atmosphere. ... Most types of clouds are found in the
troposphere, and almost all weather occurs within
this layer. The troposphere is by far the wettest layer
of the atmosphere; all of the layers above contain
very little moisture

Tropical Cyclone Forecasting


Meteorologists around the world use modern
technology, such as satellites, weather radars
and computers, to track tropical cyclones as they
develop. Tropical cyclones may be difficult to
forecast, as they can suddenly weaken or change
their course. However, meteorologists use state-
of-art technologies and develop modern
techniques such as numerical weather prediction
models to forecast how a tropical cyclone
evolves, including its movement and change of
intensity; when and where one will hit land and
at what speed. Official warnings are then issued
by the National Meteorological Services of the
countries concerned.

Each year the impacts of tropical cyclones and other weather,
climate and water extremes around the Earth give rise to
multiple casualties and significant damage to property and
infrastructure, with adverse economic consequences for
communities that can persist for many years. All this happens
in spite of the fact that many of these severe events have been
well forecast, with accurate warning information disseminated

in a timely fashion by the responsible National Meteorological and Hydrological Service
(NMHS). The reasons for this apparent disconnect lie in the gap between forecasts and warnings
of hydro meteorological events and an understanding of their potential impacts, both by the
authorities responsible for civil protection/emergency management and by the population at
large.

Typhoons in the Philippines


Can occur any time of the year, with the months of June to September being most active, with
August being the most active individual month and May the least active. Approximately 20
tropical cyclones enter the Philippine area of responsibility yearly, an area which incorporates
parts of the Pacific Ocean, the South China Sea, and the Philippine Archipelago (with the
exception of Tawi-Tawi province). In each year

Characteristics of tropical cyclones


A tropical cyclone is a rapid rotating storm originating over tropical oceans from where it draws
the energy to develop. It has a low pressure center and clouds spiraling towards the eyewall
surrounding the "eye", the central part of the system where the weather is normally calm and free
of clouds. Its diameter is typically around 200 to 500 km, but can reach 1000 km. A tropical
cyclone brings very violent winds, torrential rain, high waves and, in some cases, very
destructive storm surges and coastal flooding. The winds blow counterclockwise in the Northern
Hemisphere and clockwise in the Southern Hemisphere. Tropical cyclones above a certain
strength are given names in the interests of public safety

A hurricane or typhoon is a type of tropical cyclone, or


severe tropical storm. They form in almost all ocean basins. A
typical cyclone is accompanied by thunderstorms, and in the
Northern Hemisphere, a counterclockwise circulation of winds
near the earth's surface (clockwise in the Southern
Hemisphere).

All Atlantic and Gulf of Mexico coastal areas are subject to


hurricanes. Parts of the Southwest United States and the Pacific
Coast also experience heavy rains and floods each year from
hurricanes spawned off Mexico. The Atlantic hurricane season
lasts from June to November, with the peak season from mid-August to late October. The
Eastern Pacific hurricane season begins May 15 and ends November 30.

Hurricane and Typhoon Preparedness Checklist


● Build an emergency kit and make a family emergency
plan Know your surroundings
● Learn the elevation level of your property and whether
the land is flood-prone, which will help you know how
your property will be affected when storm surge or
tidal flooding are forecasted
● Identify levees and dams in your area and determine
whether they pose a hazard to you
● Learn community hurricane evacuation routes and
how to find higher ground
● Determine where you would go and how you would
get there if you needed to evacuate

During a Hurricane or Typhoon


● Listen to the radio or TV for information and keep your
weather radio handy
● Secure your home, close storm shutters and secure outdoor
objects or bring them indoors
● Turn off utilities if instructed to do so. Otherwise, turn the
refrigerator thermostat to its coldest setting and keep its doors
closed
● Turn off propane tanks
● Avoid using the phone, except for serious emergencies
● Moor your boat if time permits
● Ensure a supply of water for sanitary purpose such as
cleaning and flushing toilets: fill the bathtub and other larger
containers with water
● Find out how to keep food safe during and after an
emergency

You should evacuate under the following conditions:
● If you are directed by local authorities to do so, and be sure to
follow their instructions
● If you live in a mobile home or temporary structure — such
shelter are particularly hazardous during hurricane no matter
how well fastened to the ground
● If you live in a high-rise building — hurricane winds are
stronger at higher elevations
● If you live on the coast, on a floodplain, near a river or on an
island waterway

Hurricane Hazards Mitigation


Hurricanes are one of the most
devastating natural disasters in the
U.S. Hawaiʻi is vulnerable to
hurricanes between June and
November, when the sun heats up
the ocean surface temperatures
enough to produce strong storms
with winds in excess of 74 mph.
Because of the Coriolis effect,
these strong storms rotate in a
circular fashion, and hurricanes can grow to hundreds of miles across.
A hurricane develops gradually from a smaller storm system. A tropical depression is an organized
system of clouds and thunderstorms with defined circulation and maximum sustained winds of 38 mph or
less. This weather system can strengthen and become a tropical storm, with maximum sustained winds of
39 to 73 mph. In turn, a tropical storm can grow into a hurricane, an intense tropical weather system with
a well-defined circulation and maximum sustained winds of 74 mph or higher .

1. Disaster Reduction and Mitigation against Typhoons

This database represents typhoon


disasters with three basic components,
namely, trigger, change, and damage. The
advantage of factoring typhoon disasters
is that disaster prevention and mitigation
measures can be formulated in a clearer
manner.
Measures for Trigger

One idea
on
disaster
prevention measures for trigger is to destroy typhoons in the
first place. In fact, this idea has been proposed for many years,
and severl experiments had been carried out for controling
typhoons (hurricanes). Namely, they scattered silver iodide
from above the typhoon to force rainfall earlier to weaken the
energy of the typhoon long before its landfall. Observations
made during experiments indicated the weakening of the
hurricane after scattering silver iodide. but they could not prove
rigorously that the weakening was actually because of the effect
of experiments.
