1 Summary of Projects HSSE issues
The Nairobi Water and Sewerage Company (NAWASCO) has contracted Fourway Construction
Company Limited to undertake section of the sewer and water pipelines relocation works along
Waiyaki way as part of the associated works for the dual expansion of the Waiyaki way road.

This report presents the monthly Health, safety and environment progress recorded from 1 st October
2021 to 31st October 2021. The report is a complete overview and analysis of HSE issues within the
projects scope for the month of October.

The project has achieved approximately 7,000 cumulative man hours worked up-to 31 st October
2021. The month has recorded zero lost time incidents since 1st October 2021. The project
accomplished considerable health, safety and environment (HSE) success; it had no major incidents
except few minor first aid cases. First Aid cases were considerably low with most being related to
minor cuts and bruises as a result of inefficient use of hand gloves provided by the contractor. The
project had no occupational medical case.

The Month’s success was attributed to HSE inductions conducted to all workers regularly, tool box
talks conducted every day and adherence to safe working procedures. The tool box talks is a step
towards our awareness programs conducted on a daily basis on HSE aspects among all workers,
supervisors, and engineers to create awareness among the project’s man-power for safe and heathy
environment while at work.

2.1 The HSE successes were registered during the month due to the following factors:

2.2 Major construction activities for HSSE supervisions for the month included;

 Form work and casting of anchor blocks for bends


 Leakage repairs on DN 500 pipelines
 Excavations and pipe laying DN 500, DN 250 and sewer line DN 300
 Installation of inspection covers and top concrete finishes on manholes
 Wielding and fabrication of bends for DN 500 pipelines

3 MAIN CHALLENGES:
The following challenges were experienced in the month of October:

 Lack of standard fuel ferrying containers-leakages (spot ground contamination)


 Theft/vandalism of warning tapes and pegs
 Insufficient safe transport means within the sites for workers-plant cabins, tipper buckets and
pickups
 Poor PPE quality-e.g. mud gumboots instead of steel toed gumboots for construction
 Slowness in expedition of HSE requisitions-budgeting and delivery
 Poor waste management in Mountain View Yard.
 Unstable soils that can easily curve in at some work zones
 Lack of enough space to create slopes and room to create enough working zones at the

10.2 Security Concerns related to safety

11 GENERAL RECOMMENDATIONS
Transportation of workers to and within sites is currently the most high risk activity. Employees are
usually transported on the open tipper trailers or on pickups. This poses a great danger and
predisposes the ferried employees to an RTA. Considering the continuous growth of manpower at
sites/Gatuanya, It will be prudent and safety proactive that the company sources for a mini staff bus
to safely aid in employees transportation site needs.

Dust emission is a major menace causing pollution nuisance with potential to major social and ill
health incidents on Gatuanyaga road project. Its therefore of great essence that we have a
permanently dedicated water bowser for dust suppression exercise.

HSSE requisition purchases and deliveries should be expedited and whenever cash flow challenges
are experienced, then such communication should be made promptly for timely suggestions on
possible interim way outs.

The procurement department should always consult with HSSE before and when purchasing any
HSE related equipment for quality and type advice/directive.

The HR should prioritize and organize for medical examination to all semi-permanent and
permanent employees as required by OSHA Act 2007.

PPE management should solely be the responsibility of HSE and every department should liaise with
HSE before placement of PPE orders.

Approval for regulatory compliance budgetary allocations to be given priority as they hold a legal
penalty and prosecutorial risks.

The lease agreement for the batching plant space is too short. We should take advantage of the status
quo and extent the lease duration for at least three years. As it stands, future renewals might attract
unprecedented scuffles with land owner who can easily take advantage that the establishment is
costly and hence demand for new stringent and more costly terms.

Waste volumes keeps surging each day at Ndarugo waste holding area. A consistent counter
measure: transportation and disposal programmes should be actualized and effected. I’m working on
proposed waste management plan and once approved, waste streams will easily be managed
henceforth.
