CHAPTER – 1
HOT TAPPING, STOPPLING & PLUGGING

1.1.0 GENERAL:
1.1.1 The hot tapping contractor has to mobilize the necessary Hot Tapping/stopple machine,
Cold cutting machine, sandwich valves, welding machine & consumables, cutter housing,
reproduced, copied, loaned, exhibited, not used except in the limited way and private use permitted by any written consent given by the lender to the borrower.

Delivery of Line stopple fittings, split tees, Line Stopple Plug with scarfed nipple/Lock O-Ring
plugs, Hot Tap bypass fitting, Hot Tap Plug with Scarfed Nipple/Lock O-Ring, Buna N Sealing
Elements, 2" pressure equalization fittings, Lock O-Ring plugs, gas bag fittings, Sealing
elements, guide bar, flanges, other tools, fixtures of 600#/150# and hook-up with newly laid
lines wherever required, all accessories, gaskets, fasteners etc. required to complete the
job, in-line with enclosed tender specification and drawing, cleaning and removal of the
coating if required, installation of the cutter housing, carrying out Hot tapping, stoppling,
welding, radiography of weld joint etc. providing all assistance for Hot tapping and insertion
of the stopple plug and blocking flow in the pipeline section, installation of LOR plug, supply
of N2 for testing, testing, air bleeding and filling the section with product. Clearing the area,
machines, tools & tackles etc. completing the work in all respect with all materials,
consumables, tools, tackles, labour etc. to restore normal operation in line with
specification of hot tapping given in Mechanical Work specifications (HOT TAPPING) under
close supervision and as per the direction of the Site-Engineer /Engineer-in-charge.
1.1.2 The Hot tapping shall be done through with or without Single/double stopple method in
existing pipe section at designated location. A section as required as per site condition is to
be removed through cold cutting as per site requirement & instruction of EIC. Newly laid
branch section is to be hooked up with existing line before removal of stopples.
The work also includes 2" tapping for venting at each end with isolating sandwich valves, so
that the section can be cut and can be hook-up with new station station piping.
1.1.3 Contractors manpower shall operate the hot tapping machine for tapping, Lock-O-Ring
installation and stoppling activities and shall carry out all the required activities including
removal of coating, scaffolding, welding of stopple fittings, lifting and installation, aligning
and fitting of the Hot-tapping machine, pneumatic testing, supply of N2 for testing, hot
tapping & stoppling, installation and operation of the cold cutting machine, cutting of the
mainline pipe, fabrication of the piping as per attached drawings, lifting, installation,
aligning, fitting, welding, radiography, hydrotest etc. as per instructions of Site engineer/EIC.
1.1.4 The following describes the activities involved in carrying out the hot tapping, and hook-up
work. All works shall be carried out in accordance with the sequence mentioned herein and
the job shall be carried out with the best workmanship as specified herein and as instructed
by the technical representative of the manufacturer.
1.1.5 Hot tapping shall be carried out
i. on the operating pipelines and for plugging the section at ends, so that the section
can be cut and can be hook-up with new pipe section laid as per the enclosed
drawings.
ii. on the operating pipelines for creating a branch which shall be blinded for future
hook-up with new pipe section as per the enclosed drawings.

1.1.6 The temporary bypass line is to be pre tested for a pressure rating of 600#/150# Pr. rating
as per instruction EIC.
1.1.7 Stopple plug are to be placed and remain in place as per requirement for completing hook
up and flushing job.
1.1.8 Supply of all required materials during hot-tapping operation like Line stopple fittings, Line
Stopple Plug with scarfed nipple/Lock O-Ring plugs, Hot Tap bypass fitting, Hot Tap Plug
with Scarfed Nipple, pressure equalization fittings, gas bag fittings, Lock O-Ring plugs,
reproduced, copied, loaned, exhibited, not used except in the limited way and private use permitted by any written consent given by the lender to the borrower.

Sealing elements, guide bar, blind flanges, other tools, fixtures, all accessories, gaskets,
fasteners etc. shall be the responsibility of contractor to complete the job in all respect.
1.1.9 The in service welder shall be qualified in accordance with API 1104 Appendix B and should
have experience of welding minimum two jobs of same size and pressure rating or higher.
The contractor shall submit proper WPS and PQR with supporting documents for the job in
question
1.1.10 Supply of all required materials during hot tapping operation like Line stopple fittings, Line
Stopple Plug with scarfed nipple/Lock O-Ring plugs, Hot Tap bypass fitting, Hot Tap Plug
with Scarfed Nipple, pressure equalization fittings, Lock O-Ring plugs, Sealing elements,
guide bar, flanges, spiral wound metallic gaskets, fasteners, other tools, fixtures, all
accessories, etc. shall be the responsibility of contractor to complete the job in all respect.
1.1.11 The inservice welder shall be qualified in accordance with API 1104 Appendix B and should
have experience of welding minimum two jobs of same size and pressure rating or higher.
The contractor shall submit proper WPS and PQR with supporting documents for the job in
question.
1.1.12 The field Engineer for hot tapping job shall submit credential showing that experience with
minimum two Flow Stopping of 42” 150# or higher for Vadinar and24” OD line 600# or
higher for other locations.

1.3.0 OWNER SUPPLIED MATERIALS:
 For hot tapping with by pass line, pipe will be supplied by owner for creation of
temporary bypass line.
1.4.0 CONTRACTOR SUPPLIED MATERIAL

1.4.1 For carrying out the Hot-tapping and Hook-up works, the contractor shall supply and deliver
all the required materials during hot-tapping operation like Line stopple fittings(full
encirclement size on size split tee), Line Stopple Plug with scarfed nipple/Lock O-Ring/ LOR
plus plugs, gas bag fittings, pressure equalization fittings & Sealing elements., guide bar,
sandwich valves, cutter housing, pilot drill, cutter holder, Flanges, all other tools, fixtures, all
accessories, gaskets, fasteners and any other material required to complete the job in all
respect. Thesematerials shall be designed for 600# rating as per ASME B 31.4 with a
corrosion allowance of 3 mm and minimum safety factor of 0.72.
1.4.2 For carrying out the Hot tapping and Hook-up works, the contractor shall supply and deliver
all the required materials during hot tapping operationas given below:
a) For hot-tapping with double stoppling and temporary bypass line:
 Line stopple / Hot Tap fittings (full encirclement size on size split tee) – 2 each,
 Line Stopple Plug with scarfed nipple / Lock O-Ring / LOR plus plugs – 2 each,
 Pressure equalization fittings – 2nos. each,
 Sealing elements – 2 Nos. each,
 Sandwich valves – 2 nos.
 Guide bar, cutter housing, pilot drill, cutter holder,
 Flanges including Blind Flanges (BLRFs) – 2 Nos
 All other tools, fixtures, all accessories, spiral wound metallic gaskets, fasteners
and any other material required to complete the job in all respect.
 These materials shall be designed for 150#/600# rating with a design factor of
0.72 as per ASME B 31.4 and a corrosion allowance of 3 mm.
 The quantity specified above is for one hot tapping only.

b) For hot-tapping with single stoppling and with/without temporary bypass line:
 Line stopple / Hot Tap fittings (full encirclement size on size split tee) – 1 each,
 Line Stopple Plug with scarfed nipple / Lock O-Ring / LOR plus plugs – 1 each,
 Pressure equalization fittings – 2nos.,
 Sealing elements – 2 nos. each,
 Sandwich valves – 1nos.
 Guide bar, cutter housing, pilot drill, cutter holder,
 Flanges including Blind Flanges (BLRFs) – 1 Nos
 All other tools, fixtures, all accessories, spiral wound metallic gaskets, fasteners

Quantities mentioned above are indicative and quantities required for completion of the
works in all respects shall be in the scope of the bidder. Bidder has to furnish the total
bill of material required along with the bid.
1.4.3 The design of Line Stopple Plug with scarfed nipple / Lock O-Ring / LOR plus plugs should
be such that there should not be any leak path.
1.4.4 The flange offered with split tee shall be as per following specification:
 RF ANSI B 16.5 150#/600# for size 24” NPS
 RF ANSI B 16.47 150# for size 42” NPS
1.4.5 The blind flanges and fasteners as per above specification of size 24”/42” NPSare to be
supplied by the contractor.
1.4.6 All the hot tapping fittings are to be suppliedby the contractor as per enclosed tender
drawings/data sheet and approved scheme as per site conditions. Split Tees of required
sizes are to be supplied as per data sheet annexed at Annexure–A of this specification.
1.4.7 Detailed specification, Quality Assurance Plan and drawings are to be submitted by the
bidder for approval.
1.4.8 A Third party Inspection (TPI) agency is to be engaged by the bidder for inspection of Hot
tapping fittings. List of approved TPIA is specified in Technical Specification no.IOCL–
MECH–MAT SPEC. Bidder is to take approval of the said agency from EIC.
1.4.9 All the other remaining items including but not limited toSWM Gaskets, Studs & nuts,
consumables for welding, radiography etc. shall be supplied by the contractor.
1.4.10 All fire safety appliances and personal protection equipment and appliances, all the
consumables, tools, tackles, instruments, equipment, machinery, appliances, measuring,
testing, calibrating instruments & equipment for the completion of the job

may vary based on site requirement. It will be established by the successful bidder
during detailed engineering in consultation with IOCL.Instruction by EIC shall be final in
this regard.
The step-by-step activities involved in carrying out the Hot-tapping work are detailed in the following
passages.
1.5.1 As the hot tapping location is at working pump station, all safety precautions are to be taken
accordingly.
1.5.2 The sandwich valves and other equipment to be used for hot tapping & stoppling works
should be pre-tested for required pressure and for this the technology provider shall provide
proper certification.
1.5.3 It has been envisaged to undertake hot-tapping work in vertical/horizontal direction.
1.5.4 Area cleaning, excavation for exposing the line, cleaning and removal of the coating (if any),
welding of full encirclement Split Tee.
1.5.5 Alignment and installation of contractor supplied sandwich valves on full encirclement tees.
1.5.6 Pressure testing of the welded fittings before carrying out hot tapping operation.
1.5.7 The Temporary housing to housing bypass line is to be pre-tested for 150#/600# pr. rating
prior to installation (for hot tapping with by pass).
1.5.8 Alignment, fitting and welding of contractor-supplied 2” Threaded-O-Ring fittings, 2" valves
for 2” hot tappings with contractor-supplied machine for line balancing, tapping and removal
of the machine after completion of hot tapping.
1.5.9 Assembling the contractor-supplied hot tapping machine with cutter, cutter housing etc. for
hot tapping and installation of the same on sandwich valves, performing hot tapping and
removal after hot tapping operation. If walkways, platform, pipe & valve supports including
structural supports and scaffolding etc. are required, for operation of hot tapping machine
the same should be provided by the contractor at site.
1.5.10 Draining and collection of the line fill product from the isolated section of the pipe by
providing 2" dia tapping through 2" dia ball valves, which shall be fitted at suitable locations
to drain oil to the maximum possible extent, Weld-O-Lets, nipple and threaded valves shall be
supplied by the contractor for the draining operation and the same shall be welded at 6‘O
clock position if possible, or between 6’O clock and 7’O clock position. Outside threaded
nipples to be welded on Weld-O-Lets for installation of contractor-supplied inside threaded
ball valves.
1.5.11 Mounting the cold cutting machine and carrying out cold cutting of the isolated section of the
pipeline, edge preparation and welding and tie in/Hook-up of the newly laid line in the cut
space on the pipe.

1.5.12 All safety precautions during oil retrieval, transportation and for works are to be taken by the
contractor. The contractor shall cordon off the complete work site area with temporary
fencing, signboards etc.
1.5.13 Contractor shall not be entitled for any compensation due to breakdown of the hot tapping
machines or any other equipment under Contractor’s Scope of supply.
1.5.14 Mounting the Hot-tapping machine after assembling it with L-O-R plug for insertion of scarfed
nipple/Lock O-Ring plug/ Lock O-Ring plus plugs at all the hot-tap/stopple points on existing

and on achieving satisfactory results, pressurizing the pipe section. Once the radiography is

installation of L-O-R plug, removal of the stopple cutter and housing, installing blind flanges
at all the hot-tap/stopple points and welding the bolts of the blind flanges as per the
directions of the Site Engineer/EIC.
1.5.15 Clearing the area, machines, tools & tackles etc., under close supervision and as per the
direction of the Site-Engineer / EIC.
1.5.16 Arranging the services of specialists in the specific fields such X-ray for welding joints,
painting, hot tapping etc., to ensure that these jobs are carried out correctly under proper
guidance.
1.5.17 Contactor to also arrange for adequate fire-fighting equipment/ facility along with required
supervision at site.
1.5.18 Transportation and stacking of the hot tapping equipment, fittings and other accessories
including loading and unloading as per directions of Site Engineer/EIC.
1.5.19 All equipments, labour, tools and tackles etc. for installation, tightening of stud bolts of
fittings, dismantling of fittings etc. for hot tapping equipments,valves etc. shall be provided by
the contractor.
1.5.20 All equipments including hoisting equipment and crane of sufficient capacity, manpower,
consumables and tools and tackles for installation of hot tapping, stoppling equipment as per
directions of Site Engineer/EIC, petrol/diesel fuel as required for the complete operation,
grease, cotton waste etc. shall be provided by the contractor.
1.5.21 Material and labour for making temporary working platforms/scaffolding for hot tapping
machine and equipment operations above ground and in trenches wherever necessary shall
be provided by the contractor. The contractor to note that arrangement for dewatering of
trench may have to be made for trenches etc. as per the requirement.

1 Split Tee shall be manufactured, tested and supplied in accordance with the spec.
2 Fittings thickness shall be calculated based on given pressure rating and as per applicable
design codes, design factor and corrosion allowance. Calculation in this respect shall be
submitted by bidder with the bid and subsequently on placement of WO for review and
approval.
