ACTIVITY PACKET FOR TRAINEES 1
BASIC INCIDENT COMMAND SYSTEM
ACTIVITY PACKET
IMPORTANT: The scenario and other details depicted in this activity packet are intended for
training and exercise purposes only. The data and figures are all fictional. References to real
government agencies, organizations or names of actual persons are just for illustration
purposes. Any resemblance to actual situation of a certain locality is purely coincidental.

MODULE 1: INTRODUCTION TO ICS
EXERCISE 1
Materials:
Blind-fold (or tissue paper)
Playing cards
Duration: 30 minutes
5 minutes instruction
15 minutes activity proper
10 minutes processing
Instructions:
1. Group yourselves into 4.
2. Your task is to arrange the deck of cards according to number/letter: eg Four As, Four
2s, Four 3s, etc.
3. Consider the following parameters:
a. Not all members of the group can touch the deck of cards.
b. If you want to touch the card, you will be blind-folded.
4. Strategize among your group how many members will be blind-folded.
5. The group who arranges the cards the first will win the game.

EXERCISE 2
Materials:
Activity Scenario
Accomplished ICS 201
ICS Form 211 (paper and tarp)
Writing Materials
Duration: 1 hour
5 minutes instruction
45 minutes activity proper
10 minutes processing
Instructions:
1. Assume that you are now the Incident Management Team (IMT) for the incident. Use
the activity scenario and accomplished ICS 201 as references.
2. Accomplish ICS Form 211 (in paper and in tarp) by checking-in:
o Your team members
o The resources that are already on-scene.
3. Present the accomplished ICS Form 211 in tarp to the plenary.

MODULE 2: ORGANIZATION AND STAFFING
EXERCISE
Materials:
Flip chart
Markers
Duration: 30 minutes
5 minutes instruction
15 minutes activity proper
10 minutes processing
Instructions:
1. Based on the given scenario, draw the organization structure of your IMT for the
incident.
2. Present your organization to the plenary.
Note: Remember that your group is the IMT for the operation. Your actual names should be
indicated in the ICS Organization as the IC, Command Staff and General Staff.

MODULE 3: ICS FACILITIES
EXERCISE
Materials:

Duration: 40 minutes

Instructions:
1. Based on the map provided, brainstorm on the location of the facilities needed for the
duration of the incident.
2. Draw the map and the symbols in flip chart.
3. Present your map with symbols to the plenary.

MODULE 4: MANAGING PLANNED EVENTS AND MAJOR INCIDENTS
EXERCISE
Materials:
Meta-cards
Markers
Score board (white board or flip chart)
Duration: 30 minutes
5 minutes instructions
15 minutes activity
10 minutes processing
Instructions:
1. Read the scenario to be flashed on the screen.
2. For every scenario, decide as a group the most appropriate
a. Government agency/ organization who will serve as the Incident Commander
b. Incident management option
3. Write your answers in meta-cards. After 10 counts, each group will raise the meta-card.
Scoring System:
1. The group will earn the following:
a. 1 point if the selected IC is the same with another group
b. Another 1 point if the selected incident management option is the same with
another group
2. The group will not earn any point if the IC and incident management option are the
same with the answers of the other group.
3. The group that will earn the most number of points will win the game.

MODULE 5: INCIDENT/EVENT ASSESSMENT AND MANAGEMENT BY

Instructions:
1. Based on the given scenario, enumerate your incident objectives in flip chart.
2. Present your objectives to the plenary.

MODULE 6: ORGANIZING AND MANAGING INCIDENT RESOURCES
Game: Bring Me
Materials (per group):
Pen
Paper
Duration: 30 minutes
Instructions:
1. This is the popular “Bring Me” game with modification. Choose one participant per
group and stay in front of the plenary. The participant should also bring pen and paper.
2. The task of the group is to bring to their assigned participant in front as many items as
possible based on the condition that will be announced by the facilitator.
3. The task of the representative is to record all items that will be brought by the group in
front.
4. There will be four (4) rounds for this activity. Each round will have a time limit. The
group with the most number of items recorded by their representative for the four (4)
rounds will win the game.
IMPORTANT: After the time limit, if the item(s) are not listed, they will not be counted any
point.

Duration: 1 hour

Instructions:
1. Based on the given scenario update, update the ICS Form 211 since all resources
requested have already arrived.
2. Plan for the needed resources by accomplishing ICS Form 215.
3. Enumerate the hazards and possible mitigating measures using ICS Form 215A.
Outputs: Accomplished ICS Forms 211, 215 and 215A (in paper and in tarp)

Instructions:
1. Based on the given scenario, formulate a written Incident Action Plan.
2. Have the IAP signed by the relevant IMT members and approved by the IC.
3. Submit the IAP to the assigned facilitator for comments and revisions if necessary.

EXERCISE 2
Requirements:

Instructions:
1. Designate the members of the IMT that shall play a role in the operational period
briefing.
2. Conduct an operational period briefing. The audience shall act as the responders for the
briefing.
Note: Wear the vest according to your designated role then perform the briefing.
