SCHOOL READING PROGRAM

Introduction/Rationale:

Reading is a complex process that involves both learning to decode texts and learning to make
meaning from text. It is considered as one of the most fundamental educational outcomes of education
in the early grades. The ability to read is very important to a children’s learning, including their
development of broader literacy skills and to their school academic achievement in general.

Concomitant to reading relevance, the Department of Education is continuously fulfilling its


mandate to make every learner a proficient reader and to help learners develop their reading skills by
implementing different Reading Literacy Programs such as Every Child A Reader Program (ECARP), 3Bs
Initiative (Hamon: Bawat Bata Bumabasa), DEAR (Drop Everything and Read), and Brigada Pagbasa.
However, results of school reading assessments (EGRA and Phil-IRI) for learners reveal that there are still
pupils who are struggling to meet the learning standards in early language literacy and there are pupils
who could not comprehend what they have read.

To address the aforementioned gaps, there is a need to strengthen the reading proficiency of
every learner and to nurture a culture of reading to them. This School Reading Program aims to alleviate
these gaps.

General Objective/s:

This program aims to:

a. equip learners with reading skills to make them independent readers in their grade levels
b. capacitate parents and volunteers as para-teachers in improving the reading skills of learners
during distance learning
c. provide learners with different intervention and supplementary materials
d. promote a culture of love in reading
e. upskill teachers with different techniques and strategies in teaching reading in the new normal
f. demonstrate talents of pupils relating to reading
