SITE SAFETY RULES AND REGULATIONS FOR CONTRACTORS

1. Objective :

Implementation of safe work procedure at GPSPL site by all contractors and


their workmen.

2. Scope :

These rules are applicable to all the areas within GPSPL site.

Authorized entry of contractors and their employees into the premises for
carrying out the work should be maintained as per customer’s time schedule
on all working days. Apart from these timings as well as for working on
holidays, prior permission from the concerned GPSPL In - Charge is
required.

3. Safety Instructions :

You shall follow strictly the safety guidelines / instructions given by the
concerned site personnel. Before starting the work you or your authorized
representative must discuss the necessary safety arrangement with In -
Charge of the concerned work area to familiarize with the nature of hazards
involved. This is to be done on a daily basis.

4. Permit to Work System (PTW) :

Jobs involving use of fire such as torch cutting and welding and other works
where there is a danger of ignition should be carried out only with a special
permit (Hot Work Permit). The permit shall be available with the person,
supervising the work at the site while carrying out the job.

Before entering a confined space, a valid Confined Space Entry Permit


confirming the implementation of safety measures is a MUST. A ladder in
position and an observer standing outside the confined space is absolutely
essential holding the lifeline of safety belt.

5. Electrical Machinery and Equipment :

Compliance with the rules and regulations laid down in the Indian Electricity
Rules applicable to industries is a must. Electrical fittings used must be
compatible, switched off when not in use and secured against any
unauthorized use.

The welding machines, grinders, electric drilling machines and other


electrical appliances used shall be made available for inspection and
approved by GPSPL Electrical Department/Site incharge once in every six
months.

All hand tools used should be in sound condition with proper handles.

The welding cable used shall be of single length and have good insulation to
avoid tracking. If a joint in the cable is called for, then such a joint should
be of a good standard and approved by the Electrical Dept/ GPSPL site
incharge.

6. Mechanical Tools and Appliances :

All chain pulley blocks, lifting tackles or any other hoisting equipment e. g.
wire rope slings, chain slings must be certified by a competent authority and
a copy of the certificate should be submitted to SLIT site incharge.

7. Personnel Protective Equipment (PPE) :

You shall make available the relevant PPE's such as Helmet, Goggles, Face
shield, Gloves, Apron, Shoes etc. to your workers and ensure their use.

8. Intimation of the Accidents :

You shall bring to the notice of the GPSPL site in charge any accidents
caused to you or your employees. The same should also be reported to
Safety and Personnel Department in the specified format available at the
First - Aid Center.

9. Medical facilities are available in the First Aid Center. Injured person should
be treated without delay. Concerned department shall extend the necessary
help for getting the Medical Aid. Subsequently it is your responsibility for
providing further medical treatment at out-side Hospital.

10. General :

a) Customer’s facilities, installations, equipment or utilities of any kind


shall be used only with the prior permission from customer
personnel responsible for your work.
b) You shall assemble, erect & dismantle the scaffoldings in a safe
manner. The material used for scaffolding must be of good quality.
The scaffolding shall be designed so as to ensure the safety of the
workmen employed.
c) While working at heights, you shall use well maintained and ISI
approved safety belts. The lifeline shall be securely fastened to a
sturdy object and the length of lifeline shall be at least 5 feet less
than the height at which work is to be carried out.
d) All ladders used for entry into confined space, climbing heights or for
working on roofs shall be in good working condition and anchored
properly.
e) In case of any unusual smell , smoke or unforeseen event the work
must be stopped immediately and matter reported to Company's
Personnel,
Inform to Fire - Station & Security Gate
f) In case any of your personnel notices a fire, he shall rush to the
nearest fire alarm point and break the glass so as to sound the fire
alarm.

NOTE : (e) and (f) of above must be explained to all your personnel.

11. House Keeping :

You must ensure that your employees clean the area where they were
working and dump the rubbish / scrap, etc, in respective places after the
work is over. This also includes shed provided to you and the nearby area.

12. Statutory Compliance :

You must satisfy the provision laid in the Factories Act and other relevant
Acts and Rules. Random checking will be done by the company, and if
found not complying with the provisions then suitable action would be taken
against you. Repeated violation may result into termination of the contract.

13. Smoking :

Smoking is strictly prohibited inside the factory. Loitering in the plant


without specific purpose is not allowed.

14. Infringement of Safety Regulations :

Any one of your personnel infringing safety regulations shall be asked to


leave the works. You shall be held responsible for any damage caused by
such infringements and the loss caused by such act shall be recovered from
you.

15. Penalty :

Repeated violation of the SAFETY RULES shall render you liable to a penalty
ranging between Rs. 1,000/- to Rs. 10,000/- at the discretion of the
company.
