NARRATIVE REPORT ON THE FIRST GENERAL PTA ASSEMBLY HELD ON SATURDAY, JUNE 8,
2019 AT THE SCHOOL COVERED COURT

The General PTA Assembly was called to order at exactly 8:53 in the morning. It
started with a doxology which was followed by the singing of the Philippine National
Anthem through AVR presentation. The assembly was attended by GPTA Officers of the
previous school year, parents and guardians of the pupils, and faculty members headed by
the school principal, Mrs. Amalia B. Descallar.

The next part of the assembly was the checking of attendance which was conducted
by the Outgoing GPTA Secretary, Mrs. Glyna A. Mabbagu. The initial number of parent-
attendees at the start of the meeting was 278.

To formally open the assembly, Mrs. Rosa Nanita L. Rendoque gave the opening
remarks which was followed by the President’s Time. Mr. Edgardo R. Miranda, Outgoing
GPTA President, delivered his farewell speech thanking the parents and the faculty for the
cooperation and support given to him during his term as GPTA President for three
consecutive years.

Following the President’s Time, a dance number rendered by selected Grade VI


pupils lighten and enliven the atmosphere of the gathering. The meeting proper started
right after the pupils’ intermission number.

First on the agenda was the GPTA Financial Report. It was discussed by Mrs. Victoria
S. Palamos, Outgoing GPTA Treasurer. She disclosed the Financial Statement of the parents’
contributions from the previous school year and the breakdown of expenses covered by
these contributions. After presenting a comprehensive report of the previous school year’s
inflow and outflow of finances, the outgoing GPTA treasurer emphasized the importance of
the contributions given by the parents. According to her, by augmenting school funds, these
contributions greatly help in the improvement of the learning environment and safety of the
school children.
Next on the agenda was the discussion on the different policies of the school which
was given by Mrs. Blesyl P. Alistado, a Grade III teacher. Mrs. Alistado focused on the most
common policies of the school such as pupil’s punctuality, wearing of school ID and uniform,
observance of prescribed haircut for male pupils, parents’ visiting hours and the
consequences sanctioned by the school for pupils caught committing major offenses.

The discussion on school policies was followed by Guidance Updates given by Mrs.
Charma Lou D. Roda, Grade IV teacher and School Guidance Designate. Mrs. Roda explained
in detail RA 10267 which is otherwise known as the Anti-Bullying Act and DO 83 s.2003
which is the Prohibition of the Use of Cellphones inside the Classroom.

In observance of the “2019 National Smoking Month Celebration” which is held


every month of June, Mrs. Rosa Nanita L. Rendoque, a Grade VI teacher and former School
Guidance Coordinator, gave a thorough discussion on the prohibition of smoking within and
near school premises and the penalties imposed on violators as mandated in DO 73, s. 2010.
Mrs. Rendoque also put emphasis on the detrimental effects of smoking not only to the
smokers’ health and income but to the people around them as well. According to her, it is
best to quit smoking because it causes nothing but harm to oneself, to others and to the
environment.

Next on the agenda was the discussion on the DepEd order regarding the Anti-Cavity
Campaign given by Mrs. Maricel V. Adaza, a Grade II teacher and School Clinic In-charge. In
observance of this order, Mrs. Adaza informed the parents that the Dipolog City Division will
be conducting a Divisionwide Anti-Dental Caries Campaign to help spread awareness on
proper oral hygiene among school-aged children. As part of this campaign free dental
checkup will also be conducted in schools, Mrs. Adaza added. In this regard, Mrs. Adaza
urged the parents to reinforce the teaching of proper oral hygiene at home to spare pupils
from disturbing toothaches and other dental problems.

Next was the Open Forum conducted by Mrs. Mary Ann Q. Tardo, Master Teacher-I
and Turno ES Teachers’ Association President. Mr. Jose Laba, a parent, inquired about the
PTA contributions as to whether these are voluntary or mandatory. He also expressed if it is
possible to do away with the contributions this school year since there is a relatively large
amount of money left from the previous school year’s collections. Mr. Laba also noticed that
the Financial Report given at the start of the assembly did not include the balance of SY
2017-2018 if there was any. He commented the importance of including this piece of
information in the report for transparency reasons.

The Outgoing GPTA President, Mr. Eduardo R. Miranda, responded to Mr. Laba’s
inquiry and observations. Mr. Miranda assured him and the parents that the balance from
past school years and the receipts of all expenses incurred are securely kept by the GPTA.
He also added that the record of the GPTA treasury is available for anyone to see.

Moving on with the open forum, Mrs. Amalia B. Descallar, gave a suggestion on the
utilization of
the balance of the previous school year’s collection in the construction of the school’s exit
gate. She explained that having an exit gate will help in securing children’s safety especially
during an emergency. Mr. Miranda responded to the school principal’s suggestion by saying
that the collection balance must be kept intact for contingency purposes.

At this point, Mrs. Maria Linda Paer, a parent, expressed her concern regarding Mr.
Robin “Tatay” Abing, the School Security Guard’s alleged unpleasant demeanor towards
parents. She cited an incident wherein she was harshly reprimanded by Tatay for loitering
within the campus during class hours. She added that she understood why she was
reprimanded but it would have been better if it was done in a more humane way.

Mrs. Descallar, apologized to Mrs. Paer for the unfortunate encounter she had with
the school’s security guard. The school principal assured that her concern and suggestions
were well taken and that the school will take action to avoid incidents like this from
happening in the future. Meanwhile, Mrs. Descallar asked the parents’ consideration
regarding Tatay’s alleged “irritable” demeanor saying that this may just be a natural
response due to his old age. Mrs. Descallar disclosed that the school has been looking for an
alternate security guard for quite a while now to relieve Tatay from his daytime post as
school security guard. Mrs. Descallar added that the school is open for any
recommendations.

To end the assembly, Mrs. Descallar gave the closing remarks, expressing her
gratitude to the parents for their attendance and for taking heed of their responsibility in
actively taking part in their children’s education. The meeting ended at exactly 11:05 in the
morning.
