• Disaster Mitigation is the lessening or
limitation of the adverse impacts of hazards
and related disasters.
• Mitigation measures engineering techniques,
hazard-resistant construction, improved
environmental policies and programs and
public awareness (RA 10121).
Disaster Prevention in RA
10121
• Disaster Prevention is the outright avoidance
of adverse impacts of hazards and related
disasters.
• It expresses the concept and intention to
completely avoid potential adverse impacts
through advance actions such as
construction of dams or embankments, land-
use regulations and seismic engineering
designs.

To avoid hazards and mitigate their potential


impacts by reducing vulnerabilities and
exposures, and enhancing capacities of
communities (NDRRM Plan)
