or may provider
them free of charge.

e. Vendor Bid Analysis

This is a technique used to figure out the cost of a project by comparing the bids submitted by many
suppliers. This can be accomplished by considering the costs (via quotes, bids, proposals, etc.) presented
for project work.

f. Reserve Analysis

This is a technique to considerate the amounts of uncertainty and any unknowns and risks to determining a
reserve pool of time and resource that can be drawn upon when these issues arise.

g. Bottom Up Analysis
This is a technique that breaks the project down into very small work tasks because it is easier to estimate
the time a project will take when the scope of the work is very small. These are then all added together to
create the project total. This is beneficial because it gives the team a good sense of the work that needs
doing, but the very process of breaking down all the tasks can be rather time-consuming. There will also be
some tasks that are difficult to clearly define, so creating accurate estimates for these will be challenging.

2. Describe what the critical path of a project is, and explain the steps used to identify it using the Critical
Path Method.

Critical path is the period time to complete project phases or the whole project is. The critical path method
analyses every possible sequence of tasks based upon the network diagram to determine which sequence
is the longest. Using the relationships and durations from the network diagram, This method need to
calculate the earliest possible start date and finish date for each task. Determine the latest possible start and
finish date for each task. The sequence of tasks with identical dates for earliest and latest start is the critical
path. This method assumes all the resources exactly.
3. Explain the concept of a project baseline.
A project's baseline is defined as the original scope, cost and schedule. The project's baseline must be
completely defined and documented before the project execution and control activities can begin.
4. Explain the procedure for establishing project baselines
1.) Start with schedule and cost baselines.
2.) Identify activities and tasks which will be needed to produce each of the deliverables included on the
scope baseline. The detail included in this task list will depend on the experience of the team, the project’s
risk and uncertainties, etc.
3.) For each task identify the resources needed, if known at this point.
4.) Make an estimation of how many hours it will take to complete each task.
5.) Estimate the cost of each task, by using an average hourly rate for each resource require.
6.) Consider resource constraints and how much time each resource can realistically devote to the project.
7.) Develop a task path by figuring out which tasks are dependent on other tasks.
8.) Date develop the schedule by putting all tasks and estimates into a calendar showing how much time
each task will take from start date to end.
5. Explain how to manage adjustments to a project baseline due to a major change to scope or cost.
In order to ensure that changes to the baseline parameters are properly considered, we established a
formal change control process. Such a process consisted of 3 typical
steps – Identify, Evaluate and Respond To changes.
Following the steps of the process, this must create a change request which included a description of the
change, the reason for the change, and the impact on the baselines. Change requests were submitted to the
sponsor for review and approval. Once a change request was approved, we made appropriate updates to
the schedule, budget and WBS.

6. Explain how project variance is most effectively managed.


Variance is a measurable change from a known standard or baseline. In other words, variance is the
difference between what is expected and what is actually accomplished.
7. Summaries the project life cycle phases and describe each phase.
Initiation phase
This is to define the important element of the project such as scope, purpose, objectives, resources,
deliverables, timescales and structure. Moreover, this phase also includes the development of a business
case; a documented argument that is intended to convince someone to approve your project. A business
case will examine the benefits and risks of carrying out the project, along with the benefits and risks of not
carrying it out.
Planning phase
The planning phase of the project may involve developing a range of plans below.
- Project plan to describe how you will reach your goals
- Resource plan to identify the required staff, materials and equipment
- Quality plan to outline quality control methods and set quality targets
- Risk plan to outline possible risks and ways to minimise these risks

- Financial plan to identify the required financial expenditure.
Execution phase
Project team will produce the project deliverables within the execution phase of the project’s life cycle.
Whilst this is happening, the project manager will monitor and control the project delivery by undertaking:
- Cost management
- Risk management
- Time management
- Issue management
- Quality management
- Change management.
Evaluation phase
The project team needs to assess the overall success of the project; this is done within the evaluation
phase. This is the phase to consider the achievement and the lessons learned from one project can help
any future projects.
8. Summaries the following key tools for project scheduling

a. Schedule Network Analysis

Schedule network analysis uses to manage the time effectively and it helps to keep the project focused on
the target goal. It employs a schedule model and various analytical techniques to calculate the early and late
start and finish dates. The analytical techniques that are used within a schedule network analysis may
include:
- Resource leveling
- Critical chain method
- What-if analysis
- Critical path method.

b. Critical Path Analysis

The critical path method, or critical path analysis, is an algorithm for scheduling a set of project activities. It
is commonly used in conjunction with the program evaluation and review technique.
c. Schedule Compression

Schedule compression is a technique used in project management to shorten an already developed


schedule. This might be done to meet an update delivery date, a new opportunity or schedule delay. It's
done without changing the scope of the program. There are two techniques that are commonly used in
schedule compression.
9. Explain three best-practice time management methodologies. For each, summaries their capabilities,
limitations, applications and outcomes
Activity logs
This is better to create an activity log which will help to keep track of, and more importantly, analyses how
the project spends time. Based on this information, it helps to adjust schedule accordingly, for instance, by
moving more challenging tasks to the times of day are most efficient.
Task lists
This is to create a list of everything that needs doing allows to more effectively plan, thereby increasing
project productivity. This task list will then help with a whole range of other planning activities, such as time
and cost budgeting.

Action plans
An action plan is a basic list of all the things that need to be completed to achieve a specific objective. They
are most useful when you have a particularly large or important task to complete. Although quite similar to a
task list, the action plan differs by listing the tasks in the order that they need to be completed.
10. Explain how a work breakdown structure is used to create project schedules.

It provides the project manager with an opportunity to predict outcomes based on a particular scenario. This
ensures that the decision-making process is effective. A WBS can also be used to help identify potential
risks within the project. The development of the WBS normally occurs at the start of a project and a
completed WBS will resemble a flowchart. If a project ever falls behind, the WBS is usually referred to as it
is thought of as the map of the whole project. After the project is completed, the WBS can provide it with
data for performance measurement.

Assessment Task 2: Conference schedule project

Task summary
Students are given a case study scenario, and are then required to create a Work Breakdown Structure, and
Project Management plan, and a Project Schedule. They are then required to discuss these with the other
members of their project team. Students then review their project documents, and send them to their team
members for confirmation.
This assessment is to be completed in the simulated work environment in the RTO.

Assessment Task 2 Instructions

Carefully read the following:

Manager Networks is an organisation that provides networking events for business people across Australia.
The company runs regular networking events but has now decided to start an annual conference event
focussing on an area of business considered to be of key importance. It is hoped that the conference will
provide information on cutting edge leadership topics that focus on leadership skills, knowledge and trends.
It should also promote Management Networks, as well as providing professional development for its clients.

As the Administration Manager for Manager Networks, you have been asked by the CEO to develop and
implement a project schedule for the conference. Although the CEO has ultimate responsibility for the
conference, you will be responsible for the ongoing development of the congress in cooperation with several
other staff members, who will use their expertise in different areas to support your project management.
Donna Chisholm, who is the co-ordinator of the Manager Networks’ trainers, will help with contacting and
lining up the speakers. She has already drafted a Conference Program, which can be used until the
speakers have been finalised.
Dan Streep, the Administration Assistant has had experience with the ground level work required for a
conference, and he will help to determine and prepare the venue.
Edith Partridge, the Chief Financial Officer will be in control of the finances of the congress.
Erin O’Donnell, the Manager Networks Marketing Manager, will co-ordinate the marketing material.

The conference will be conducted on 04 October 2018. It will be a one-day event, from 9 am to 4 pm.
For the purposes of this assessment task, assume that the date of the project team meeting is 09 April 2018.

The conference style will be formal, with a balance of conference elements to ensure that outcomes are
achieved.

Participant target group is managers in all industries. This group will be targeted by email using the Manager
Networks data base and publicised through social media such as LinkedIn.

Conference facilities require a centrally located venue that has a conference room that can accommodate
up to 150 people. Invited speakers will want to be accommodated nearby, so there will need to be an
appropriate hotel in the vicinity.
The venue will also need to be able to provide onsite catering for the meeting attendees.

Budget: projected attendee numbers will be 150 people, and the suggested conference price for participants
is $500 plus GST.
Speakers are to receive $400 each for their participation.

Complete the following activities:

1. Write a Work Breakdown Structure (WBS) for the conference.


Develop a WBS with sufficient detail to enable effective planning and control of the project.
The WBS may be in the form of a diagram or a list of activities, but it must contain sufficient
detail to enable a Project Schedule to be developed from it.

1. Write a draft Project Management Plan (PMP).


Review the case study information, and research conference project management plans in the
internet.
It is not possible for the information you are given on the case study to be exhaustive, so feel
free to embellish you plan with tips from projects that you have participated in the past, or
examples from the internet. The objective is that you demonstrate that you are capable of
logically thinking through the issues involved in the case study situation.

Introduction

This is a project management plan for an event of networking that has the objective to invite some leaders
from different companies in Australia. In that regards, there are some benefits that this project will bring to
Manager Networks, those benefits are: Increase the company revenue, improve the company image and
allow more clients to know the company.

Project management approach

This project is managed by a project manager that is the head of the project, all requests or proposal of
changes must be consulted with him. Nonetheless, into this project there are different stakeholders that are
important in the execution and delivery of the project. these are the COE board that has the role to provide
and approved the sources to develop and execute the project , the marketing manager who is in charged of

2. Write a draft Project Schedule (PS)

4. Meet with the project team.


The meeting’s objective is to establish an agreed schedule baseline using contributions from
your team members.
Begin the meeting by summarising the information in your Project Management Plan.
Encourage discussion about the communication frequency and methods, and change
management. You can return to these points at the end of the meeting if no agreement has been
established yet.

Then ask each team member for their estimates of each task’s duration and effort, sequencing
and the dependencies.

Also ask each team member to estimate the risks involved with them completing their tasks on
time, and what provisions should be made to allow for this. This may involve finding alternative
activities, or sequencing changes. Encourage all participants to join in the discussions about
resource requirements, costs and risks.

Review also the project’s milestones from your PMP with the team, and establish agreement on
them.

Take notes at the meeting, as you will be required to adjust your documents to include the input
from the other team members.

During the meeting, you will be required to demonstrate effective communication skills including:
 Speaking clearly and concisely
 Using non-verbal communication to assist with understanding
 Asking questions to identify required information
 Responding to questions as required
 Using active listening techniques to confirm understanding

It is now May 14th, just over one month since the initial project team meeting.

As the project team members are busy on other projects, some of them interstate, meetings have been
sporadic rather than regular. Regular email exchanges with the team members, however, have shown that
all of the activities have been progressing as scheduled. Today was the first time that the group has met all
together. As you asked each team member to give their progress, you were told the following:

 Donna Chisholm reported that she has only received confirmation from two of the speakers. She
has tried telephoning them, but hasn’t been able to speak to the other two yet. Donna asked for
another two weeks, by when she assures you, she will have speaker confirmations and topics
finalised.
 Dan Streep booked the Park Royal yesterday after assessing the quotes received, and discussing
the choice with Edith Partridge. Unfortunately, he received a most apologetic telephone call this
morning to tell him that the Park Royal’s Managing Director had already assured a pharmaceutical
company that they could book the venue for the whole week-end, including the Friday. Dan will go
back to the list of quotes and discuss a new choice with Edith Partridge later that day.
 Erin O’Donnell, the Manager Networks Marketing Manager, is still waiting on the speakers, topics
and venue before he can put the promotional material together. He has spoken to the printers, and
they are still expecting to receive the brochure soon so they can be printed in time.
