2021 PAMBANSANG BUWAN AT ARAW NG PAGBASA

1. Republic Act 10556, declares November 27 of every year as “Araw ng Pagbasa” and as a regular
working holiday to be celebrated in all schools in the country as a means of promoting reading and
literacy. In view of this, and in pursuance to Memorandum DM-CI-2021-00466 on the 2021
Pambansang Buwan at Araw ng Pagbasa with the theme, “Bawat Bata Bumabasa sa Kabila ng Hamon
sa Pandemya” all schools are enjoined to hold virtual activities that will promote love for reading
among elementary and secondary learners.

2. Enclosure No.1 stipulates the list of activities for the duration of the celebration. Likewise, all schools
and learning centers may conduct other related activities that promote reading other than those on the
list. A national virtual kick off will be held on November 8 and will be livestreamed via the DepEd
Philippines Facebook Page. The PBAP shall culminate with the nationwide synchronized story reading
time on November 26, 9:00 am Philippine Standard Time PST. All learners, teaching and non-teaching
staff shall drop everything and read.

3. All schools are expected to submit video clips, pictorials and narrative report of their virtual reading
activities and other related activities in soft copy on or before December 6, 2021 via
https://bit.ly/SDHCReadingMonth for submission to the Bureau of Learning Delivery (BLD). All
contest materials should also be submitted using the same link.

4. Immediate and wide dissemination of this Memorandum is desired.

Contest Mechanics and Criteria: Dugtungang Pagbasa

Activity description: Dugtungang Pagbasa is an online regional reading activity. This activity aims to showcase regional
diversity and individual talent amongst learners.
Participants: Three (3) students from Grade levels 4-6 of each region will be pre-selected to participate. Representatives
will be identified by the participating region.
Mechanics:
1. Participants from different regions will be assigned to a passage of a story.
See reading piece designation on page 3.

2. The participants will analyze the passage and interpret it by creating a narration video (with visual slides) using PowerPoint
Recorder.

3. If needed, regional participants will be provided by their regional office with equipment such as laptop, web camera,
external microphone, and lighting to produce the narration video.

Contest Mechanics and Criteria: Reading Cup

Contest description: Reading Cup is a gamified regional reading contest through Reading Progress. This activity aims to assess
the reading fluency level of students and showcase exemplar readers across regions.
Contestants: All students from Grade levels 7 – 12 of all regions are invited to participate.
Mechanics:

2. Participants will input the code to MS Teams app to join to their Regional Team.

3. Participants will select the reading material designated to their grade level.

4. Participants will record themselves reading the selection. Students are allowed to have 3 attempts before submitting their
reading entry.

5. Weekly reading leaderboards will be posted on DepEd Philippines Facebook page to recognize top readers based on the
Reading Progress insights.

6. Top readers from week 1 and week 2 will advance to the finals on November 22, 2021. Top 3 winners in the final round
will be recognized on the Culminating Activity on November 26.

Contest Mechanics and Criteria: My Top Literary Pick (Vlog)


Mechanics:

1. The contest is open to all Junior and Senior high school students in the Schools Division of Himamaylan City.

2. The vlog must be an original work and between 3-5 minutes in length.

3. The vlog’s language must be in English. No foul and offensive language is allowed.

4. Each entry must focus on the contestant’s favorite literary piece or book. The vlog entry should high light the following
contents:

A. What the story is about


B. The author and his/her other works
C. A brief statement about the plot
D. Favorite characters in the story
E. Favorite part/scene or happening in the story
F. Lessons or insights learned in the story
G. Recommended ending or plot twist
H. Why should other readers read the story

5. All entries must be submitted in digital format. No professional assistance is allowed. Parents, siblings or teachers) may
assist as camera man or actors but not as content contributors.

6. The learner’s name and school represented must be placed at the end of the vlog.

Criteria for judging:

Creativity 15% this is the overall concept and the story line. The participants must be able to show why their top
literary pick is the best and why others also need to read it.

Content 30% this is the overall information and experience of the participant that may also provide the
viewers an overview about their top literary pick.

Editing 10% this is how the video is edited. Sequencing, background music, sound effects and cut-to-cut
editing style.

Fluency 25% is how the contestant performed all throughout the vlog. The contestant should have proper
pronunciation and should speak with fluidity and good tempo.

Impact 20% the number of likes and reactions the video gets once posted on social media

Contest Mechanics and Criteria: WHO’S WHO IN LITERATURE


Mechanics:

1. The contest is open to all learners in the Schools Division of Himamaylan City.

2. There will be four (4) contest categories; K to 3, Grades 3-4, JHS, and SHS. One winner will be selected for each category.

3. Participant is free to choose a character from any books and literary pieces. He/She will then portray the lines mimicking the
looks, and personality of the chosen character. The lines should not contain profane and/or lewd language and should not
convey unethical themes.

4. Participant can use costume, make-up and props (body or hand props) whenever necessary. Background music can also be
use provided that the quality of video and audio is not compromised.

5. The recorded video should be a minimum of three (3) minutes and maximum of five (5) minutes.

6. The decision of the board of judges will be final and irrevocable.

Criteria for judging:

Characterization and Interpretation 40%


The student-impersonator portrays masterfully the character traits, looks,
and personality of the character being interpreted.

Vocal Aspect (clarity and projection of voice, posture, eye contact, and confidence) 30% 
The student-impersonator reads and speaks very clearly, uses masterful expression/voice,
uses relevant hand gestures, and makes flow effortlessly

Virtual Presentation 20%


The student-impersonator appropriately uses of costumes, props, wears make-up,
and uses background music

Virtual Impact 10%


The student-impersonator evokes an emotion to and from the viewer

Mechanics:

1. The contest is open to all K to 3 learners in the schools division.

2. Each participant will submit a 3 minute recorded video reading a mother tongue short story of his/her choice. Story Reading
video can be recorded using any video apps as long as it will not alter the flow of the story.

3. The participant shall use big book to read stories.Too many graphics and animations are highly discouraged.

4. The video should primarily highlight the child’s mastery of the piece, voice projection/style, expressions, and level of
confidence.

1. Ang paligsahan ay bukas sa lahat ng mag-aaral ng Junior High School(Baitang 7-10) ng Dibisyon ng Lungsod ng
Himamaylan taong paunuruan 2021-2022.

2. Maaring isa hanggang tatlo ang kalahok ang nasa bidyu.

3. Kinakailangan na mayroong tiktok account ang mga kalahok (kung tatlo o dalawa ang kalahok, pipili lang ng isang tiktok
account at doon iuupload ang bidyu)

4. 30 segundo hanggang isang minuto ang introduksyon sa bidyu at 2 minuto naman para sa pagkukuwento o pagbubuod ng
mga kinagigiliwang panitikan/kuwento sa mga aralin mula sa baitang 7-10.

5. Ang kasuotan ay dapat naayon sa pamantayang moral at etikal.

6. Walang anumang epektong teknikal tulad ng musika o tunog.

7. Ang pagkakasunod-sunod sa pagtanghal ng mananalo ay kampeon, unang gantimpala at ikalawang gantimpala.

8. Ang desisyon ng lupon ng inampalan ay pinal at walang makapagbabago.

Panuntunan:

1. Ang paligsahan ay bukas sa lahat ng mag-aaral ng Baitang 4-6(Elementarya) ng Dibisyon ng Lungsod ngHimamaylan, taong
paunuruan 2021-2022.

2. Ang Masining na Pagkukuwento ay dapat nakarecord at isusumite ang bidyu sa TWG isang araw bago ang patimpalak.

3. Bawat Cluster ay pipili ng isang kinatawan.

4. Ang kalahok ang siyang pipili ng piyesang kanyang gagamitin. Dapat ito ay pambatang piyesa at ito’y kapupulutan ng
mabuting aral.

5. Mayroon lamang nakalaang limang minuto para sa presentasyon ang bawat kalahok. Kung ubos na ang oras na itinakda ay
maari pa ring magpatuloy ang kalahok sa pagkukuwento ngunit isang puntos ang ibabawas sa bawat sampung segundong
kalabisan sa paglahad makaraan ang tatlong minuto.

6. Ang kasuotan ay dapat naayon sa pamantayang moral at etikal.

7. Walang anumang epektong teknikal tulad ng musika o tunog.
