風雨蘭於2000年由關注婦女性暴 Set up by the Association Concerning Sexual

總幹事的話
風雨蘭多年來堅持提供一站式服務予受性暴力傷害的幸存者,作為本港首間性暴力危機中
心,風雨蘭累積的實踐經驗讓我們得以更清晰地看見香港性暴力的情況。醫院為基地的服務
模式,體現了醫療與社會服務跨界別的協作,有效地支援性暴力受害人,減低制度對他們的
二度創傷。
為進一步推動於本港公立醫院設立符合世界衛生組識《對性暴力受害人之醫療及法律支援
指引》的性暴力介入服務,風雨蘭在HKIAFS Foundation的支持下於2018年6月初舉辦了「
性暴力在亞洲 - 國際研討會」一連兩日地就一站式醫療及司法性暴力介入模式與多個地區
交流經驗。年內,立法會亦辯論及通過了由陳沛然議員動議的「要求政府在公營醫院內增設
性暴力受害人及受虐兒童危機支援中心」議案。
近年的#MeToo運動把性暴力議題推到鎂光燈下,引起香港社會的關注。正當問題漸漸浮出
水面讓人不得不正視,現存香港女性遭受性暴力的數據和資料卻寥寥可數,僅有警方和社署
提供的整體數字,難以讓社會對性暴力的問題有更全面的了解。我們於2019年3月,發表了《
風雨蘭個案回溯研究報告2000-2018》
,整理風雨蘭過往的個案記錄並加以分析,務求詳盡
分析統計數字,加強公眾人士以及日後研究對相關議題的認知,繼而探討更有效打擊性暴力
的方法。
《個案回溯研究》突顯了長久以來性暴力幸存者追討公義的困難。其中數字顯示,有報警求助
的個案中,平均每8宗個案,僅約1宗案件於第一次法庭判決後成功將犯人定罪。同時,年報出
版之際,公眾對執法部門的信心處於前所未見的低位。對我們而言,這不僅影響性暴力幸存
者追討公義的渠道,亦同時影響了風雨蘭致力連結醫療、司法、法醫及輔導的支援服務在司
法公義層面上的連繫。風雨蘭一直相信公義不只體現於法庭的判決中,我們亦正進一步發展
既有制度外協助幸存者尋找公義的方式,當中包括透過小組等形式實踐敘事公義等。
最後,我很希望對近二十年來支持風雨蘭的夥伴表達最衷心的感謝,他們包括:一直與我們
同行的義工、充滿勇氣與生命力的服務使用者、慷慨的資助夥伴及捐助者、各界別的工作夥
伴、以及過去和現在的同事。全賴他們的信任及堅毅的工作,才能使風雨蘭的工作得到大眾
認可,讓社會邁向「零性暴力」變得可能。

Director's Statement
For years, RainLily has insisted on providing one-stop service for survivors of sexual violence and has
accumulated years of practical experience. These experiences have allowed us to look at the issue of sexual
violence more clearly. RainLily's hospital-based service model embodied the collaboration between medical
and social service sectors to provide the most effective intervention for victim-survivors of sexual violence
and reduce the systematic secondary trauma.
To further push for the establishment of sexual violence intervention services within Hong Kong public
hospitals that are in accordance to WHO's Guidelines for medico-legal care for victims of sexual violence,
RainLily co-organised Symposium on Sexual Violence in Asia with the support from HKIAFS Foundation.
The two-day seminars on early June 2018 allowed us and various local agencies to exchange with other
region's service providers on medico-legal service models. In the same year, the LegCo has also debated and
passed a motion moved by Dr Hon Pierre Chan - Requesting the Government to set up crisis support centres
for sexual violence victims and abused children in public hospitals.
The #MeToo movement in recent years has made the issue of sexual violence in the limelight. However, it is
incredibly hard to obtain the data of sexual violence, where only the Hong Kong Police Force and Social
Welfare Department of the Hong Kong government are accessible for part of the data, which is tough to
have a comprehensive understanding of the issue. In March 2019, we have launched the report for A
Retrospective Study of RainLily's Crisis Services (2000-2018). The report, which analysed the meticulous
records that have been kept for each case, hopes to inform the public and future researches with a more
complete picture of the issue and allow for the search for different innovative ways in tackling sexual
violence.
RainLily Retrospective Study has highlighted the hardship in seeking justice for sexual violence survivors.
Figures have revealed that an average of merely 1 in 8 reported cases had been able to have the perpetrator
convicted. At the time of publication of this annual report, we are also witnessing an unseen low of public
confidence for the city's police authority. As a support service provider that strives to connect medical,
judicial, forensic, and counselling, this will have an unavoidable impact for us to assist survivors to achieve
judicial justice. RainLily believes that justice is not merely driven by, nor reflective of, court rulings, we are
developing further into assisting survivors to seek justice beyond the existing system, such as narrative
justice initiative.
At last, I hope to express my most genuine gratitude to the partners that have been supporting RainLily in
the past two decades, including our volunteers, service users, funding bodies, donors, collaborative parties
from different sectors, current and past colleagues. Their trust and fortitude are what make RainLily's work
in achieving the elimination of sexual violence possible.

而且保障私隱;設有輔導室、錄取口供的場地及設施外,亦有設備
完善的法醫檢查室和洗澡室。
在受害人同意下,由警方安排警員到危機中心,讓受害人不必奔波
,在較為有安全感的環境下錄取口供;同時安排法醫檢查及由醫生
提供事後避孕及性病檢查,減免受害者覆述受害經驗;另外亦會按
受害人需要,提供危機介入及長期輔導。

One-Stop Crisis Centre
It was very important to establish an environment that encourages victims
to seek help. RainLily has 24-hour crisis centres in Kowloon and the New
Territories, offering victim-survivors the support they need. Combining
different specialised services together, victim-survivors can be spared
from running around and recounting their painful experience
repeatedly.
The address of the crisis centres is strictly confidential to protect the privacy
of service users. They have a warm and homey design with a safe and
comfortable environment. Besides a counselling room and statement taking
facilities, there are also a well-equipped forensic examination room and a
showering room.
With the victim’s consent, police officers would come directly to the crisis centre so
that the victim can give the oral statements in a more familiar setting without
the need to travel around. At the same time, forensic examination,
post-coital contraception, and check-ups for sexually transmitted diseases
are provided. In addition, crisis intervention and long-term counselling are
given to victim-survivors according to their needs.

風雨蘭與多間醫院為合作伙伴,為受害人提供即時診治及預防治療,包括:事後避孕、性傳播
感染檢驗及事後醫療跟進。為令受害人能安心接受治療,風雨蘭陪同受害人接受醫療服務,
並為她們解釋各項醫療程序。年內,風雨蘭提供共477小時醫療陪同服務。
Proceedings Accompaniment
Besides delineating the process, RainLily will accompany the victim through the entire process,
including deposition, court appearances, or appearances before the Equal Opportunities Commission.
Service during the past year amounts to 877 hours.
輔導小組
風雨蘭的輔導小組是受助人治療創傷的一個平台,受助人從中得到同路人的安慰和支持,在
安全的氣氛下釋放埋藏在心中的負面情緒,並學習面對情緒的方法,讓自己更有力邁向康復
之路。年內,風雨蘭共舉辦了36節小組,參加人數達45人。
Counselling Groups
Group counselling is a means to help victims rebuilt their lives. In
the safe supportive environs of peers, victim-survivors learn
to overcome and deal with negative emotions, thus
empowering them to face the future. In the past year, 36
group sessions were conducted for a total of 45 clients.

求助
受助人主要是自行或由親友代為致電風雨蘭熱線求助,佔總求助人數近七成。熱線由社工及
受訓的女性義工接聽,年內,風雨蘭共接獲2,035個求助。同時,風雨蘭的工作得到各個專業,
包括:社會服務機構、警方及醫院等的肯定,轉介受害人到風雨蘭接受服務。
Help-seeking
Most of RainLily’s service users are self-referred or by friends and relatives, accounting for almost
70%. The hotline service is staffed by our social workers and trained female volunteers. In the past
year, RainLily has received 2,035 request for assistance. Increasingly, our services are trusted by
different professional sectors, referrals often come from social work institutions, police and hospitals.

法律充權計劃
面對繁複的法律程序,受害人常會感到無助。風雨蘭於2014年
開展了法律充權計劃為性暴力受害人提供免費法律諮詢,安排
與義務律師會面,並提供法律、法庭保障及相關權益的資訊。年
內,風雨蘭為68名受害人提供共90小時的法律諮詢服務。

Empowerment Scheme
In pursuing legal recourse, victims of sexual violence would often find
the process intimidating. To address that problem, RainLily
established the Legal Empowerment Scheme in 2014, by connecting
with pro bono lawyers; provide free legal counsel for our clients. In the
past year, we have provided 90 hours of free legal advice to 68
victims.

風雨蘭熱線義工訓練計劃
風雨蘭每年均舉辦熱線義工訓練,培訓女性義工提供即時情緒支援予性暴力受害人及其家
人。風雨蘭今年為31名新義工舉辦了10節工作坊、訓練營及實習。另舉辦6次義工分享會,參
與人數達48人,以加強義工接聽熱線的技巧,同時互相分享義工當值經驗,並了解在性暴力
議題方面的最新現況。

Volunteers Training
RainLily’s pool of female volunteers assist us to provide hotline emotional
support for victim-survivors and their families. This year, we held 10 training
sessions for 31 new recruits and 6 gatherings for 48 volunteers to
encourage experience sharing. During these meetings they shared their
learning through hotline service, and received updates on the latest issues
on sexual violence within the community.
輔導員心聲
過往的輔導工作,對象主要是受情緒困擾的人士,故一直在個案及社區層面推動情緒教育,
希望社區人士對個人情感有更多的關注,提高情緒的能力以面對人生中可能遇到的逆境及
必然的失去及失落。然而,在風雨蘭的輔導工作中,除了要照顧性暴力受害人情緒,更需要是
與她們一起爭取公義。社會上對性的禁忌、指責受害人的文化、縱容性暴力發生的論述及制
度的不義,亦令受害人的傷口被無視,忽視及歧視。這些傷口到最後亦被集體的遺忘,更令受
害人被噤聲。她們想要的公義亦可能只是想自己的聲音被聽見、尊重及認同。回歸到這些簡
單而真實的基本步,才是一切治癒的開始。

最後我鼓起勇氣向風雨蘭求助。
風雨蘭就像這隧道裡的一根蠟燭,讓我感到安全,被尊重
,及掌有控制權。在這裡我曾參加小組,認識一班同路人,頓時
覺得這個世界上有人和我分享著同樣的感受,無力和孤單的感覺開始
漸漸與我疏遠。在輔導員的陪同與幫助下,我亦選擇把這個秘密盒子拿出來,小心翼翼的打
開並與這事正面交鋒…打開盒子,在輔導員引導下,我發現不再只有感到羞恥和害怕,原來
我會為此感到憤怒-這不是我的錯!侵犯我的人利用權力奪去我身體的話事權,是我受到傷
害,為何我要害怕別人知道我受傷害的傷口呢?雖然離開這條黑暗隧道還需要時間,我有信
心終有一天能走出隧道。感謝風雨蘭的出現,陪我一路走過這段黑暗的時間。如果當初沒有

Survivors' Message
I felt so ashamed of being sexually assaulted. I never told anyone and kept on with my life. But I felt
like walking in a dark tunnel the scary memory keeps coming back to me.
In the end, I took all my courage to call for help from RainLily.
RainLily is like the candle in the dark, and I feel safe, respected and able to control my life.
I joined small groups, and get to know people who had gone through similar experiences
with me. From that day onward, I no longer feel lonely and helpless. With the help of
counsellor, I confronted with this scary and hidden secret of mine. And I found out I am
not just ashamed and scared with what have happened to me – I can feel angry with it
– and it is not my fault! Perpetrator took away my body autonomy with his power, and I am hurt – why
I need to be scared to let people know a wound that is not caused by myself? Although it is going to
take some more time to leave the dark tunnel, I am confident that one day I am leaving it. Thanks to
RainLily, for keeping me company over this dark time. If I did not make that call, maybe I am still stuck
in the shame.

教內性騷擾經驗研究報告發佈會 龍佑寧堂舉行並由香港基督教協進
會性別公義促進小組主辦的《不再沉默—收集教內被性騷擾經驗》研究報告發佈會。香港
基督教協進會於會上就研究報告作簡單滙報,提出教會性暴力受害人的經驗與教會架構
、信仰論述及群體文化之關係,強調教內性騷擾的獨特性,並關注受害人沉默的原因和
檢視其求助經驗,逐向教會提出適切的獻議。風雨蘭總幹事於會上就性騷擾定義及處理

resources to the Hospital Authority for, in accordance with the Guidelines for
medico-legal care for victims of sexual violence issued by the World Health
Organisation, setting up a crisis support centre in public hospitals respectively in the
New Territories, on Hong Kong Island and in Kowloon to provide sexual violence victim
with 24-hour one-stop services. The Legislative Council has held a debate session on
12 December 2018 for a motion moved by Dr Hon Pierre CHAN – ‘Requesting the
Government to set up crisis support centres for sexual violence victims and abused
children in public hospitals’. RainLily, along with survivors and other concern groups,
has expressed support to the motion outside the council. The motion has received
cross-party support and was passed unanimously.
