SUBJECT Hazard Pay Guidelines for DPWH Personnel Exposed to


Hazardous Substances in the Discharge of their Duties in DPWH
Materials Testing Laboratories and/or as DPWH Pollution
Control Officers

This has reference to the proposed Department Order (D.O.) on Hazard Pay Guidelines for
DPWH Personnel Exposed to Hazardous Substances in the Discharge of their Duties in DPWH
Materials Testing Laboratories and/or as DPWH Pollution Control Officers, which is intended
to provide social protection thru mandatory benefits in view of the health and safety risks
involved in construction materials testing. DPWH Personnel under the Materials Testing
Section/Unit and handling or connected with the implementation of DPWH infrastructure
construction projects shall not handle or be involved with materials testing and are not be
eligible for the grant of hazard pay.

The proposed D.O. requires the preparation of budgetary requirements per DPWH Office. The
grant of hazard pay shall be based on the hazard risk level, number of days of exposure and
salary grade of the personnel working in DPWH Materials Testing Laboratories and/or as
DPWH Pollution Control Officers. The hazard risk level shall be based on the definition of High
or Low Risk to Hazards (Annex A). The hazard pay budget allocation for personnel working in
DPWH Materials Testing Laboratories shall be based on the highest percentage of monthly
salary or 30% for High Risk to Hazards and 15% for Low Risk to Hazards. The budget
allocation for personnel working as DPWH Pollution Control Officers shall be base~ on the
lowest percentage of monthly salary for High Risk to Hazards or 15%. A minimum of 32 hours
of laboratory work or exposure to hazards is required to be eligible for the grant of hazard
pay.

In view hereof, you are required to fill-up the attached Annex B and submit the same to this
Office via email to dpwh.brs.mtd@gmail.com and c1aassen.michael@dpwh.gov.ph not later
than April 1/ 2022. After this Office checks for the correctness of your classification and
computation, your Office shall request the Hazard Pay allocation for inclusion to your 2023
Budget.

Annex A

High Risk to Hazards - personnel with direct and unavoidable exposure to work
areas that pose risks or dangers to health and safety due to dangerous environmental
elements such as: contaminant; electromagnetic radiation; and combustible;
explosive; reactive; corrosive; and toxic chemicals are considered exposed to high risk
level. For DPWH purposes, this shall mean actual time conducting chemical analysis
in DPWH Materials Testing Laboratories or time that DPWH PCOs are exposed to
hazardous substances such as inspection of hazardous waste storage area, inspection
of hazardous waste spills and/or supervision of hazardous waste extraction by DENR-
Recognized Transport, Treatment, Storage and Disposal facilities;

Low Risk to Hazards - personnel who are not directly exposed to hazardous
materials but are working in, or frequent interaction with personnel with High Risk to
Hazards. For DPWH purposes, this shall mean actual time conducting analysis in DPWH
Materials Testing Laboratories that are not chemical analysis by nature and/or entry
to DPWH Materials Testing Laboratories on official business;
