Task 1: Managing risks for those working from home

Question 1

1. The organization is complying with legal requirements of the current government by


following their instructions to work from home hence effectively reducing the risk of
exposure to the virus

2. The organization has effectively reduced the risk by developing a procedure for
workers to follow while working at home

3. In order to ensure that all workers are familiar with safe working procedure of working
at home the guidance has been communicated effectively and distributed to all workers

4. Metal health risks of working at home have also been addressed by the organization
by making a provision of weekly meeting of 30 minutes for workers to socialize with each
other

5. The organizing has also made a provision of one to one meetings for workers who do
not fee comfortable socialising through these virtual meetings hence adequately given
consideration to individual needs to manage the risks

6. The organization has also provided a forum to the workers working from home to raise
their concerns

7. The Organization has successfully assessed the risk arising from prolonged use of
computers and laptops and provided them instructions and guidance on how to setup
their workstation at home

8. The organization has however failed to address the risk posed to the workers working
from home if they have the need to travel to meet with any clients which might request for
a face to face meeting

9. After six months there is a change in the legal requirements as the government has
allowed to work from offices and the organization is managing this change successfully
by carrying out a review of their existing risk assessment and coming up with actions to
manage this change

10. The organization has not considered any other risks which maybe arising from the
worker while working at home such as risks from the use of electrical appliances (laptops
etc.), risk arising from the workers family members or children who might interfere with
their workstation.

11. Before allowing the workers to come back to work from offices the MD has advised e
to do a risk assessment which I am carrying out by vising another company and doing
research on the latest government advice on making workplaces secure against the virus

Task 2: Communicating health and safety

Question 2
1. The organization has successfully communicated the procedure and guidance of
working safety from home to all workers in written form

2. While working at home the organization also made provisions for virtual meetings with
clients hence ensuring effective communication

3. The organization also ensures that regular virtual meetings are held with workers to
address their concerns and for them to socialize with their colleagues which another
useful way of ensuring good communication

4. When the government changed the directive and allowed to work from office the
organization arranged a meeting to plan for the possible return which is another example
of good communication

5. The organization decided on effective ways of communicating the risk assessment in


which they decided to share the findings of the risk assessment to all workers through
team meetings

6. Another effective way of communicating the findings of the risk assessment was that
the signed copy of the risk assessment was to be displayed on the notice board

7. The organization also agreed to send an e-mail to all workers which would include a
detailed step-by-step process on washing hands and other hygiene measures

8.It was also agreed that posters of handwashing and hygiene measures will be
displayed in washrooms which is an effective way of grasping workers attention while
they are washing their hands

9. Plans are in place to write new hand sanitising procedures which will be placed on the
company intranet and hence prove to be an effective communication method

10. Posting of social distancing measure on the company intranet is also an effective way
of conveying the COVID19 measures to the workers

11. It was also agreed that we need acknowledgment of the workers of the new controls
which will archived by training, with power point presentations and by holding regular
workshops

Task 3: Benefits of certification to an ISO occupational health and safety


management system standard to the organisation

Question 3
1. As mentioned in the scenario the certified management system has made the
organisation more efficient and we can maintain this efficiency and even improve it by
marinating the certification our management system

2. I would also explain to the MD our certified management system has already attracted
some important corporate clients and marinating the certification may help do so in
attracting further client in future

3. Maintaining a certified management system will also help our organization in reducing
out accident rate as we will investigate accidents and learn lessons

4. Although we are struggling finically but maintaining the certification will helps us reduce
our insurance premiums and reduce costs

5. Maintaining the certified management system will help us in the better understating of
our roles and responsibilities as we will clearly defined and structured organization

6. Better communication between the management and the workforce will be another
advantage as we will maintain and develop better communication procedure through our
certified management system

7. The certified management system will help communicate the COVID19 best practices
and controls measures to the workers and help us get through these tough times

8. There are regular legal updates coming due to COVID19, maintaining our certification
will helps us maintain our legal compliance with the new legal requirements and we can
avoid penalties or fines etc.

9. Maintaining the certification will help us Demonstrate management commitment


towards health and safety of the employees

10. The certified management system will help managing the COVID19 in a better way
and offer better protection to our workers

11. Our client will be observing how we are coping with COVID19 and marinating the
certification will demonstrate to clients that we can manage COVID19

12. We will be able to maintain and updated our hazard identification procedures with
help of the certified management system and we will have better hazard identification

13. Marinating the certification will demand that we have up to date risk management
procedures, which will enable us in better risk management

14. The ultimate output of a certified management system which is in line with the PDCA
methodology with help us in the Continual improvement of our management system and
continual improvement of our OHS performance as we will review it annually

15. Many clients demand that out organization should have a certified management
system, and we can meet these client expectations by maintaining our certification

16. We have been able to manage COVID19 and adapt to the changing circumstances
due to the certified management system and by maintaining this certification we can
continue to manage similar changes which may arise in future

17. Maintaining the certification will help us set better objectivities and targets every year
which will help improve our overall safety performance

18. The certified management system will enable us to take better care of our workers
and we will be able to reduce the sickness and absence rate, which will start to rise if we
lose our certification

19. The certified management system also helps us retaining our employees as it
demonstrate to them that we care about then hence our staff turnover will be reduced

prevent our financial losses which we may incur if there is an accident

Task 4: Applying further control measures

Question 4
1. The organization is planning to develop a safe system of work by looking at the best
practices of controlling the virus and communicating this safe working method to all
workers

2. A review and update of the risk assessment is planned to ensure that the adequate
controls measures are in place

3. The organization is planning to increase the frequency of the cleaning so that it is done
more often and is done in a more extensive and through ways to ensure cleanliness and
to prevent the spread of the virus

4. A detailed step by step procedure for hand washing and other hygiene measure is
being developed and will be communicated to all employees

5. The organization is also planning to develop informatory posters regarding hand


washing and hygiene measures which they will post in the wash rooms

6. New hand sanitizing procedures are being developed which will be convey to the
workers remote meetings and by posting on company intranet

7. The organization is developing social distancing measures to keep workers apart while
at work and this posted on the intranet

8. The organization is also consider revising and updating the first aid policy to
incorporate measure for COVID19 to enable to give better first aid

9. The emergency arrangements and the evacuation procedures are also being revised
and updated to cope with COVID19

10. The organization is also planning to carry out training with all the workers to convey
them the modified arrangements and help them better understand the measures

11. The modified presentation will be converted into presentations and will also be
discussed in workshops to enhance the workers awareness and make them
acknowledge these measures

12. The organization is also planning to ensure better supervision and management of
the workers to ensure the new rules are complied with

13. The organization also plans to monitor the compliance through behavioural safety
observations

14. There are also plans in place for carrying out safety tours to ensure that the workers
are maintaining physical distance and wearing masks and complying with the new
requirements

15. The Human resources manager is planning to develop a disciplinary procedure


through which we can enforce the implementation of the modified procedures

16. The organization is also planning to revise the policies and procedure for contractors
and visitors to ensure that our owners are not affected by them and they are not affected
by our workers

remotely which will help limit the spread of the virus

Task 5: Influencing behaviour to improve performance

Question 5
The organisation has a robust and certified management system in place as mentioned
in the scenario, this will help the workers adopt to the new behaviours

Written procedures have been made available to the workers for and clear instructions
have been given which will enable the worker in adjusting and modifying their behaviours

The organization has carried out a detailed risk assessment and proposed controls
measure for the workers which should make it easier from them to adapt

The organization plans to carry our training sessions with the workers to make them
aware of the modified procedure which will enable them to change their behaviours

There are also workshops and presentations planned by the organizations which will
enable the workers to acknowledge and realize the importance of the new measure and it
should be easy for them to adopt the new behaviours

The new procedure requires regular and thorough handwashing which will be
communicated to all employees through a step by step procedure sent to them by email
which should help in changing their behaviour

We are also supplementing this information by putting up posters in the washrooms


which will have an immediate impact when they are washing hands and this should help
them adopt this new behaviour.

Remote computer meetings will be held in which the same information will be relayed to
them and this should also help modify their behaviour

It is visible form the scenario that the management of the organization is committed
towards health and safety which will definitely help changing the workers behaviour

The organization is also planning on conducting behaviour observations through safety


tours and monitoring the behaviour of the workers which will put them under the light and
compel them to change their behaviour.

The increased participation from the line management and supervision will also influence
the behaviour of the workers

The human resource manager is considering revising the company disciplinary procedure
and human behaviour is often influenced by disciplinary procedure which should make
the workers adopt to requirements and change their behaviour

The organization plans to get acknowledgment of the workers for the newly introduced
and modified controls measure which is consulting with the workers and the workers will
feel empowered and will surely modify their behaviours

A detailed procedure on wearing PPE especially when in closed room is also being
written, this written procedure will also give advice to the workers and help them change
their behaviour

Majority of the modified / new control measures are derived from the instructions of legal
authorities and hence carry a lot of weight hence it should be easy for the workers to
change their behaviour

Task 6: Checking management system effectiveness through auditing

Question 6 (a)
I would advise the managing director that an inspection is a snapshot of the workplace
whereas an audit is a detailed and thorough process which looks at the entire
management system

Inspection identifies unsafe acts and conditions and highlights the hazards present in the
workplace whereas an audit identifies gaps in the management system and non-
conformances

Inspection can be short and quick (completed in a few hours) depending on the area to
be inspected whereas auditing is an elaborate process and takes a long time to carry out
sometimes even days

An inspection only looks at the hazards present in that specific moment or time whereas
audit can reveal what unsafe acts and conditions that prevailed previously through the
examination of records

An inspection doesn’t require a great deal of competence and can done by some with
basic knowledge and training whereas as auditing requires extensive training and
knowledge of auditing skills and detailed investigation techniques.

An inspection usually requires little or no planning whereas auditing required a lot of


planning and preparation

Inspections can be carried out individually by one person whereas audits are usually out
by an audit team

Inspections are relatively cheaper whereas audits are more costly as they require more
resources and time

An inspection merely consist of a physical visit of the workplace where as auditing


consists of interviews, meetings, reviewing documents and records and a site visit

Inspections are a check of the ongoing activities on the site and do not provide an
account of what goes on before or after the inspection. Whereas an audit can provide a
deep insight into the level of compliance through the review of documents and records

and by conducting interviews, you can determine on what non-conformances have
existed in the past

An inspection can be held on a short notice whereas you need to give prior and advance
notice for audits for the necessary arrangements to be made

By taking actions on the findings of the inspection you are usually only rectifying the
unsafe act or condition which means they are doing correction, whereas in an audit you
can identify the root causes of nonconformity and take corrective action to prevent the
non-conformity from re-occurring

Question 6 (b)
I will advise the management director that third party auditors are independent of the
internal relations and will not show bias, whereas internal auditors may show bias during
the audits due to internal working relations and internal politics

3rd party auditors are often able to see or identify gaps as they are having a fresh pair of
eyes which internal auditors are not able identity as they are used to seeing things the
way they are

3rd party / external auditors usually have wider experience of different types of workplace
as they are used to auditing various organizations whereas internal auditors lack that
broad range of experience.

3rd party audits are usually well trained and more experience and can add a lot of value to
the organization whereas internal workers may not be that much experience

The findings and recommendations of the 3rd party auditors will carry a lot of wright as we
are specifically arranging their audit whereas internal workers recommendations may not
be given the same importance

Our workers will take 3rd party auditors more seriously rather than our internal workers

Task 7: Identifying data used to monitor health and safety performance

Question 7
The organization has made arrangements for the use of technology and holding remote
meetings to avoid physical contact and gathering, the total number of virtual/remote
meetings can be used as indicator of safety performance. The larger the number of
online / remote meetings the better the OSH performance

The organization was measuring the number of incident (accidents and near misses etc)
and working remotely will definitely reduce these incidents which can also be sued as an
indicator of OSH performance.

Weekly meetings for socialising with colleagues have been arranged to cater for the
mental issues of the workers and a target of at least one meeting per week is set which
can also be used as a OSH performance indicator

Compliance with the new safety rules which have been proposed to manage the
pandemic can be used as a health and safety performance indicator for the organization

The number of cleaning and disinfection activities/events carried out by the cleaning
contractor can also be used as an indicator of the OSH performance

The number of positive/suspected COVID19 cases reported to the government
authorities may be used as an OSH performance indicator

To familiarize the workers with the new controls measures the organization has planned
training sessions which can also be used as an OSH performance indicator wherein we
can set a target of ‘x’ number of trainings in a week or month and then verify whether we
achieved that target or not.

The organization has also planned workshops and presentations to familiarize the
workers with new requirement which can also be used as OSH performance indicator

The number of behavioural safety observations raised by the supervisors and line
managers on a weekly or monthly basis can also be considered as an OSH performance
indicator

The organizations has planned for safety tours to verify controls and to identify
observations which can also be considered as an OSH performance indicator as we can
set a target of minimum number of safety tours per month and then measure
performance against it.
