1. PURPOSE:

The purpose of this method of statement is to cover the construction of Concrete


Encasement Protection for the Existing Irrigation line 250 mm dia at Tareeg 6, SAR
station 74. All works shall be carried out as per RC standard.

2. Scope of work:

This Method Statement explains the objectives and requirements of the steps to be
followed during the concrete encasement of 250 mm UPVC pipe or through 500 mm
FRP Sleeve pipe which is re enforced concrete.

This Method Statement refers to different guidelines prepared specifically for this
SAR project and the guidelines specifies the laminate thickness, bonding area, number
of layers of each glass, resin type quantity, tie connection, concrete duct bank for
embankment area in All these parameters depend on the joint diameter pressure
rating.

Inspection:

It is important to inspect all the pipes and fittings or any components which are used in the
system prior to assembling the joints. 100% of the exterior surface shall be inspected
visually and the internal surface shall be inspected wherever accessibility is possible.
Pre-Inspection:

1 Ensure that the pipe pieces to be joined by lamination are free from any damages.

2 Ensure availability of raw materials and consumables including necessary tools
. and equipment.
3 Ensure access is provided in the area where jointing to be carried out.
.
4 Ensure availability of personal safety equipment such as goggles, dust mask,
. safety shoes and hand gloves. (any site specific items required, FPC)
5 Temporary shelter for the raw materials and personnel shall be provided during
. the work execution especially during summer season.

General Precautions:

1. FANAR POWER site team or client qualified technician shall perform the
joining of the field Fiber strong joint system.
2. The prepared bond surface area should not have an influence of grease, oil,
dust, moisture, water etc. Clean the surface in accordance with instructions.
3. During the curing process the assembled joint shall not be disturbed under
any circumstances.
4. The resin / hardener mixture will cure too fast if it is mixed above 300C and
the work shall be carried out within the pot life after mixing the Resin &
Hardener. Never use resin / hardener mixture that has started curing or
turned tacky.
5. Adequate precaution shall be taken for the following environment
conditions.
6. The weather conditions around the work place are containing high humidity,
mist, sandstorm etc.
7. Arrange makeshift tents to protect the pipe assembly directly exposed to the
atmosphere.
8. The prepared joint assembly shall be warmed up to avoid moisture contents
on the bonding surface. If required.
9. Once the warming process is completed the joint shall be re-sanded before
applying the resin/ hardener mixture 16-24 grit disc
10. The fabrication process shall be performed within 1-2 hours, it not re-
sanding shall be carried out.

Site Planning & Preparation:

a) Before commencing work encroachment permits from RC are necessarily


needed. Site supervisor will be assigned as responsible for the activity
covered by this method statement. A site specific briefing on this method
statement, risk assessment and the emergency procedure will be provided to
all operatives and a briefing register will be signed. A copy of the method of
statement and emergency procedures will be kept on site in welfare facilities.
A start card will be prepared, briefed and understood by all prior to start of
any work activities.
b) The certification of all equipment operators will be checked to ensure they
have the correct training for the equipment required for the work.
c) Adequate number of manpower required for the work should be in the site
and available tools and materials needed must be at all times ready.

d) Verify the location of interface and existing utilities if any changes noticed
prior to construction and inform the RC for construction.
e) Proper care shall be taken to protect underground utilities from accidental
damage during excavation. Manual excavations shall be made to check for
underground utilities.
f) Once it is confirmed that there are no underground utilities then excavation
equipment should be used.
g) If any underground facility is encountered during the trail dig excavation
with manual tools, it shall be informed to RC and act upon its
recommendations.
h) Secure and accomplished the permit to work and excavation permit prior to
work commencement.
i) Ensure that hard steel barricades should be provided on the area to be
excavated.
j) Traffic directional signs will be provided for site traffic management plan if
required.
k) Concrete encasement of pipes shall be carefully done to avoid any damage to
the pipes.
l) Co-ordinate with RC through the main contractor.
m) Co-ordinate with RC Engineer for the schedule of work.
n) Joint inspection must be done with RC prior to proceed any work.

Work Methodology:

 As per RC instruction the concrete encasement protection for the existing


irrigation line should be in parts & every parts should be minimum 10
meters.

Surveying & Setting out:

 The plan and elevation control net as required by the construction shall be
established by means of GPS. Based on the control points to be provided by
consultant engineer or the control points application within approved area
surveying, the proposed contractor shall set out the edge line and center line
of the proposed open channel with total station and set out the design

elevation with level. Make sure that the settling out shall be marked and
inform consultant for checking and approval.

Excavation:

 Prior to start excavation work, Necessary permits and detail discussions must
be taken between the RC coordinate dept., and to identify the extent of the
proposed excavations.
 Hand excavation must be applied in closed to locate existing underground
utilities.
 Once it is confirmed that there are no underground utilities then the site
foreman along with the excavator shall expose the existing Potable water line
that have to be protected.

Compaction:

 Then the bottom area of the new concrete encasement will be compacted.
The selected area will be compacted to at least 95% of the maximum
modified proctor density as determined by ASTM D1557.

Concrete Blinding:

 Wooden batten will be manually installed as blinding formwork. The form


work elevation shall be controlled with level. Concrete used for blinding will
be ready mix concrete, supplied by RC approved concrete supplier, deliver to
construction site with concrete mixer, poured with concrete pump and neared
by manpower. The surface of poured concrete will be smoothened with
wooden trowels and then covered with geotextile and poured with water or
curing compound for curing.

Reinforcement Fixing:

 Approved Bar Bending schedule will be used for the installation of Rebar.

 Site setting out should be done to mark the boundaries of rebar fixing. Rebar
spacing and overlap length strictly in compliance with shop drawing
requirement.
 In the course of rebar assembly set concrete spacer under the reinforcement
net in order to secure the thickness of reinforcement protection layer.
 Tie wire used with epoxy – coated reinforcement must be fully coated with
epoxy or another polymer.
 Concrete block used as spacer for maintaining the required concrete cover
shall be precast concrete and have a compressive strength equal to or greater
than specified compressive strength of the concrete being placed.
 After the rebar installation has been completed. Then the QC engineer shall
inspect the rebar prior to make an inspection request with the RC field
engineer prior to closing the form work.

Form work installation:

 Before erecting the forms. The forms shall be cleaned to remove the foreign
matter within the forms.
 Form work releasing agent will be applied prior to close of the reinforcement.
 Erect form work to be dimension and ensure that lines and levels are within
the tolerance as per ACI 301, the cover concrete is provide as per the IFC
drawing and specification.
 Ensure that all the loose materials inside the form work must be flush with
water or compressed air prior to inspection.
 Then the QC Engineer shall inspect the form work prior to make an
inspection request with the RC field engineer prior to pouring.
 After completion of all the form work prior to pouring a joint inspection from
Quality control RC will be done to check the form work in all respects.

Concrete Placement:

 Area to be poured must be clean and free from any oils or any foreign
objects.

 Use air compressor to thoroughly clean the entire area, so that dust and small
objects be blown outside the form work.
 Spray with water the area to be pour in order to keep the area wet prior to
start the concrete pouring.
 All required permits necessary to execute the work shall be handed to a
competent person and ensure that the ordered quality will be delivered as
scheduled.
 Quality test such as slump temperature and concrete mold sampling shall be
carried out by 3rd party laboratory prior to the release of concrete for pouring
by the independent testing agency. If the concrete satisfies all the required
quality criteria the pouring of concrete can be started upon approved by RC
Engineers.
 Concrete shall be poured in layers not exceeding 600 mm thickness. Unless
otherwise directly by RC field engineers.
 Vibrators will follow and maintain the sequence of vibrating.
 Immediately after completion of pouring, concrete shall be covered by
polyethylene sheeting to prevent premature drying, excessive hot / cold
temperature and mechanical disturbances.

Form work Dismantling:

 Form work not supporting the concrete, such as sides of the walls may be
removed after cumulatively curing at not less than 10 0 C for 24 hours after
placing concrete.

Concrete Curing:

 After 24 hours of pouring concrete shall be prepared for curing with wet
burlap and plastic sheets as shown below. The curing shall continue for 10
days by a continuous water dripping system. Tag showing the casting date
shall be placed on the abutment for easy identifying of curing duration.

Coal Tar Epoxy Paint:

 After the completion of curing then concrete encasement protection shall be


coated with two coats (200 microns) of coal tar epoxy paint prior to back
filling.

Backfilling & Warning Tape Installation:

 Backfill material around the concrete encasement protection is to be back-


filled and compacted layer by layer followed by compaction test when
surface level is ready.
 Warning tape shall be installed 300 mm above the top of the Concrete
Encasement Protection.

4 HEALTH, SAFETY & ENVIRONMENT:

1 FANAR shall responsible for Health, Safety and Environment for the
duration of the Project.
2 FANAR shall provide competent Safety personnel.
3 The Contractor shall be responsible for the supply of Safety equipment
including but not limited to PPEs, lights, barricades, signs and etc., as
may be required by the project.
4 FANAR shall submit the CV of the Safety Supervisor / Officer for
review and approval by the Client.
5 FANAR shall conduct tool box talk every morning prior to start work.
6 All Operator and Drivers shall be third party certified and certificates
shall be submitted for verification and record purposes.
7 FANAR shall submit a JSA or Risk Assessment for the execution of
the work.

4.1 Risk Assessment

Risks, at each stage are evaluated, utilizing the materials inserted as to


determine the level of significance in terms of likelihood of occurrence and
severity of hazard based on the allocated numerical values.

Risk should be revised under the following condition.


 If change in activities
 If change in equipment or machine if change in condition
 If change in skilled work force
 Periodically revision
The detail information for the risk assessment shall be attached.

Specific Emergency Procedure


 First Aid kit will be provided on site at all times for light injuries.
 In the event of an emergency, all workers shall assemble at MUSTER POINT
marked area and shall await further instruction from civil supervisor.
 Emergency number and respective site grid reference to be installed at site.

Safety Precautions:
 In case of encountering unknown or hazardous materials, it shall inform
immediately.
 All personnel involved in this task shall wear safety helmets, safety boots, and
safety glasses and cover all.
 Good housekeeping shall be practiced.
 The required consolidated permit to work shall be obtained prior to
commencement of work.
 All welfare facilities shall be part of the temporary site facilities available on
site, including rest shelters, ablution units, potable water tanks etc.
 Heat stress arrangements to be implemented and adopted during the execution
of the work.

Safety Toolbox:
The following safety measures will be applicable from the commencement of removal
activities and will be regularly monitored by HSE personnel:

 START Card briefing to all involved personnel.


 All the personnel include in the activity should be trained for Red man / Green
man, life critical requirements and driving safety training.
 Any deliberate interference with safety equipment, abusive behavior, horseplay or
deliberate failure to comply with site will result in removal from site.

Personal commitment:
 PPE will be worn at all times.
 Pollution damage to the environment will be prevented.
 Welfare facilities will be used.
 Workers shall protect the safety of their fellow workers.

Protective & Safety Equipment:

Following personal protective equipment are mandatory at site all the time.

5 QUALITY ASSURANCE / QUALITY CONTROL:

1 FANAR shall keep all Quality records for final documentation

2 FANAR shall assign a competent and qualified QC Inspector.
3 All Request for Inspection (RFI) shall be submitted 24 hours prior to
inspection.
4 FANAR shall submit a Method Statement for the execution of the work
for Company review and approval.
5 All laminators shall be certified by either AMIANTIT or Future Pipes.
6 All materials use for this Project shall be supported with proper
documents such as PO, Material Inspection Report, Delivery Voucher,
Data Sheet, Test Certificate and etc.

arrangements, overall supervision to ensure that site safety plan is in


place and implemented.
d. Overall supervision during installation of pipes and pipe supports.
e. After confirming that all works were done according with this Method
Statement, he shall raise a Request for Inspection (RFI) to the in-
charge QC Inspector for all activities covered by the Inspection and
Test Plan (ITP).

2 Site Supervisor & Foreman


a. Assigning the responsibilities to the skilled worker.
b. Make sure that the pipe and pipe fittings are installed properly in its
designations and the expansion bolt nuts should be tight.
c. Make sure that the pipe are installed as per IFC drawing.
d. Make sure that the expansion bolt nuts should be tight.

3 Surveyor
a. Make sure that the elevation, level and location carried out as per IFC
drawing.
b. He shall mark the exact location of the fixing Fire hydrant and fittings
centerline required to perform the installation of pipes.
c. He shall assist the QA/QC inspector during the inspection in
verifying the points and elevations.

4 Safety Officer
a. Work permit shall be obtained prior to start the work.
b. Only certified equipment operators shall allowed on this work.
c. Barricade the area of work and only personnel involved with the
activities shall be allowed to enter.
d. All points of site entry, exit pathway are clearly illuminated.
e. Sign, barriers, lights and other equipment are provided and positioned
as per the layout plan and are in good working order.
f. Make sure that all safety procedure have been implemented.

11 SCHEDULE:
1 The duration of this Project is Sixty (60) working days from the date of
confirmation with Purchase Order, Depends on RC Permit Approval &
Work site confirmation from RC (Encroachment Permit)

2 FANAR shall submit a breakdown schedule of the work and target


completion date for every activity.
The isolation must be depends upon MaSa Operation department prior
to prepare plant outage from TSD MaSa

12 GENERAL:

1 Any activities including materials not reflected in this scope but are
required and associated for the completion of the project shall be
executed by the FANAR at its own expense. No additional cost shall be
entertained by the FANAR.

2 All excavated and excess materials for both civil and mechanical shall
be cleaned and dispose in an approved RC disposal area.

13 ENVIRONMENTAL ISSUES:

1 House Keeping & Waste Management


 Housekeeping will be done at regularly basis at the end of each
shift or minimum once in a day.
 All the waste material will be segregate material wise and
dispose of at land fill area provided by the RC.
 Waste concrete will be disposed of at the waste out pit the
concrete truck & pump will be washed at the wash out pit.
