Dear administration of Beauciel,

I studied the results of the survey you conducted. According to the survey,
residents identified quite a few problems. These problems can make life in the city
difficult not only for residents, but also for visitors, worsening tourism in the city.
Consequently as much problems as possible must be addressed. I would like to
propose a solution to existing problems.

One of the problem mentioned by residents is too many cars in the city, this cause
other problems like huge traffic jams at peak times and not enough car parks. To
solve this problem I would recommend closing the city center and some more
places for cars, for example the old town, streets where there are a lot of cafes,
shops, etc. So these places will be the areas where there are no cars. As for the
people who work in the city center, you can make huge car parks under nearest
buildings. You can even move parking lots that are on the surface underground.
This will also solve the problem with car parks which take up a lot of space.
Maybe you should expand car parks around the city because they are really small
and can accommodate few cars. What I think is not the best idea is to make car
parks on a surface because this will only worsen the situation. As for the traffic
jams, the best thing you can do is to have stricter rules and punishments. Fine the
errant drivers. Revoke licenses. Have better public transport. Encourage
carpooling. Organizations and firms must take an active part in providing transport
options and encouraging vehicle pooling, so there will be less cars and traffic jams.

As I have said above, you should have better public transport because according to
the survey this is also one of you problems. The bus journeys are too slow. Maybe
this problem will be solved when the amount of cars will decline but anyway, you
could launch new kinds of public transport like tramways. You should consider the
possibility of making an underground. If the area and landscape allow you to do so,
I think this will really reduce travel time from one place to another.

Now about money, all these improvements need a lot of money. There is a way
you can receive them. The city has two more problems, on-street parking and too
much noise especially from motorcycles. You should introduce heavy fines for
people who are parking on the streets. People won’t do this anymore and if
someone will, he will pay a big fine and next time will think twice and you will
receive money for improvements. The same goes with motorcycle’s owners. You
should set the time, for example 9 a.m., until this time drivers and motorcyclists
can’t make noise, signal, scream, etc. And set such a time in the evening, for
example 9 or 10 p.m. and after that time drivers and motorcyclists can’t make
noise as well. Those who break this rule must pay a fine. The income from fines
can be used for your innovations.
