1- Scope and purpose:-

1.1 The purpose of this method statement is to provide a step by step procedure in order to
define the procedure, responsibilities, implementation of correct practices, and risk
associated with supply and installation of the of steel structures, for the Construction to of
reefers, canopies and other steel structures.

1.2 The scope of work includes supply and installation of steel structures.

1.3 This method statement outlines the procedure to be followed for erection of steel structures
for the project.

1.4 This method statement describes the responsibilities, procedure, inspections and/or tests to
be carried out, associated with the works.

4- Personnel & Responsibility:-

4.1 Senior Construction Manager:


Senior Construction Manager is responsible for overall implementation of this method statement, and to ensure
that project engineer, site engineer and general foreman are well informed of its required, SCM is responsible
for:

 Providing all resources in terms of manpower, equipment and material.


 Controlling the coordination between all involved parties to ensure safety, quality and schedule
requirements are met.
 Controlling the progress of work and ensure all the submittal are made on time and approved well
before starting certain activity.
 Controlling the progress of work and ensure final approval is obtained at least 24 hours before casting
schedule date.
 Review & approve the MS & material in coordination with QA/QC & relevant subcontractor.
 Making sure all the quality and safety measure are taken and implemented at site as per approved
quality and HSE plan.
 Make sure all team is aware of their responsibilities prior start any activity.

4.2 Construction Engineer:


CE is responsible for the following:

 Organize & deploy the manpower as per site requirements & making sure the required machines and
tools are in good working conditions.
 CE will make sure all the foreman and labor involved in the activity have attend the HSE tool box prior
start working at site.
 CE will make sure all the work is performed as per approved drawings and method statement.
 Check the work at site prior QA/QC inspection making sure work is ready for inspection as per approved
drawings and project specification.
 CE will check all the fabricated reinforcement and installed form work and make sure work is done as
per approved Design drawing and ready for QA/QC engineer inspection.

 CE will make sure timely IR will be raised in coordination with QA/QC engineer to get timely approval to
proceed with next activity.

4.3 QA/QC Manager:


 Manage the planning, preparation and implementation and maintenance of the Method of Statement
 Ensure that the work is carried out as per the approved MS, shop drawing, specification and project
quality plan.
 Ensure that the method of statement is communicated to the workforce before doing the activity.
 Take immediate action if there is any non-conformity observed at site.

4.4 QA/QC Engineer/Inspector:


QA/QC Engineer / Inspector is responsible for the following:
 QA/QC engineer will ensure all the work is carried out accordance with the contract specification,
approved drawings and approved project quality plan.
 Timely raise of IR as per approved ITP & make sure work is done as per approved drawings and MS prior
consultant approval.
 Visit the site prior consultant visit and make sure work are done as per drawings, specification and
approved method statement.
 Arrange consultant visit and seek their 1st time approval.
 Arrange other relevant clearances to proceed with casting.

4.5 HSE Engineer


HSE Engineer is responsible for the following:
 Prior commencement of activity, HSE engineer will brief the work force induction talk on project site
safety requirements.
 Maintain records of accidents & enforce PPE on all staff.
 Inspecting Sites and make sure all the machines and equipment deployed at site are comply with fitness
standard.
 Identifying hazardous situations and safety controlled actions.
 Keeping and maintaining company safety records.
 Identify & manage risks associated with the project environment and processes while complying with
regulatory requirement & corporate standard.
 Responsible for Maintain a proactive and demonstrable safety performance that includes compliance
with all safety, health & environmental policies and procedures.
 Manage & submit HSE reports as required.

 Work effectively with various departments throughout the project to resolve compliance issue.
 Making sure proper lighting arrangements are in place at time of erection or delivery at night.

4.6 Erection Superintendent

 The Erection Superintendent is to report to the Senior Construction Manager


 Monitoring the Erection team to make sure the Erection work was processed in line with project
schedule, designed quality, and approved safety procedures.
 Follow the ITP, checklist to carry out site inspection with the Erection Team to make sure all inspection
steps were done adequately.
 Liaise closely with the erection sub-contractor to raise timely any of disagreement was found.
 Sign off acceptances with Client inspector for the steel supplier / erector works done on site
 Prepare Site daily report for his scope of works.

4.7 Erection Team

 To report to the Erection Superintendents


 Main Responsibilities is to process the Erection work in line with project schedule, designed quality, and
approved safety procedures.
 Follow strictly all instructions of Erection Superintendents.
 Prepare adequately, qualified labors, machines, equipments to process the Erection effectively.
 Organize and monitor all team members about every aspect.
 Prepare toolbox meeting, safety training course to train team members about safety.

4.8 Team Leader (Sub-installer)

 Organize and chair the Safety Toolbox Meeting with the Safety Officer before starting the work.
 Organize the work for groups in day to day operation.
 Performs 100% pre-checks and pre-inspections before the Site Supervisor do the official checks and
inspections.

4.9 Material Controller (Sub-installer)

 Responsible for the storage of the materials.


 Controls incoming and outgoing materials from store.

4.10 Site Surveyor


Site surveyor is responsible for following
 Mark layout, coordinates for alignment / plumpness of columns as per design drawings.
 Check the coordinates, layout, dimensions and level for approval prior & after erection of steel
members.
 Report to Technical Manager, SCM if any discrepancy found in site condition & drawings and take advice
for further action prior proceeding with next activity.
 Making sure all the equipment used in survey must be calibrated as per planned interval.

5- Safety Precautions/Risk Assessment

HSE engineer will make sure the following precautions were taken prior start activity on daily basis:

 Maintain a safe route for pedestrians/other labour involve in project to bypass by the works.
 Where required lights to be attached to signing and guarding.
 Plant vehicle and tool to be kept inside the work area.
 Plant/Machine operators to be trained and competent in the use of the plant/machine they are using.
 Keep plant & vehicles away from the edge of the excavation.
 Ensure the correct PPE is used for the type of equipment.
 Mechanical excavation equipment shall not be used in the vicinity of other utility services.
 Ensure the adequate oxygen level in confined areas.

HSE Engineer/Inspector will ensure the following is worn at all times during the works
 Hard Hat
 Safety boots or wellingtons
 High visibility jacket or jerkin
 Coveralls
 Safety chains

HSE Engineer/Inspector will ensure the following is worn as required during the works

 Dust masks – grinding, sawing, cutting or conducting activities that involve airborne dust.
 Gloves – when using power equipment or manual handling.
 Waterproofs – in wet weather.

6- General Requirements:-

fabrication and sequence drawings.

 All the works will be carried out as per approved Design / shop drawing which are approved by the
Engineer and a controlled copy with “Issued for Construction Stamp” will be made available with site
team all the time.

8.1 Job Site Planning & Preparation

 Make sure there is space and firmed pathway for truck delivery, crane truck erection operation. The
suitable truck & crane capacity must be clarified (and listed in the equipment register).
 Survey the wind direction to have plan for roof material storage and installation direction.
 Decide the plan for unloading and material storage. Choose a firm and dry location. Materials shall
be stored in designated areas for each building and clearly identified for their location in that area.
Make sure that materials supply and storage schedule is appropriate and not conflict with the
installation schedule and other sub-contractors’ schedules.
 Register the available power & water supply source locations at the site. Make sure there is a safe
method to lead the supply to the working area.

8.2 Receiving of Material at Site

 All delivery to site shall be informed by production people to the site manager 24 hours earlier to
have plan for unloading.
 A delivery note is always enclosed with the supplied materials to clarify name of project, location,
building number, type of materials, quantity, date of delivery, etc.….
 Upon arrival of materials at the storage yard, the material controller will match delivery notes and
shall verify the consignment. The material controller, then, report to the site supervisor the received
material list and quality condition.
 Unloading can be done manually or with cranes. A spreader should be used for lifting long
components. Lifting nylon or cloth belts with suitable SWL (Safe Work Load) shall be used for
unloading the materials to minimize the damage. Be sure to hook belts to component with the right
no. of points and position so that the load of component itself do not damaged or broken.
 Always attach a tag line to the lifting component.
 All materials receipt at site shall be visually inspected by site supervisor for any damage. Remedial
works to the damage shall be taken immediately, if possible, to avoid any delay to erection.

8.3 Sequence of Erection


The structural frames and other parts can be erected in various ways which will depend on the
following key factors:
 The type of structures such as: small clear span, large clear span, taper I structure, open-web
structure, etc.
 The availability of equipment such as cranes, winch, manually lift, etc.
 The site conditions.
 The experience level of the erectors.
 The individual job conditions.
 The sequence/method of erection shall be studied and planned so that execution can be carried out
in a safe, economical, and efficient manner.

There are certain erection practices which are in general use and have proven sound over the years.
Below is typical instruction applied for a single/double span structure.

8.4 Unloading, Arrangement, Storage and Protect Material


UNLOADING

Materials will be transported to job site separately or on the skid put in container and will be
unloaded by crane.
Temporary road in the job site must be prepared properly for heavy crane and trucks without
damage to the access roads.
Prior to unloading materials out of trucks or containers, it is required to take pictures of the
actual material status delivered to job site.

8.5 Material Arrangement


To avoid materials being moved so much on jobsite that might cause unexpected damages to
paint, shapes, when material delivered to job site, it shall be unloaded and arranged close to the
designed erection point. Materials shall be stacked in locations according to the building/areas,
should be near to the lifting position adjacent to the area to be erected. This is to facilitate the
sorting and delivery during the erection.

The conditions of each area, the material arrangement plan may different but in general,
materials will be arranging as following principle to ease moving, combination and erection after
later.

Leave 01 end open for erection machine throughout erection period .

Members should be checked park mark as packing list enclosed before unloading for best
unloaded positions.
Columns should be arranged closed to their anchor bolt position.
Rafter members should be arranged to ensure easy assembly and movement.
Girts, purlins, eave struts and bracing are divided according to the requirements of each bay.
Nested parts (purlins, girts etc.) should be separated and blocked to allow drainage of collected
moisture to prevent rusting, prior to erection.
End wall material is laid out for each end.
Small components (nuts, bolts, clips, fasteners etc.) are stored in each area convenient to all
parts of the building.
Wall, roof paneling and other components which will not be used in the initial stage of erecting
the steel, are placed to the outside of the work area, and properly stored and protected from the
weather.

8.6 Protection & Storage Materials At Site

With purpose of preventing and protecting material damages during storage out of
environmental factors such as storm water, dust, etc. which cause rusty, stain, etc. Including
below tasks:

- Choose firmed and dry area for storage.


- The material shall be stored above ground level with timber packing.
- The materials or component or member shall be stored separately, above ground on timber dunage.
They shall not be stacked directly on top of each other but must be separated by 50mm thick timber
and shall not stack in contact with other steel member but must be separated by a minimum 250mm
gap.
- Care shall be taken to stiffen free ends at 200mm distance from ends, prevent permanent
distortion.
- The materials should be placed in minimum 5% slope to avoid water pond.
- The materials shall be kept free from dirt, grease, and other foreign materials and shall be protected
from road splash.
- Never step on the materials.
- All bolts, nuts, washers, screws, small plates, and articles generally shall be suitably packed and
identified.

- Tie down cover ends away from stack to permit air circulation. Do not wrap under or restrict air
movement.
- IMPORTANT! Do not use plastic sheeting as a cover because it will promote moisture.
- Sheeting, wire mesh, insulation should be installed right after delivering to job site, if not must be
kept indoors. Where indoor storage is not possible , the above procedure must be applied

- Adequately braced before releasing lifting equipments or temporarily stop working.


- First braced bay must be completed with rod bracings, eave strut, purlins, girts and flange bracing
as well as all connection bolts must be tightened to ensure the stable place for next
structures connections.
ROOF RAFTER

- Only erect rafter after all connections bolts were tighten, rafter was cleaned, and rafter was signed
off.
- All connection joints must be completed bolt tightening before releasing lifting equipment.

MEMBER ASSEMBLANCE
- All assembled members should be bristled by timber bar, cleaned, painted touch up.
- Flange braces should be installed to rafter members then.
- Connection bolts must be tightened and checked on the ground by TURN OF NUT or Torque Wrench
method (see appendix 01).

8.8 Main Frame Erection

Procedure for erection columns, rafters to be repeated until frames are completed.

Column Erection:

Preparation
- Columns materials were arranged closed to design position.
- Columns materials need to be cleaned, paint touching up and assembled before erection.
- Attach driven rope to column
- Check level and position of level nuts and anchor bolts with design.
- Check at least 03 temporary anchor points to ensure safe anchor points for column after erection.
These points should be adjacent casted concrete structures (stump, ground beam) where temporary
cable can be tied to. In case of no anchor point available, steel members that are not yet in use can
be temporary applied for temporary anchor point.
- Temporary anchor points should be arranged out of working area to avoid hanging materials can be
caught by temporary cable, this can cause collapse to erected structures.
- Check lifting weight, crane position with capacity of applied crane base on crane specification issued
by manufacturer.

- Lift column and move slightly to design position.


- Slightly down column on casted anchor bolts.
- Tighten anchor bolts nut after column in right position.
- Temporary cables will be applied to keep column in
position.

RAFTER ERECTION:

Preparation

- As the procedure shown in figure


- Install static line poles, static line, and driven
ropes into assembled rafter. Make sure all
mentioned equipment was checked strictly.

- Scaffolding should be prepared for workers to perform rafter-rafter, rafter column connection.
- Check at least 03 temporary anchor points to ensure safe anchor points for column after erection. These
points should be adjacent casted concrete structures (stump, ground beam) where temporary cable can
be tied to. In case of no anchor point available, steel members that are not yet in use can be temporary
applied for temporary anchor point.
- Temporary anchor points should be arranged out of working area to avoid hanging materials can be
caught by temporary cable, this can cause collapse to erected structures.
- Check lifting weight, crane position with capacity of applied crane base on crane specification issued
by manufacturer

- Lift slightly rafter up


- Workers on the ground will drive rafter to right
position in coordination with crane.
- Workers standing on scaffolding will adjust
rafter for bolting.
- After rafter was connected to right positions,
workers will follow rafter with PPE attached to
static lines to install temporary purlins, rod
bracings, flange braces.
- Crane is only released when all connection bolts were tightening, temporary bracings, bracing purlins,
flange braces were installed adequately.
- Make sure there are at least 02 braced purlins were installed for each rafter portion when there are
many more than 01 rafter portions.
- Temporary cables will be applied during mainframe erection period, up to certain case, the number of
these cable can be deducted to avoid blocking erection process.

ERECTION SEQUENCE
Braced bay erection
- Braced bay must be erected in priority
- After completion 02 frames of braced bay, all components such as brace rod , flange brace , etc. of this
bay must be completed as design, to set up the space stable place for next frames. Temporary bracing
should be applied for this bay during erection for safety.
- Braced bay frames must be temporarily aligned before installation purlins, bracings to avoid difficulties
may get if conducting alignment for remained frames after that.
- After completion frames alignment, request to have approval of Client before sheeting task
- Alignment Method is performed in Appendix 03
- Filling grouting should be done before sheeting.
- Remaining frames erection
- Proceed with the erection of the remaining frames and bearing end frames.

- In each braced bay shown on the erection drawings, repeat step 5.3.1 before proceeding with the
erection of additional bays.
- Eave struts and peak purlins may be installed in intermediate bays between braced bays to stabilize
frames, however, do not start more work than can be completed in a work day to ensure all structural
framing is completed in those days before leaving the site at the end of the day.
- As erection progresses, each braced bay must be fully completed as outlined in step 5.3.1 before
proceeding with the erection of additional bays.
- Finish Frames & Accessories
- Complete erection of main and secondary framing
- Upon Completion of all secondary framing in the braced bay, plumbing and squaring the braced bay,
installing secondary framing in the end bay, paneling may commence and be worked in conjunction with
the completion of the balance of the secondary framing. This could save time on larger buildings if
separate sheeting crews are used.
When the building reaches this stage of erection, sheeting should proceed immediately. The structure without sheeting
should not be left standing for prolonged periods of time without taking proper precautions (temporary bracing, blocking
etc.) to prevent wind damage especially to purlins and girts due to excessive vibration they are exposed to in the un-
sheeted condition.

FRAME PLUMBING

By mean of Plumb bob B

- As soon as all purlins, girts and eave struts have been


installed in the braced bay, it should be accurately
plumbed and squared to insure correct alignment of the
succeeding bays. This is accomplished by adjusting the
diagonal bracing and temporary bracing in the roof and
wall planes.
- With all the rods loosely installed, plumb the columns of
the rigid frame by tightening or loosening the nut on the
brace rods.
- Remember, when one brace rod is tightened, the other
rod must be loosened.
- When columns are plumb, sidewall brace rods should be A
finally tightened to a “TUT” condition.
- Dimension “B” must be the same as dimension “A” for Ridge
column to be plumb. See Fig. 1. point

- The roof beams should be aligned in progression from the


eave to the ridge. Plumb the roof rafter at each
connection point and the ridge by tightening or loosening
the rods at those points.

- Stretch a line across the flanges at the base of the column. bob

Drop a plumb bob from ridge point of the roof rafter;


adjust as necessary so that the plumb bob is in
line with line at base of columns. When this occurs, the ridge is plumb. See fig. 2.

9- Program:-

 The work plan and time schedule of work will be submit prior to mobilization and commencement of each
activity.

10- QA/QC:-

 All material control and above activity shall be controlled as per the approved project quality plan and
procedure.
 As a record of joint inspection activity checklist will be provided for inspection and work certification by
contractor representative.
 On the basis of activity checklist work inspection request will be submitted later with all supporting
documents.

11- House Keeping:-

 All work places will be cleaned from waste materials and ensuring clean and healthy work environment as
well as maintain free access and egress in the event of emergency. All generated waste shall be shifted to
the centralized waste segregation area.

12- Safety:-

 All the above operation shall be executed in according with the occupational health, safety and
environment plan.
 Safety procedures are to be considered before, through and after the completion of the work to avoid any
possibility of danger to humans or the construction.
 Movement of vehicles should be controlled to avoid any confusion with any other casual traffic.
 All the above operations shall be executed strictly in accordance with Project Occupational Health, Safety,
Security and Environmental Plan, once it becomes an approved document.
 Prior to the commencement of any activities, the workforce will receive a safety induction on the project
site safety requirements; this safety induction will include Project HSE Policy, project details and layout,
site management team, general site HSE requirements, emergency procedure including emergency
contact numbers, roles and responsibilities of the workers, site discipline, general environmental
awareness, PPE requirements.

 The HSE roles and responsibilities shall be delivered to all staff (construction manager, engineer,
supervisor, foremen, and charge hand).
 All activities will be performed according to the control measures and instructions prescribed in the
attached Risk Assessment Sheets.
 All Vehicles will have valid licenses and passes before entering the site.
 PPE shall be issued to all personnel (Mandatory PPE’s: Hard hat, Safety glass, high visibility vest, Safety
shoes and cover all. Task specific PPE; Dust mask, goggles, hand gloves).
 Specific training shall be given for task specific tools and equipment’s; records shall be kept in HSE
department.
 Heat stress training will be provided during summer time, records shall be kept in HSE department.
 Welfare facilities will be provided to all personnel (toilet, rest room, first aid room etc).
 Adequate cool drinking water, shade and hydrolyte shall be placed.
 Plant and equipment shall have back up alarms, lights and all other applicable safety devices.
 Provide Banks man when operating equipment reverse and moving the equipment where pedestrian
movement is exist.
 Risk assessment could be reviewed anytime followed the instructions of consultant or change in activity or
regulations.

13- Emergency Response:-

Requirement of the Project Emergency Preparedness and Response plan shall be strictly followed.
 In the event of an accident, contact the area HSE Supervisor.
 Easy means of access/Rescue the workers will be available at all time.
 Contact numbers of all emergency supervisors will be distributed to site personnel (Site engineer, Safety
officer, male nurse and concerned authorities and emergency services).
 Injuries will have the highest priority to be directly dealt with at once.
 There are different types of situations that we need to consider under this section. These are:
Basic first aid – approved first aider shall check for the required treatment.
Medical – to be taken to the nearest hospital if it’s not cleared from basic first aid.
 Property damage – any damage to existing property or utility the respective authority shall be notified
 Fatality – Call ambulance and police immediately
 Fire – Call civil defense immediately

Quick, easy controls should be implemented immediately, and further action planned for when resources permit. Monitoring
