SCHOOL’S CURRENT SITUATION
Founded on September 01, 1986, Bilay National High School is one of the four (4) secondary schools located in the southeastern part of Butuan City. Having
a total land area of one (1) hectare, it can be reached 40 minutes from the city proper through jeepneys, motorcycles, buses, and skylab or habal-habal as means of
transportation. The trend of enrolment in Bilay National High School both Senior High School and Junior High School for the past 2 years is increasing and at
present Bilay National High School has a total enrollment of 266 – Junior High School – 192; Senior High School – 74 wherein it increased by 21% compare to the
previous school year. The WLAS/SLMs ratio is 1:1 to all learners in all learning areas of all grade levels. The eleven (11) teachers of the school have attended
relevant seminars and training workshops related to their specialization mostly via webinars and virtual LAC sessions. Sixty – four percent (7 out of 11) of them have
already studied master’s degree. The school’s fiscal resources are the Maintenance and Other Operating Expenses (MOOE) Fund and donations.
Despite the school size and distance from the heart of the city proper, it continuous to excel in various academic and non-academic competitions through the
consolidated efforts of teachers, parents, students and other internal and external stakeholders. This significantly shows that the school has been practicing effective
partnership with stakeholders – a concrete manifestation of SCHOOL BASED MANAGEMENT (SBM) principle applications. In the school year 2020-2021, Bilay
National High School got the second place in the 2020 Division Environmental Quiz with Benedict Erigan – grade 9 student. The Dropout rate of Bilay National High
School from 2018-2019 to 2019-2020 had an increase of 5.5%. This can be attributed to the different factors such as teenage pregnancy, child labor, use of
prohibited drugs, and family problems. Due to the increasing percentage of dropouts, it affects the promotion rate of the school with a significant decrease of 0.08%.

In terms of school’s literacy level, the school has already made a reading intervention plan in lined with the pandemic situation, the activity is yet to push through, the
resources for this activity are already available and subject for distribution. Child – Friendly Result is Needs Improvement (NI) and his can be attributed to the fact that
the school lacks facilities such as Canteen and Clinic period. Thus, the school highly needs both Canteen and Clinic as a significant school’s structure in improving the
CFS System. Due to the pandemic, the school only conducted few activities that requires stakeholders’ participation. The activity that was not attended by most of the
stakeholders is the ‘Pahina Activity’. Grade 7 -10 of Bilay National High School has one classroom each respectively, except for Grade 9 – Newton, while Grade 11
and 12 have no classrooms as of March 2021 and currently using the donated building that is intended for Faculty Office and SBM Room, thus the school needs an
additional classrooms.
There are seven (7) toilets for 266 students. The number of toilets is enough to accommodate all students, teachers and administrators, but some of these are
not functional due to the unavailability of water source inside the school. Therefore, the main concern that the school should obtain is the availability and
sustainability of water source. Learner – Seat ratio of the school has an evident dearth of chairs except Grade 7; therefore, the school is in need of additional
supplies of chairs. The school started to construct “study lounge/student center” through the partnership with DPWH and ADFIL Construction Company. The study
lounge will accommodate all students from Grade 7 to 12 of Bilay National High School. As of March 2021, the said study lounge is at 70 – 80% completion. The
following are the accomplishments of other stakeholders for school year 2020-2021; construction of the donated building that will serve as the Faculty Room and SBM
Room, maintaining the cleanliness of the school through Mr. Ramil Micarandayo, and a successful safekeeping of the school property through the hired watchman.
The internal and external stakeholders of Bilay National High School shall continuously perform its major roles and functions as well as its societal
responsibilities with a heart to achieve its long sought-after goal which is to “accord life-long learning to all students for their holistic development to make them locally
and globally competitive in the world of employment.” Hence, this Three – Year Enhanced School Improvement Plan is purposely crafted to serve as roadmap or
blueprint in carrying out the designed plans for School Year 2021-2022 to School Year 2023-2024 effectively and efficiently.

This was attributed by the full
implementation of the Senior High
School curriculum in our institution

pupils of the nearest elementary
schools chose to enroll their junior
years to our institution, and we have
less cases of transfer/movement by
the students to another school. This
year, the out-of-school youths
decided to enroll again because of

The table shows decreasing trend of Severely Wasted students and fluctuating trend of wasted, normal,
overweight and obese. These are due to the students enrolment differ from year to year.

The table above shows that the main reason of the drop-out of students for the school year 2019-2020 is because of
the use of prohibited drugs. It was followed by child labor and family problems. From SY 2018-2019, it increased by
7.62%. Yet, for the school year 2020-2021, no dropped out is being recorded.

the fact that the school lacks facilities such as canteen and clinic.

Stakeholders’ participation from October 2020 – March 2021 is shown above. We can see that they have a
100% participation on meetings for ESIP crafting. Only 90% of them attended for the distribution/retrieval of
modules and 65% for pahina.

Based on the data above, all grade level has general class size that is excessive in
the recommended learner-teacher ratio in the new normal setting.

The data above shows that Grade 7 – 10 has one classroom respectively except for
Grade 9 – Newton, while Grade 11 Narra, and Grade 12 Molave has no
classroom as of March 2021 and currently using the donated building
that is intended for Faculty Office and SBM room thus the school is in
need of additional classrooms.

16. Learner-Toilet Ratio
There are 7 toilets for 266 students. The number of toilets is enough to
accommodate all students but some of these are not functional due to the
unavailability of water source inside the school. To solve this problem, the school
has included project Enhancement of Schools Cleanliness and Advancement of
Physical Education Structures (ESCAPES) in their ESIP.

17. Learner-Seat Ratio
Based on the data above, it shows that only Grade 7 has a 1:1 ratio
and the rest is in dearth of chairs, thus the school is in need of
approximately 50 additional chairs.

18. Status of Continuous Improvements (CI) Projects
The school started to construct “study lounge/student center” through the partnership with DPWH and Adfil Construction
Company. The study lounge will accommodate all students from Grade 7 to 12 of Bilay National High School. As of March 2021,
the said study lounge is at 70-80% completion.

These photos are the evidence of the preparatory stage of crafting ESIP. The gathering and consolidation of data is done by the faculty of
Bilay National High. This was a close door activity, exclusive only for the staff of the school to avoid contamination or spread of the virus.
It took the staff 10 days to gather all necessary data to satisfy the procedure in building the underlying principle of ESIP.

This was the formation of the School Planning Team (SPT). The team was composed of teachers, student, PTA representative, and a barangay
personnel. This year is tough. The pandemic has been limiting all our activities. But our loyal stakeholders risked their lives to promote and foster the
development of the school and the students. Also on this time we wrote partially the SIP.
