JOINT EXECUTIVE ORDER NO. 1, Series of 2020

CREATING THE BILATERAL TECHNICAL WORKING COMMITTEE (BTWC) OF THE MUNICIPALITY OF
PARACELIS, MOUNTAIN PROVINCE AND THE MUNICIPALITY OF ROXAS, PROVINCE OF ISABELA
WHICH WILL STUDY AND RECOMMEND ACTIONS CONCERNING THE PARACELIS-ROXAS BOUNDARY
DISPUTE

WHEREAS, the 1987 Philippine Constitution under Article X section 13, allows Local Government Units to group
themselves, consolidate or coordinate their efforts, services, and resources for purposes commonly beneficial to
them in accordance with law;

WHEREAS, Book 1, General Provisions, Title One, Article Three, Section 33 of the 1991 Local Government Code
of the Philippines provides and permits cooperative undertakings among Local Government Units;

WHEREAS, with this inter-local government collaborative approach to be carried out in the spirit of Tamang
Oportunidad at Teknolohiya Para Sa Edukasyon At Pag-Unlad (TOTEP) and Kakarefin, the Local Government
Units of Paracelis and Roxas, it is expected that a meaningful outcome and development regarding the long
overdue settlement of the Paracelis-Roxas boundary dispute shall be attained and hence will fast track
development of said region for the benefit of both municipalities;

WHEREAS, this peaceful and synergistic modality of creating a Bilateral Technical Working Committee will serve
as avenue for both municipalities to complement each other`s strength and will imply greater assurance of
success for both parties - mutually acceptable to our LGUs - to come up with recommendations pertaining to
the resolution of Paracelis-Roxas boundary dispute for consideration of the Sangguniang Panlalawigan of the
Provinces of Isabela and Mountain Province;

NOW, THEREFORE, by virtue of the power vested unto us by law and the sovereign will of our respective
constituents and invoking the discretions allowed to us and with the sole purpose of attaining a sustainable
development of our borders and the growth of our beloved towns, as well as the peaceable, just and speedy
settlement of our “boundary dispute”, We, MARCOS G. AYANGWA, MD , Municipal Mayor of Paracelis,
Mountain Province and JONATHAN JOSE C. CALDERON, Municipal Mayor of Roxas, Isabela DO HEREBY CREATE,
AS IT IS NOW CREATED, THE BILATERAL TECHNICAL WORKING COMMITTEE OF THE MUNICIPALITY OF
PARACELIS, MOUNTAIN PROVINCE AND THE MUNICIPALITY OF ROXAS, PROVINCE OF ISABELA WHICH WILL
STUDY AND RECOMMEND ACTIONS CONCERNING THE PARACELIS-ROXAS BOUNDARY DISPUTE and with the
following stipulations:
 SECTION 1. COMPOSITION
The members of the Bilateral Technical Working Committee (BTWC) shall be composed of officials from both
Paracelis and Roxas, duly and equally representing our respective municipalities, to wit:

 SECTION 2. DUTIES AND RESPONSIBILITIES OF THE BTWC

1. Conduct coordination meetings and data gathering for the drafting of recommendations regarding the
settlement of Paracelis-Roxas boundary dispute.

2. Provide forum for dialogue and deliberation of major issues and problems with regard to the “boundary
dispute”.

3. Act on any direct and collateral matters affecting and relative to the said “boundary dispute”.

4. Study the Paracelis-Roxas Boundary row, and based on this, prepare and submit recommendations for the
peaceable, just and speedy settlement of subject “boundary dispute”.

SECTION 3. DUTIES AND RESPONSIBILITIES OF THE SECRETARIAT

The Secretariat shall provide administrative, technical, and secretarial support services to the BTWC, as follows:
1. Record and document all the proceedings of the meetings
2. Manage all administrative requisites of the BTWC
3. Index and keep all records used and referenced by the BTWC
4. Perform all other functions as may be deemed necessary.

SECTION 4. MEETINGS

The Committee shall meet as needed on a date and time as maybe determined by the members. If, for any
unavoidable circumstances, a member cannot attend a meeting, he/she can send an official and knowledgeable
representative who can speak for and on his/her behalf.

SECTION 5. MAINTENANCE, OPERATING AND OTHER EXPENSES (MOOE)

Funds needed by the BTWC for the effective, efficient and productive discharge of its duties and responsibilities
shall be appropriated, provided and shared equally by the Municipalities of Paracelis and Roxas

SECTION 6. EFFECTIVITY
This Joint Executive Order shall take effect immediately.

Mountain Province and the Municipality of Roxas, Province of Isabela, in the Municipality of Roxas, Isabela, this
8th Day of October in the year of our Lord 2020.
