ka përfituar në formë trashëgimie, jë të
tretën pjesë të pasurisë prej 10 141 m2
tokë arë në rrethin Korçë e ndarë në
katër ngastra si dhe (një e treta) e një
shtëpie dy katëshe në Korçë (fshat) me
sipërfaqe kati prej 110 m2 , sipërfaqe
totale me oborr 265 m2 e hipotekuar.
Në të njëjtin vit, bashkëshortët Bendo
kanë paguar 10 000 euro ndaj një
shoqërie ndërtuese, sipas Kontratës së
Porosisë së datës 23.05.2016 për aparta-
ment tip garsionere me sipërfaqe 32.9
m2, sipërfaqe e përbashkët 6.1 m2,
sipërfaqe totale 39 m2 në Ishullin
Shëngjin, Lezhë.
Të ardhurat, sipas Bendos, janë formuar
nga kursime familjare, nga kthimi i huasë
prej 1 500 euro dhe nga dhënia e një
sipërfaqeje toke kompanisë së ndërtimit të
Gazsjellësit TAP.
Ndërsa në vitin 2017 ka deklaruar të
ardhurat e tij nga puna dhe të të ardhurat e
bashkëshortes me vlerë 357 000 Lekë nga
paga dhe shpërblime si asistente drejtuese
operacionesh në BKT, periudha Janar-Prill
2017, të ardhura neto me vlerë 1 020 000
Lekë nga paga dhe shpërblime si
përgjegjëse operacionale pranë FED
Invest Sh.p.k, periudha Janar-Maj 2017,
të ardhura neto me vlerë 38 093 Lekë nga
interesat e Bonove të Thesarit me maturim
1 vjeçar, me vlerë 2 000 000 Lekë dhe
datë emetimi 11.05.2017.

Subjekti deklaron zotërimin e 50% të një
shtëpie dykatëshe me sipërfaqe ndërtimi
130 m2 dhe të truallit me sipërfaqe 514
m2. Shtëpia ka vlerën 4 200 000 lekë,
është ndërtuar në vitin 2003, i papërfundu-
ar kati i dytë dhe e paregjistruar në
regjistrat publikë.
Subjekti deklaron pagën në vlerën 550 000 lekë
në pozicionin e Kryetarit të Degës KKO në
Drejtorinë e Shërbimit Informativ të Shtetit
Korçë.
Paga e bashkëshortes në vlerën 1 000 000 si
drejtuese operacionesh në Bankën Kombëtare
Tregtare, Dega Korçë ( nga kjo shumë duhet
zbritur pagesa e këstit të kredisë).
Bashkëshortja ka marrë 1 200 000 lekë kredi
për përfundim punimesh të ndërtimit të një
banese pranë BKT-së dega Korçë. Kredia është
marrë për një afat 5 vjeçar(data e fillimit
14.07.2003, datë mbarimi 14.07.2008.), me
këst mujor 24 000 lekë.

145.2 of the Electoral Code refers

Despite the constitutional
and electoral reforms in
2020, several previous
ODIHR recommendations
remain unaddressed,
including those related to
de-politicisation of lower-
level election commis-
sions,
suffrage rights of persons
with intellectual or psy-
chosocial disabilities,
criminal liability for
defamation,
use of party campaign
materials in the news and
equal rights of party and
citizen observers.
The legal framework
needs further review to
address outstanding
ODIHR and Venice
Commission
recommendations and a
number of ambiguities and
inconsistencies. The changes
in the law should be
preceded by an open and
inclusive consultation pro-
cess, and be enacted well
before the next elections.
The CEC adopted regulations
to supplement the laws. In a
number of cases, such regula-
tions were
adopted at an advanced stage
of the campaign, undermin-
ing legal certainty and the
effective
administration of the elec-
tions.13 In addition, the
ODIHR LEOM also noted
broad interpretation of the
legislation.14
In order to guarantee legal
certainty and effective elec-
tion administration, binding
sub-regulations
should be in line with the
primary legislation and be
enacted in a timely manner.
V. ELECTORAL SYSTEM
The 140-member parlia-
ment is elected for a four-
year term through a regional
proportional system.
Candidates are elected from
12 multi-seat electoral
districts, which correspond
to administrative
regions. The number of
seats allocated for each
district depends on the
number of citizens regis-
tered in
the respective district and in
general ensured the equality
of the vote.15
On 30 July 2020, constitu-
tional amendments intro-
duced preferential voting.16
Following subsequent
amendments on 5 October,
the Electoral Code replaced
the regional threshold for
electoral subjects to
qualify for seat allocation17
with a national threshold of
1 per cent, provided for a
minimum number of
candidates on the party lists,
and allowed leaders of
political parties to stand as
candidates in up to four
electoral districts. 18 The
Council of Europe’s Venice
Commission and ODIHR
regretted that the
procedure for adopting the
amendments to the Consti-
tution and subsequently to
the Electoral Code was
“extremely hasty”, and was
not preceded by a due
consultation process. They
also noted that
amendments concerning the
minimum number of candi-
dates disadvantaged smaller
parties, and raised
concerns over possibility for
party leaders to stand in
several constituencies.19

Shaip Kamberi, alone against the 'Serbian world'

The truth that Kaberi speaks in
the parliament is bitter, bitter,
but absolutely necessary for
today's Serbia. Without painful
truth, without facing reality, we
cannot move from the dead
point. This is how Kamberi
sees the dominant ideology:
“The extreme nationalism that
dominated during the 1990s
essentially changed only the
form. The nationalist concept
of the state does not imply the
establishment of a stable and
efficient state, nor a modern
society. That is why Serbia
is an unfinished state,
because the issue of its
future has not been resolved
yet. "Due to territorial
aspirations that are still
strong, Serbia is unable to
carry out internal integra-
tion." The key problem of
Serbian politics is the
constant aspiration to ex-
pand the territory, the
essence of which is actually
in the absence of the desire
to organize the state within
the current borders.
Much could be quoted from
Kamberi's sobering parlia-
mentary speeches, here is
just another characteristic
quote: "What to expect
from a Serbia that is unable
to identify anti-fascist
figures and movements,
from a Serbia that equates
partisans and Chetniks?"
How can we expect Serbia,
which does not recognize
the limits of its sovereignty
and territorial integrity, to
give up hegemonic poli-
tics? Serbia, which is not
able to appreciate Zoran
Djindjic even post mor-
tem, how will it appreciate
minorities? From Serbia,
which does not have the
will to clarify the murder
of Slavko Curuvija, how
can we expect it to clarify
the murder of the Bytyci
brothers? We cannot
expect Serbia, which
considers itself a historical
victim, to ask for an official
apology from other nations.
How can we expect official
recognition of the genocide in
Srebrenica from Serbia,
which glorifies Ratko Mlad-
ic? We will not expect Serbia
to protect Ljubisa Dikovic
and Bozidar Delic from
acknowledging war crimes
against civilians in Racak,
Meja, Korenica and Ziska. "
Indeed, such a Serbia cannot
be expected to have a mod-
ern, European policy, the
ultimate starting point of
this way of thinking is the
idea of a "Serbian world",
that euphemism for a
Greater Serbia. Vučić and
his camaraderie did not go
further than that, their
optimal reach failed,
criminal ideas from the
1990s. One man, Shaip
Kamberi, stands in oppo-
sition to such a disastrous
ideology and policy,
persistently resisting the

truths that too many
people still do not want to
hear.
Unnecessary escape from
the truth
After Kamberi's first
appearances in the Assem-
bly, speculations about a
potential new leader of the
opposition immediately
appeared. Kamberi imme-
diately denied such ru-
mors, saying that as a
politician he has no ambi-
tion to deal with the work
of the opposition leader-
ship in Serbia, and that
"the responsibility for the
democratization of Serbia
lies with the majority
people." That is the key
problem. Even if the
largest part of the opposi-
tion was present in the
Parliament, again only
Kamberi would talk about
the past, crimes, the
disastrous hegemonic
ideology, the evil that
inflicted a crazy national-
ist project on the neigh-
bors, but also on Serbia
itself, on the responsibility
of Aleksandar Vučić and
everyone other actors of
that destructive policy.
This is the root of all
today's evils, from the
captured state and surreal
corruption, through the
introduction of an authori-
tarian system, all the way
to the government's con-
nection with criminal
groups.
Kamberi is not only a
personal, but an essential
opposition to Vučić and
everything he represents.
These are simply two differ-
ent worlds: one nationalistic,
nineteenth-century, evil,
destructive and the other -
civil, European, democratic.
For a true change in Serbian
society, it is not enough to
replace Vučić and the pro-
gressives, but to eradicate the
ideology that created them. In
a public opinion poll, when
asked "What happened in
Srebrenica in July 1995?", 15
percent of citizens answered -
genocide. If there was no
general media propaganda
that denies genocide, that
percentage would certainly be
much higher. Those people
should also vote for someone,
I guess they should also have
their own political option.
In 2017, just before the
presidential elections, Sasa
Jankovic said that genocide
was committed in Srebrenica,
so he took second place in the
elections, winning 16.36
percent of the vote. These
data show that often the
opposition's calculation with
the attitude towards the past
is unnecessary, the one who
decides to overthrow Vučić
could do so on an anti-
nationalist, civic, truly demo-
cratic platform, because the
situation has already become
unbearable. If someone
seriously decides to end the
disastrous rule of the progres-
sives, the citizens will sup-
port him even if he tells a
difficult and painful truth. For
now, only Shaip Kamberi is
doing that in the parliament. I
hope that his lonely voice is a
harbinger of a better and
different future.

ndodhet sot PD-ja. Pakënaqësia dhe dorëheqja
masive e disa prej anëtarëve të kryesisë së

lished updated extracts of the voter
lists, starting
from October 2020. Corrections to
voter lists were possible up to 40
days before election day in local
GDCS offices; thereafter voters could
correct their data through local
courts. After the final publication
of voter lists on 15 March, voters
could check the printed lists at the
local GDCS offices and VCs, or
online. The final number of registered
voters was 3,588,869, including those
who reside abroad.48 Most
ODIHR LEOM interlocutors ex-
pressed confidence in the overall
process of compiling voter lists.
As per the GDCS, some 800,000
voters’ ID documents had expired
before election day. In March, the
Government extended their validity
till 30 April 2021, thus ensuring
ability to vote to all voters affected.

Document provides that participating
States will “guarantee universal and
equal suffrage to adult citizens”. 46
The Law on Decriminalization sus-
pends the voting rights of citizens
serving a prison sentence for commit-
ting crimes
listed in more than 80 articles of the
Criminal Code (ranging from elec-
tion related offences to severe
crimes).
According to the Ministry of Justice,
these citizens constitute nearly half
of all prisoners. 47 See Article 26 of
the ICCPR. Paragraph 5.9 of the
1990 OSCE Copenhagen Document
states: “All persons are equal
before the law and are entitled with-
out any discrimination to the equal
protection of the law”. The ODIHR
LEOM
was informed that 2,861 records of
voters over 100 years of age were
removed from the voter register, and
446 were
reinstated on the final voter list. 48
According to the Albanian Institute
of Statistics (INSTAT), the number
of the so-called “new diaspora” in
2020 was
estimated at 1.68 million of Albanian
citizens (37 per cent). The new
diaspora term applies to those who
emigrated
after the 1990s.

While foreseen as a possibility in the
Electoral Code, no out-of-country
voting was offered to citizens.
Voters residing abroad could, how-
ever, return and vote in their respec-
tive VC. In practice, COVID-19
measures may have hampered the
unimpeded entry into the country
(see National Minorities).49
The CEC supervised the voter list
compilation process. Two auditors
appointed by the CEC in October
2020 assessed the accuracy of the
voter lists and noted issues such as
changes of voters’ address data
without informing voters, and de-
layed or missing delivery of voter
notifications in some
municipalities.49F

Interior and some other ODIHR
LEOM interlocutors,
only a limited number of the munici-
palities fulfilled the obligations to
notify voters. Inconsistent voter
notification procedures and late
changes in the VC locations might
have hampered opportunities for
public scrutiny of the voter lists. The
e-identification devices allowed for
redirection of voters in case
they showed up at a wrong VC.50F

Local authorities should ensure that
all voters are informed in a timely
manner about the place and
time for voter list scrutiny and the
location of their respective voting
centres. Considerations could be
given to moving deadlines for notifi-
cation of voters closer to election
day.
VIII. CANDIDATE REGISTRA-
TION
Any eligible voter hasthe right to
stand, except those serving a prison
sentence or with a prior conviction
for specific crimes as well as those
deported from a number of countries
or subject to a search warrant.52
Restrictions on those deported and
under a search warrant, whose guilt
has not been established by a
court, are contrary to the principle of
presumption of innocence enshrined
in key international human
rights instruments.53 The Constitu-
tion lists categories of officials
whose position is incompatible with
the right to stand.54

Candidate lists can be submitted by
political parties and coalitions of
parties, which are first registered
with the CEC as electoral subjects.
Candidate lists must be submitted for
each of the 12 electoral
districts.55 Independent candidates can
compete through nomination by a
group of voters.56 A candidate
may only appear in one list. The 2020
legal amendments provide an exception
to this rule for

Document states that “everyone will be
presumed innocent until
proved guilty according to
law”. 54 Judges, prosecu-
tors, military, police and
national security officers,
diplomatic representatives,
mayors, prefects,
members of election com-
missions, President of the
Republic, high state admin-
istration officials deter-
mined by law. 55 Candidate
lists must be supported by
5,000 voter signatures for
parties or 7,000 signatures
for coalitions nationwide.
The parliamentary parties
and coalitions where the
participating parties jointly
hold a number of parlia-
mentary seats
not fewer than the number
of parties in the coalition,
do not collect signatures.
Voters may support multi-
ple lists. 56 Groups of
voters should consist of at
least nine voters and be
registered with the CEC to
collect signatures in the
support of the candidate
from 1 per cent of voters of
the respective electoral
district, but no more than
3,000.
Independent candidates are
exempt from this obligation
if they are MPs.
