1. Purpose
The purpose of this document is to describe the sequence at SRI-U3 plant site, Cilegon, and also
general execution of system drying activity.

2. Schope
This document is applied to drying activity to be performed by CONTRACTOR, and will be used as
the basis of a detailed procedure to be prepared by CONTRACTOR.
It is carried out after gross leak test. The systems required drying are specified in Section 6.1
3. Definitions
Definition of Contracting Parties

CONTRACTOR : P.T. Banten Inti Gasindo
VENDOR : The Manufacturer and/or Supplier of a commodity, system or piece of
equipment to perform the specified duty.

5. RESPONSIBILITIES
CONTRACTOR will be responsible to make sure in accordance with this Execution Plan that a
SYSTEM which is required to remove water or moisture from where residue water and moisture
makes trouble during start up and operation for some Process systems. Required source for system
drying such as Compressed Dry Air or Nitrogen is arranged by CONTRACTOR. System drying will
be inspected/witnessed by EMPLOYER’s representative. CONTRACTOR will give notice to
EMPLOYER at least one (1) day prior to witness of System drying.
6. Procedure
General
System drying is performed to make sure the SYSTEM free from water and moisture where residual
water or moisture inside the system will make trouble during start up and/or operation.
Work Flow
System drying will be conducted in accordance with following work flow.
Preparation

Before commencement of System drying, below listed items will be confirmed:

- Gross leak test for the system shall complete by test report signed by Employer.

- Dewatering for the system shall complete, especially piping low pockets, drain
nozzles and inside of heat exchangers which are dead spaces.
- Nitrogen as drying medium shall be ready to use.
- Dew point meter shall be available included valid Calibration certificate prior to start
the activities or witness activity result (The Calibration Certificate will be valid to 6
months) and submit brand/make of Dew point meter proposed to Employer for
approval.

System Drying Procedure.


Firstly the system to be dried should be isolated with relevant valves. Then it will be assured that all
of residue free water is to be completely drained from drain points until no any water droplet is
observed. This step drastically shortens the required time amount of System drying. Therefore it is
recommended to commence this dewatering operation while depressurizing of the system after
completion of its Tightness Test.

- Conduct system drying according to the marked up P&ID with highlighted of lowest
drain point.
- Repeat draining at low drain points drain until water is not found in the vent gas.
- Periodically check the system for dew point reading on specified sampling points
using dew point meter.
- After drying is completed in hydrocarbon lines, perform nitrogen purging till 98,2%
N2 reading. Then perform soak test using nitrogen, allow on stand for 1 to 2 hrs and
check the dew point reading to verify no moisture left in the system.
- Maintain the dried system under a slight positive pressure with nitrogen to prevent the
ingress of moisture.

Acceptance criteria and Medium


System drying will be considered complete, when measured dew point meets the target dryness of
the system. Medium for System drying is Instrument air from permanent compressor. Dew Point -
4F’ (-20C’).
Reinstatement
Upon completion of System drying, all of the temporary connection for dry gas such as instrument
air will be disconnected and restored to its original state as well as reinstatement of the flanges at
which were being connected with the temporary connections and at which were being opened for
dew point measurement.

7. Precautions
Precautions to be observed during the execution of System drying are described as below:
General

1. Ensure that the required personal protective equipment such as safety


helmet, gloves, Ear protection, safety shoes, safety belt and the like are
worn by the entire person involved in the activity.
2. Ensure that the entire person working in and around the said test area will
be advised of the System drying activity.
3. Ensure that suitable communication such as two-way radios are ready for use.
4. Ensure that correct hoses materials (with proper whip check) and fittings
are used for all temporary connections to introduce the dry gas into the
system to be dried.

5. Ensure that drying area will be patrolled prior to introduction of the dry
gas in order to make sure that all safety precautions have been established.
6. Ensure that permit to work will be arranged for all of System drying.
7. Ensure that isolation devices such as valves and spades which separate
drying area must be tagged with cautionary statement like “Danger! Do
not touch! System drying by Pre-Commissioning”. Responsible person’s
name must be written on the TAG and the contact info.

Technical Aspects
1. Ensure that no water is remaining inside hose prior to connecting it to the
system.
2. Ensure that hose is connected properly to dry air supply nozzle.
Especially, when System drying medium is taking from hose station,
miss-connection to water nozzle gives serious impact on the activity.
3. Ensure that no water is accumulated at the low point drain in case that it
is a dew point measurement location because water generally damages
dew point meter.

8. The records as an evidence of the accomplishment of System drying in accordance with the above
Execution Plan will be retained in each System’s Completion Dossier using the System drying record
