1. PURPOSE AND SCOPE

The purpose of this Work Method Statement (WMS) is to provide the technical requirements to ensure
proper methodology and sequence to be followed for Fiber Optic Cable (FOC), handling, transporting,
laying, splicing termination and testing on site.

2. FOC MATERIALS MAIN CHARACTERISTICS

2.1 Cable

The cable must comply with the project document n.: NAWPPL-BIMS-NPPL-000-CI-SPE-00021
“Specification for fibre optic cable”.

The characteristic of the FOC are defined in the project document n.: NAWPPL-BIMS-NPPL-000-CI-
DAT-00020 “Data sheet for fibre optic cable”.

The cable must be installed according to the project document n.: NAWPPL-BIMS-NPPL-000-CI-SPE-
00015 “Installation specification for fibre optic cable”.

3. METHODOLOGICAL OVERVIEW

3.1 General

This WMS is to provide the technical requirements to ensure proper methodology and sequence to be
followed:

3.2 Training and Competency of Personnel

The Training and Competency of equipment operators involved with the FOC laying shall be certified
and assessed for the equipment they will be operating, in addition to the mandatory training.

All other personnel involved in the operation shall be trained and assessed for all activities they will be
performing, in addition to the mandatory training.

Certificates will be issued to personnel as a record of undergoing required training and competency
assessment. Training records and valid Certificates of Competency shall be available with all associated
personnel for verification throughout the operations.

All personnel involved in crossings construction shall be made fully aware of the requirements and risks
involved with the works to be performed.

3.3 Material delivery

All material delivered to site will be delivered to warehouse and transported on site for the installation.
All material will be inspected and approved by COMPANY before installation as per quality control
procedures and transported to site by a truck.

3.4 Handling of cable

The cable shall be supplied coiled and reeled on wooden cable drums properly battened with wooden
planks to protect the cables. Each drum is marked, among other things, with the name of Company and
Project, type of cable and straight length of cable.

The cable drums shall always be handled on their flanges and never on their sides. Accordingly, the
drums shall always be placed in a vertical position resting on their battens and never on their flanges

The drum shall be lifted using a steel bar through its centre and lifted by crane or fork lift with adequate
capacity and valid Safe Working Load Certificate. Hooks placed directly through the flange hole shall
not be used as this will damage the drum and cable

The cable drums shall be transported from warehouse to Location on flat bed trucks, ensuring that each
drum rests with its bottom battens on the truck bed but not its flange face. Each drum shall be secured
to the truck by a continuous chain running thru its centre hole. The drums shall be restrained from rolling
on or off the truck by placing wooden wedges and blocks under them on either side of the point of
contact.

The drum battens shall not be removed except at location and time of laying.

Drums with some length of cable remaining on them shall be returned to store where they will be stored
separately. The length of cable remaining shall be indicated on the flange of the drum with indelible
paint.

Drums must not be laid flat for installation or storage,

For reasons of safety, always unroll cable by the bottom side of the reel

4. WORK SEQUENCE

4.1 Before starting of activities

Tool box talk shall be conducted daily before the commencement of cable installation and the FOC
laying shall be done / supervised by trained personnel.

The Cable drum trailers with the Cable drum to be laid shall shifted to the location and positioned.

Latest cable drum schedule will be made available with the supervisors to ensure the cables are laid as
per the plan and approved drawings.

The cable shall be tested at site before starting the laying and after installation and the test results shall
be recorded with OTDR (Optical Time Domain Reflector).

All the long run cables will be checked and handled carefully during installation in order to avoid
damages to outer insulations / sheathing of the cable.

4.2 Preparation of trench

Preparation of trench will be performed strictly in accordance with the requirements stated in this WMS
and respective typical trench drawings project document n.NAWPPL-BIMS-NPPL-000-YL-DRW-00003.

Trench shall be clean and free from stones, sharp objects and debris. The trench shall be inspected for
depth, width and proper sand bedding in line with the project drawings and specifications,

The position of cable inside the pipeline trench is defined in the above mentioned drawing.

4.3 Pre-installation cable inspection

The first inspection is a visual inspection of the drum and the fiber optic cable, SUBCONTRACTOR
personnel will check all this point below:

 Always wear protective gloves and safety boots (with steel toe caps) when handling drums.
 Check that the cable specified has been procured.
 Inspect the cable drum for signs of excessive weathering and/or damage.
 Drums must be transported or stored with their battens intact.
 The plastic foil wrap must remain in place until cable placement.
 When removing the plastic foil wrap on the cable, do not use sharp tools that could potentially
damage the cable jacket.
 Ensure that the cable drum bolts are all tightened.
 Verify that nails, bolts or screws on the inside surface of drum flanges are counter-sunk to avoid
damage to the cable during placement.
 Place the cable drum in line with the intended direction of deployment, in order to prevent the
cable from rubbing against the reel flange.
 Cable ends must always be sealed – using pre-formed or heat shrinkable end caps. Using tape
for sealing cable ends is considered unsuitable.
 Should the drum be rolled for some reason, always do so following the direction of the arrow.
 Drums on site, must be chocked to prevent them from moving or rolling.

4.4 Pre installation cable test

The purpose of this test is to perform acceptance tests on the cable prior to installation in order to verify
that the cable confirms to the Manufacturer’s specifications, and is free of defects, breaks and damages
during transportation and manufacturing processes.

Prior to removal of each cable from the delivery reel, all optical fibers within the cables shall be tested
by using an OTDR.

The OTDR tests shall consist of end-to-end length and attenuation (db/km) measurements to ensure
proper performance of the fiber optic cable.

The tests shall be performed from both ends of each fiber to ensure complete fiber continuity within the
cable structure.

Pre-Installation “on reel” test results shall be compared with the manufacturer’s test report delivered with
the cable.

Test shall be performed at 1300 nm and 1550 nm, and the OTDR shall be calibrated with sufficient
internal masking to allow the entire cable section to be tested. The transmission testing shall be
conducted in both directions on each single mode optical fiber. A hardcopy printout and an electronic
copy of traces and test results shall be submitted from SUBCONTRACTOR to CONTRACTOR.

4.5 Laying of FOC

The FOC shall be laid strictly in compliance with the relevant Project Specification above mentioned.

Before cable installation begins, the cable reels should be carefully inspected for any imperfections such
as nails, broken flanges, cable crossovers or anything which might cause damage to the cable as it is
paid out. Precautions should be taken to protect stored reels possible damage by vandals or other
sources when left unattended. The thermal protective covering provided with each reel of fiber optic
cable should always remain in place when storing cable reels.

Check the cable trench excavated as per the requirements / specifications, free from sharp objects.

The FOC shall be laid on a 100 mm thick bedding layer. The cable bedding layer shall be composed of
selected material or from suitable sand obtained from sand dunes, subject to COMPANY’s approval.
The sand in the bedding layer shall be free from stones, metals, vegetation, hard object or any other
deleterious material.

Bending of the cable is to be kept to a minimum and the bending radius shall not exceed that which has
been specified by the cable manufacturer.

Cable shall be treated with care and precautions taken to avoid physical damage to the outer sheath of
inner components.

The cable shall not be tamped upon, run over by vehicle pulled on the ground, over fences, rock or
asphalt. Each cable drum shall be inspected for cuts. Kinks or other damage. All damages to be reported
from SUBCONTRACTOR to CONTRACTOR.

The ends of cables should be sealed properly to prevent moisture ingress.

The cable shall be laid under a specified pulling tension, pulling speed and bending radius or as per
manufacturer’s specifications.

FOC drums shall be mounted in suitable cable drum trailers and properly locked to avoid falling during
laying process.

Cable drum trailer will be safely located in right off way at the location where FOC will start and will drive
slowly to pull the FOC.

Initially required Cable to be released from the drum before the cable drum trailer started moving, and
the cable to be started laying from the starting point. The Cable Drum Trailer to be towed by a vehicle
with speed, allowing the crew / personnel involved in this operation to release the cable and lay it on the
excavated trench and backfill with sand at regular interval to secure the FOC from moving or
misalignment.

When the full length of FOC in the drum is completely laid in the trench, end will be gripped to close to
avoid entry of foreign objects and the same procedure shall continue. Sufficient cable shall be coiled for
cable splicing.

A “figure-eight” configuration may be used when the cable is removed from the reel and piled on the
ground to prevent kinking and twisting of the cable which could cause damage, (see figure 04 here
below).

Occasionally there may be a discontinuity in the bedding within a drum cable length such as at an
isolated tie in not yet completed. In such cases the cable shall be laid up to the discontinuity, or, subject
to COMPANY’s approval, the corresponding length of cable laid outside the trench and brought to
location upon completion of the bedding at the discontinuity.

Whenever cable from the reel is placed on pavement or other surfaces, it should be protected with
barricades or cones to prevent possible vehicular or pedestrian traffic damage. 10, 00 m coil spare shall
be provided inside each plant fence.

The laid cable shall not be in tension nor appear as a straight line, but rather in a gentle sinusoidal curve
with a maximum amplitude of 300 mm to allow for some soil movement over time.

Fibre optic cable should not be coiled in a continuous direction except for lengths of 30 m (100 ft) or
less. The preferred size of the figure-eight is about 4.5 m (15 ft) in length, with each loop about 1.5 m (5
ft) to 2.4 m (8 ft) in diameter. Traffic cones spaced about 1.5 m (8 ft) apart are useful as guides during
figure-eight

4.6 FOC pulling in conduit

With all the cable off the reel and laying on the ground in a figure-eight, attach the pulling line to the end
of the cable. Begin the pull just as before by hand pulling the cable out of the figure-eight and feeding it
into the pipe or conduit placed under the obstacle. Once the cable end has entered the pipe or conduit,
the cable should be carefully guided from the figure-eight by hand. Care to be taken care to ensure the
pull can be quickly stopped if trouble develops with feeding the cable from the figure-eight, (see figure
07 here below).

Conduit end shall be properly sealed with company approved expansion foam / sealant.

Cable will be tagged (as per cable schedule document) at both ends and kept capped. Cable dressing
shall be done properly and tied down using cable ties / cleats.

4.7 Trench backfilling

Backfilling activity will not commence until the FOC trench is inspected and cleared for backfilling.

QA/QC shall inspect and approve the trench for required width and depth as per approved project
drawing.

As soon as the cable is laid it shall be covered with a 200 mm thick layer of soft sand of the same quality
and gradation as that used in the bedding, according to the Project drawings and Specifications.

4.8 Warning tape installation

A warning tape shall be installed on top of the sand cover as detailed in project drawing n.
NAWPPL-BIMS-NPPL-000-YL-DRW-00023.

The warning tape supplied shall be as per the sample approved by COMPANY and shall indicate name
of COMPANY, type of pipeline and cable below it.

After laying the warning tape the trench shall be backfilled to a height slightly above the natural ground
except at crossings, all in accordance with the cross sectional details indicated in typical crossings
drawings and details crossing drawings. The remaining excavated material shall be crowned on top of
the pipeline to form the specified windrow except at locations of cable splices

The fill material shall be as per standard specifications. The trench shall be backfilled and covered with
gatch in accordance with drawing / specifications.

4.9 Splicing

Planning, laying sequence, methodology and allocation of cable drums shall all be directed towards
minimizing the number of cable joints. Unnecessary cable joints shall be avoided.

All the required materials and consumables shall be arranged in advance before the commencement of
work.

All fusion splicing equipment must be calibrated, in good working order and meeting all industrial
standards.

The splicing shall be conducted by trained, persons only.

Verify the weather conditions before starting the work. Cleanliness, temperature, humidity and dust
control must be maintained & considered during the splicing.

During the cable splicing, the cable cores shall be connected as per the color sequence for each of the
cables.

The continuity of armor between the spliced cables shall be achieved by means of earthing kit. All the
splicing shall be made in manholes.

The average splice loss shall be 0.05db or less. No single splice shall have a loss greater than 0.10db.

Further the total no of splices along the complete link (end to end) shall be as per cable drum schedule
provided.

4.10 Termination

The cable to be connected on the equipment side must be identified properly.

Before terminating to the equipment, the installed cable having all splices shall be checked for continuity
of metallic shielding to earth.

The Fiber color coding of the fiber cable and color coding of the equipment shall be correctly identified
through Project drawings before doing the terminations.

The fiber color sequence of the cable and the equipment must be checked and verified prior to the
connection.

4.11 Testing

Prior to the installation of cable, perform an Optical Time Domain Reflectometer (OTDR) measurement
test on each fiber of each cable drum on both direction at designated warehouse area to confirm that
the fiber is acceptable for installation.

The same operation test shall be also repeated once they have been laid inside the trench and backfilled.

Damaged or defective cables, shall be brought to the attention of CONTRACTOR / COMPANY and shall
be replaced.

On completion of test, the OTDR test result shall be provided to COMPANY for record.

A recording OTDR shall be used to test end – to – end continuity in both direction and attenuation of
each optical fiber before and after cable installation. The test shall be performed over the full length of
each fiber optic link (end to end) after installation.

The OTDR shall be equipped with a 1310 nm to 1550 nm light source for the single made fiber (SMF).
Test data result shall be recorded for each fiber to show structural integrity, end to end continuity and
fiber attenuation at the selected wave length.

The OTDR shall have X-Y plotter to provide a hard copy record of each trace of each fiber.

The OTDR shall be calibrated for the correct index of refraction to provide proper length measurement
for the known length of reference fiber.

A transmission test shall be performed with the use of a 1310 nm and 1550 nm stabilized light sources
and 1310 nm and 1550 nm power meters for SMF.

Upon completion of the tests of all FOC coils, shall be secured with end caps to prevent intrusion of any
foreign materials.
