TITLE:

HSE COMPLIANCE BY NDC CONTRACTORS

1.1 PURPOSE

1.2 This procedure:

a. Defines HSE requirements for NDC Contractors providing services to NDC operations; and

b. Explains communication and monitoring methods for NDC management in order to ensure HSE
compliance by Contractors/Service Providers.

2.0 SCOPE

2.1 This procedure applies to all NDC operations.

3.0 RESPONSIBILITIES
3.1 The NDC Country Manager is responsible for ensuring that the HSE requirements specified in this procedure
are suitably incorporated into the contractor agreement(s), as applicable, and monitoring methods are
implemented as defined in this procedure.
3.2 NDC Department Heads (as appropriate) at base support offices are responsible for ensuring that necessary
HSE Induction training is provided to Contractor personnel, in accordance with NDC training requirements,
before allowing such personnel to provide services at NDC work sites.
3.3 The NDC Work site Supervisor is responsible for verifying that all Contractor personnel are trained in
compliance with NDC training requirements before allowing such personnel to perform activities at a NDC Work

3.4 The NDC Country HSE Manager is responsible for the conduct of HSE compliance audits on NDC contractors
in accordance with the country HSE plan.

4.1 PROCEDURE

4.2 Contractors providing services at NDC work sites will be listed in the NDC Approved Vendors List (AVL)
after evaluation and approval in accordance with procedure BMS 5-2-GL-GL-NDC-0022, Local
Vendor/Contractor Approval.

4.3 All Contractors employed by NDC will have written ‘Contract Agreement’ containing applicable HSE
requirements.

4.4 Contractor personnel will be qualified in all training as described in the Contract Agreement and such training
status will be maintained up to date. Additionally, all medical fitness requirements applicable for contractor
personnel will be complied with.

4.5 Contractor personnel will strictly adhere to NDC ‘Alcohol and Drug’ policy as defined in BMS 03-24-POL.

4.6 Contractor management will provide necessary supervision to their personnel at all times to ensure that
NDC HSE requirements are complied with as stipulated in the Contract Agreement and as required by NDC
HSE procedures contained in the Business Management System. Additionally, contractor personnel will

HSE COMPLIANCE BY NDC CONTRACTORS

Task Risk Assessments (TRAs) to ensure hazards are identified and that suitable and sufficient risk control
measures are applied before carrying out any activity.

4.6 Installation of contractor equipment on NDC work site will be done only after necessary inspection and
risk assessment are conducted in accordance with NDC procedure BMS 03-43-PRO ‘Third Party
and Sub-contractor Equipment’.

4.7 If stipulated in the Contract Agreement, contractor management will have operating procedures, such as Standard
Operating Practices (SOPs), for planning and managing their operations effectively and safely and those
procedures will be implemented accordingly.

4.8 Contractors’ equipment, including lifting equipment installed and used at a NDC work site, will be maintained
and inspected in accordance with NDC procedures contained within BMS 03 ‘HSE’ and BMS 06
‘Operations and Maintenance’.

4.9 Contractor personnel will wear properly any necessary and appropriate Personal Protective Equipment (PPE)
while working at a NDC work site. In addition to standard PPE, such necessary PPE may include Working
at Height protection, Respiratory protection and any other suitable protection required for safely carrying out
tasks.
4.10 Contractor personnel will actively take part in all HSE meetings, HSE drills and training conducted at
NDC worksite.

4.11 Contractor personnel will respond to all emergency situations as instructed by NDC senior personnel on site.

4.12 Contractor management will ensure that any incident occurring to contractor personnel or equipment at NDC
work site is reported to a NDC Supervisor immediately.

4.13 All types of wastes generated by contractor activities at a NDC work site will be managed in compliance with
the NDC ‘Environmental Planning and Waste Management’ procedure (BMS 03-41-PRO).

4.14 Contractor vehicles used during the period of the contract and any journeys undertaken associated with NDC
contract will comply with the NDC ‘Vehicle Transport Safety’ procedure (BMS 03-25-POL).

4.15 If stipulated in the Contract Agreement, a HSE Plan will be prepared and implemented by Contractor
management and a copy of the plan will be submitted to NDC management for review.

4.16 All appropriate HSE and associated information will be provided by NDC to Contractor management for
dissemination to contractor personnel.

4.17 NDC will monitor and review Contractor HSE performance and may organize joint meetings with Contractor
management to share concerns and general learning. Contractor management will ensure that such meetings
are well represented. NDC management will ensure that such meetings are accurately recorded.
NDC will conduct HSE audit(s) of Contractor organization in order to verify contractor compliance with NDC
4.18 HSE standards as defined in the Contract Agreement. Such audits will be formally notified in advance and
audit report(s) will be issued to all applicable parties for information and for ensuring necessary actions / follow
up.

4.19 Contractor HSE statistics will be submitted to NDC HSE Manager on a monthly basis as agreed with
NDC management.
