1. Introduction
Owing to constraint of construction schedule for job completion, and for purpose of
accelerating the construction progress, XXX site management hereby determines to
recently carryout night shift construction in order to ensure that all the work is performed
under safe condition, we here with take the following measures to guarantee the safety of
all working personnel during the night shift construction.

Work contents: Earth Works, Asphalt Pavement, Backfilling, Painting work and Concrete
Pouring

Work Timings: 08:30 PM to 02:30 AM (During Ramadan)

2. Purpose
The purpose of this plan is to protect the construction workers and public from any potential
hazards of construction activities and also these measures is to guarantee safety of all
personnel working in the night shift, and to avoid the casualty accident resulting from any
incidents; and to prevent occurrence of heavy traffic accident of the casualties’ arising out
of such accident in construction area or in AHH road.

3. Scope
This plan is intended as a useful tool for all those working at night and dark environments in
the construction industry providing everyone involved with useful, practical information and
solutions, so they can create and maintain a safe working environment when working at
night in dark environment.

4. Organizing the Site

Planning the work

Make a good planning by gathering as much information about the project and the project
site before works begin to ensure safety during construction phase. Information that could
be sought should be: -

a) Underground services.
b) Presence of live bare electrical conductors, underground/overhead insulated cables.
c) Advice from the authority concerned should be sought prior to start of work.
d) Ground conditions.
e) Other activities going on the site.

f) Opening of highway roads and detours

5. Common health & welfare facilities to be provided


Ensure provision of basic facilities to safety, health and welfare of employees is suitably
arranged; portable toilets are cleaned on daily basis, cold drinking water available for
workers.

6. Site access
Adequate, safe vehicular traffic routes should be provided on and around the site.

7. Lighting
Ensure adequate lighting of all worksite through natural and/or artificial lighting. All points of
exits and pathways must have proper illumination of 500 LUX.

Adequate lighting should be arranged near temporary platforms (ladders, stairways,


scaffolding).

Lights provided for this purpose shall be located at site to avoid glare and spaced to
adequate lights for the areas covered.
Tyre mounted mobile generators with at least four fluorescent tube lights in one section –
sufficient nos. of such generators must be provided at site to ensure adequate illumination.

8. Site tidiness / housekeeping

a) The site should be kept tidy.


b) Walkways and stairs should be kept free of slipping and tripping hazards.
c) Ensure there are no protruding nails on loose or fixed materials.
d) All unused materials should be cleaned from access and arrange properly on daily basis.

9. Fire Safety
Ensure fire safety on the construction site by: -

a) Providing adequate means for fighting fire.


b) Training of personnel in the use of these fire-fighting equipments.

10. Excavations

a) Locate and identify all utility services, such as electrical, water, sewer and Fiber Optic
Cables in the area before beginning to excavate.
b) Don’t use pointed tools to probe for underground electrical cables.
c) Remove or secure utility poles, rocks or similar objects near the edge of an
excavation to prevent workers from being injured
d) Support the sides of excavations by sheet piling, shoring and bracing to guard against
danger to workers from fall or dislodgement of earth, rock or other material.
e) Inspect excavation slopes and/or supporting systems daily for erosion or deterioration.
f) Keep excavated materials back at least 600 mm (2 ft.) from the edge of any trench
excavation and 1.2 m (4 ft.) from any other excavation.
g) Erect substantial guardrails or barriers around excavations to prevent workers or other
persons from falling into them.
h) Provide a ladder when workers are required to enter excavations over 1.5 m (5 ft) in
depth
i) Do not place or move load, plant or equipment near the edge of any excavation where
it is likely to cause its collapse and thereby endanger any person unless precautions
such as the provision of shoring or piling are taken to prevent the sides from
collapsing.
j) Provide barriers to prevent vehicles being driven into the excavation.
k) Do not allow heavy vehicles near the excavation unless the support work has been
specially designed to permit it.
l) If an excavation is likely to affect the security of a structure on which persons are
working, precautions should be taken to protect the structure from collapse by
providing shoring.

11. Crane Works


a) Have an approved critical lift plan from XXX HSE Department for working during night.
b) Have specific prior written approval for crane lift from XXX HSE Department
c) Have proper illumination sufficient to perform lifting activities during night.

Construction Department shall prepare a Plot / Illumination Plan clearly indicating the
positions of the temporary lights that will be provided during the night works & submit the
same for XXX HSE Department approval for lifting work.

12. Emergency Procedures


Transportation

a) Where an employee has suffered injury or illness at work, XXX shall provide an
appropriate means of conveyance for the employee to take injure / sick employee to
hospital.
b) The appointed person or first-aider shall accompany the injured or ill employee to a
hospital or other similar institution whenever the circumstances so justify.
