TRAINING PROPOSAL
DepEd Order No. 40, s. 2014 discussed the revised guidelines on the establishment, merging,
conversion and Naming/Renaming of Public Schools and Separation of School Annexes in Basic
Education. It aims to streamline, synchronize and update aforementioned work processes.
The systems and procedures including the criteria set in the DO 40, s. 2014 shall be used as guide
by DepEd Central and Filed Offices/Units as well as the Department’s external stakeholders to ensure
that schools to be established, merged, converted and named/renamed and the school annexes separated
from their mother schools are in accordance with DepEd quality standards to enhance the delivery of
basic education.
The approval of the said activity is lodged in the Regional Office specifically the Quality and
Assurance Division where, in the division, the School Management, Monitoring and Evaluation is
Description: tasked to conduct evaluation of documents prior to the submission to the Regional Office for approval.
Documents and other essential requirements are needed to be understood by schools and ideal target
schools in order to minimize the incident of resubmission and other untoward activities.
Thus, this 2-day orientation will be scheduled in order to discuss the procedures and processes in
the establishment of schools and in the conversion of schools into an integrated school. This activity
also aims to discuss various issues and concerns related to multi-grade schools.

METHODOLOGY
With the loosing guidelines of the provincial IATF, the activity was planned to be conducted face-
to-face on venue to be identified after procurement process. Participants are expected to be at the
venue prior to the scheduled date.
This will be purely discussion method but to address major concern and issues, there will be time
allocation for open forum or question and answer so that all gray areas will be addressed.
MONITORING AND The entire workshop will be assessed by the participants themselves. The activity report
EVALUATION will be prepared that will serve as the evaluation report of the training with photos attached as a
means of verification.
The SDO in charge of monitoring and evaluation is also tasked to provide feedback as to
the conduct of the orientation. From the venue, to food delivery of every session and to the over-all
turn out and impact of the orientation. They are also tasked to provide report to be submitted to
concerned sections for benchmarking and reference.

Basic education is an essential human right and fundamental obligation of the state. Thus, the
Department of education (DepEd) is mandated by the Philippine government to provide quality basic
education that is equitable to all (Article XIV, 1987 Constitution of the Philippines.
In line with the above-cited constitutional provision, the Department of Education (DepEd) is
mandated to under take national educational research and studies” that become part of and basis for
necessary reforms, mechanisms, and policy inputs from which the delivery of quality basic education
Description: can be continuously improved (RA 9155, Chapter 1 , Section 7) Likewise, DepEd provides finding
facility for research through the Basic Education research Fund (BERF) describe under DepEd Order
Nos. 24, s. 2010, 43, s. 2015, 4, s. 2016, 16, s. 2017. Having the fund guidelines, DepEd Order 39, s.
2016 was also issued to adopt the Basic Education Research Agenda (BERA) for streamlining the
mandated thrust of the respective units.
Relative hereto, this office will conduct a Workshop on Research Writing for Field Non-Teaching
personnel that will address the overarching issues on the fewer research proposals received at the SDO
level.

METHODOLOGY
For effective delivery of the training objective, plenary session through LCD
presentation, discussion and walkthrough of every topic will be done. There is also a “kapehan
type” of a presentation where resource speakers will be subjected to “question and answer”, to
clarify issues and other concerns.
Also, Structured Learning Experience (SLE) will be used as method of delivery of the
topics. With this, the facilitators have to engage the participants in an activity and to be followed
by an analysis of such activity, abstraction and application. The application will be in the form of
workshop to demonstrate how the participants apply the principle of action research writing and
use of open source statistical software to analyze data as well as the use of research findings in
policy formulation.
