LIBERTAD CENTRAL ELEMENTARY SCHOOL

Libertad Central Elementary School is located at the Northeastern part of Barangay Libertad, Butuan City. It is 100 meters away from the national highway
which is within the 7 hectares lot donated by the city government in 1949 per resolution adopted by the barangay. This was initiated by the late Mr. Bernardo T.
Asuncion, the first Head Teacher of the school. Its land area is 22,663 square meters bearing the Original Certificate of Title No. 2018000028 and Special Patent
No. SP-SCH-AGN-0020 released on November 7, 2018.
It has 21 buildings including the ongoing 2-storey building, a Multi-Purpose Hall that caters complete basic education and SpEd. It can be reached by public
utility vehicles, motorized trisikad, tricycles and other vehicles passing through the cemented road.
As the premier school of West Butuan District I of the Division of Butuan City, it has been known as one of the show windows of several programs, projects
and thrusts of the Department of Education. However, the onset of COVID 19 has unexpectedly interrupted the usual activities of the department. Yet, education has
to continue. Thus, DepEd through the Basic Education Learning Continuity Plan (BE-LCP), ensures that students’ learning progresses even amidst pandemic.
In the context of Libertad Central Elementary School, Modular Print emerged as the modality for the health, safety and well-being of school children. Though
it has its advantages, there are also gaps that need to be addressed.
Insufficient budget and supplies of bond paper caused the “lagging behind” on the printing of modules and Learning Activity Sheets.
The increased of enrollees by 4.65% from the previous school year forges the need to have a proactive measure to reduce the inflation of dropout rate.
The new normal in education has caused challenges in the school’s operation on access, quality and governance. It is in these premises that the projects
herein are created.

ACCESS AND EFFICIENCY

Project Title: SAIL (Strengthening Access to Improve LCES)


Problem Statement:
1. The enrolment status of LCES is fluctuating for 3 consecutive school years with a total of 2146 in SY 2018-2019, 2109 in SY 2019-2020 and
2207 in SY 2020-2021. The data show a decrease of 1.72% in the 2 nd School Year and an increase of 4.65% in the 3rd School Year. The
data imply that the enrolment of the school is not steady. Thus, an intervention to intensify DepEd’s mantra on education for all is needed.
2. The dropout rate is also a priority improvement area. On school year 2017-2018 the dropout rate of LCES is 0.73% which escalated to
\
1.07% by school year 2018-2019 but declined to .05% on school year 2019-2020.
3. The school has 9% malnutrition rate with 196 wasted and severely wasted children

Problem Statement: 1. The area from the school gate up to the flagpole area needs proper landscaping.

1. Enrollment by Gender

The charts show the enrollment of LCES by male and female for three years. As observed, the male population is consistently larger than
the female. The data show a decrease of 1.72% in the 2 nd School Year which can be attributed to the change of cut off age of
Kindergarten pupils from 4 years old to 5 years old. On the other hand, it depicts a significant increase of 4.65% in the 3rd School
Year. The contributing factors to this increase are the number of transferred-in and moved-in learners from both public and private schools.
However, the data show a fluctuating enrolment status which implies that interventions must be strengthened to constantly increase the school’s
population.

current School Year due to COVID 19 pandemic.
LCES has a minimal number of wasted and severely wasted children for School Year However, LCES has sustained the School-Based

18. Status of Continuous Improvement

Libertad Central Elementary School has initiated various projects in order to address the inadequacies and problems encountered by the school. These
projects need to be evaluated to determine whether they have been successfully implemented in school and how much they have contributed to the attainment of
the school’s goals and objectives. Below are the projects of the status of implementation.

Project FISH (Food In School and Home)

There is no actual checking of pupils’ BMI for the current School Year due to COVID 19 pandemic. However, with the support of the DepEd and DSWD,
LCES has sustained the School-Based Feeding Program. Beneficiaries of this school year’s feeding program are 344 learners which include all kindergarten leaners
of SY 2020-2021 and the wasted and severely wasted learners of SY 2019-2020 who are now in Grades 1-6.

Project EMIS (Enhanced though Instructional Supervision)

The school has sustained a high overall MPS. For the 2nd Quarter of the current SY, its MPS is 81.50%

TEA (Teachers’ Educational Advancement)

All teachers (65) have equal opportunities in terms of attending trainings, seminars workshops in all levels. Hence, all teachers were able to attend required
webinars on teaching and learning strategies. They were also able to attend other online trainings of their interests.

Project SID (School Infrastructure and Development)

Only 25% of the school’s perimeter fence were repainted since budget has been adjusted on the onset of COVID 19 pandemic due to other priorities such as
purchasing of materials for the reproduction of modules and WLAS and health and sanitation supplies for school personnel.

Project LTP (Ligtas at Tulong sa Paaralan)

The school was able to conduct quarterly earthquake drills, but due to distance learning, there was no actual participation of learners during the conduct of
drills. Only teachers and parents who were onsite on the scheduled days of drills were able to participate.

Project UBE (Utilities and Bills Expenses)

100% of monthly utilities and bills are paid on time
